Purpose: To provide an update on the Burnaby Lake Overpass Project.

PROPOSED ZONING BYLAW AMENDMENTS - INCLUSIONARY RENTAL REQUIREMENTS AND COMMUNITY BENEFIT BONUS

Purpose: To propose amendments to the Burnaby Zoning Bylaw to implement Inclusionary Rental Requirements and Community Benefit Bonus provisions.

NATIONAL DAY FOR TRUTH AND RECONCILIATION 2025

Purpose: To seek Council approval to fly Indigenous flags (‘Every Child Matters’ and ‘Survivors’ flags) during the month of September 2025.

ROD #24-07 - PROPOSED CLOSURE OF CITY-OWNED ROAD ALLOWANCE ABUTTING 1409 AND 1455 DELTA AVENUE

Purpose: To obtain Council authority to introduce a Burnaby Highway Closure Bylaw for the closure of City road allowances abutting 1409 and 1455 Delta Avenue.

RETAIL CANNABIS APPLICATION FOR THE SOUTHEAST QUADRANT

Purpose: To provide Council with recommendations regarding the subject private retail cannabis store applications.

REZ #25-05 - 3944 AND 3942 STILL CREEK AVENUE

Purpose: To seek Council authorization to forward REZ #25-05 to First and Second Reading at a future Council meeting. 

7.7

GENDER BASED ANALYSIS PLUS - FURTHER APPLICATION

Purpose: To provide Council with an overview of the recently concluded Gender Based Analysis Plus (GBA+) Pilot and provide a recommendation for further application of the approach. 

7.8

PROPOSED CODE OF CONDUCT BYLAW AMENDMENTS - COUNCIL MEMBER LOBBYIST REGISTRY

Purpose: To propose an amendment to the Burnaby Code of Conduct Bylaw requiring Burnaby Council members who are paid lobbyists to disclose their lobbying activities to the Corporate Officer for inclusion in a publicly accessible Lobbyist Registry.

CA - SUPPLY AND DELIVER CISCO SMARTNET PRODUCTS AND LICENSES

Purpose: To obtain Council approval for a Contract Award (CA) for the supply and delivery of Cisco Smartnet Products and Licenses.

Purpose: To obtain Council approval for a Contract Award (CA) for website hosting services.

CA - (CA-3294) RAINBOW CREEK CULVERT REPLACEMENT

Purpose: To obtain Council approval for a Contract Award (CA) for the Rainbow Creek Culvert Replacement Project.

CA - JIM LORIMER PLAYGROUND REJUVENATION

Purpose: To obtain Council approval for a Contract Award (CA) for the materials, supervision, labour, equipment, tools, permits, and transportation for the Jim Lorimer Playground Rejuvenation.

CA - PROGRESSIVE DESIGN BUILD - BURNABY MOUNTAIN BIKE SKILLS COURSE - PHASE 2 - PART B

Purpose: To obtain Council approval to award a Contract Award (CA) to Velosolutions Canada West Ltd. for the construction works for Phase 2 – Part B Progressive Design Build – Burnaby Mountain Bike Skills Course.

Purpose: To obtain Council approval for a Contract Change (CC) for the supply and delivery of Water Service Setters.

Purpose: To obtain Council approval for a Contract Change (CC) for the supply and delivery of Corporation Brass.

Purpose: To obtain Council approval for a Contract Change (CC) for the Sidewalk Upgrades Project.

Purpose: To seek Council approval to amend the Accessibility Plan to add an action to explore how emergency management procedures in Burnaby can better consider the needs of people with disabilities.

TARIFF IMPACT ON CITY OPERATIONS

Purpose: To provide an update on the U.S. Tariffs and Canadian Counter Tariffs and impacts to City of Burnaby Operations.

MENTAL HEALTH & ADDICTIONS

Purpose: To respond to Council’s request for information and analysis on the feasibility of asking the Province to address the mental health and addiction crisis in BC and Burnaby.

OCP BURNABY 2050 PHASE 4 ENGAGEMENT REPORT - WHAT WE LEARNED

Purpose: To provide key findings from Phase 4 engagement for the draft Official Community Plan (OCP).

SU: BUILDING PERMIT TABULATION REPORT NO. 06 FROM JUNE 1 - JUNE 30, 2025

Purpose: To provide Council with information on construction activity as reflected by the building permits that have been issued for the subject periods.

Purpose: to permit the construction of a high-rise residential development with a neighbourhood commercial unit comprised o a 40-storey mixed-use building which includes a child care facility and non-market and market rental residential units

#14760 - Burnaby Zoning Bylaw 1965, Amendment Bylaw No. 13, 2025 - REZ #25-03 (9500 Erickson Drive)

Purpose: to permit the construction of a phased infill residential and commercial development on the subject site, comprised of three new 45, 38 and 37-storey high-rise buildings, inclusive of 1,467 new market rental units, and retention of the existing residential buildings on the site, with additional structured and underground parking

Purpose: to amend Burnaby Code of Conduct Bylaw (lobbyists registration)

11.3.1

#14744 - Burnaby Zoning Bylaw 1965, Amendment Bylaw No. 8, 2025 - REZ #24-20 (7135 Walker Ave. and 7244 Arcola St.)

Purpose: to establish development guidelines for the construction of a 50-storey residential rental tower with an adjoining 6-storey community hub inclusive of an auditorium, retail space, community serving uses (such as a food bank), and office space. The development proposal includes approximately 480 purpose-built rental units, including approximately 96 non-market rental units

#14748 - Burnaby Zoning Bylaw 1965, Amendment Bylaw No. 10, 2025 - REZ #25-01 (Level 2 - 395 Ellesmere Avenue)

Purpose: to allow for a change of use on the second level of an existing mixed-use building from 10 live-work units to 11 commercial units

Purpose: to amend the Burnaby Zoning Bylaw to clarify that the 1.0 km (3,281 ft.) separation requirement between one liquor or cannabis store from another liquor or cannabis store apply to stores within Burnaby boundaries only

Purpose: to authorize the execution of a Housing Agreement for the non-market rental housing development at 7786 and 7792 6th Street

ABANDONMENT

11.6.1

#14731 - Burnaby Zoning Bylaw 1965, Amendment Bylaw No. 4, 2025 - REZ #18-24 (4161 Dawson Street)

The applicant decided not to proceed with an amendment to REZ #18-24 and consequently the PDC report Item 8.5. was withdrawn from the March 25, 2025, Council agenda. As such, Bylaw No. 14731 was not read and can be abandoned. (Also see Bylaw #14030)

Councillor Tetrault - Proposed Motion: Review of R1 District Bylaw

Purpose: To direct staff to schedule a Committee of the Whole to review R1 District Bylaw.

13.2

Councillor Gu - Proposed Motion: Advocating for Canada's Role: Peace for the Palestinian People

Purpose: To seek Council authorization to advocate to the federal government to establish a two-way arms embargo with Israel and transform the Gaza temporary resident visa (TRV) program to support the safe reunification of Gazan-Canadian families, and for the City of Burnaby to sign the Apartheid-Free Communities Pledge.
