An Open meeting of the Planning and Development Committee was held in the Council Committee Room, City Hall, 4949 Canada Way, Burnaby, B.C. on Tuesday, 2019 December 10 at 4:00 p.m.

The Chair called the Open Committee meeting to order at 4:05 p.m.

The Chair, Councillor Pietro Calendino recognized the ancestral and unceded homelands of the hən̓q̓əmin̓əm̓ and Sḵwx̱wú7mesh speaking peoples, and extended appreciation for the opportunity to hold a meeting on this shared territory.

CORRESPONDENCE

 

 

A)

Correspondence from Dan’s Legacy

Re: Food Recovery and Warehouse Project

 

 

Correspondence was received from Mr. Andrew Wong, Project Manager, Dan’s Legacy requesting City support for a proposed food recovery and warehouse project. 

 

Dan’s Legacy is a non-profit organization that provides counselling and life-skills intervention programs to youth affected by mental health challenges resulting from childhood trauma and abuse.

 

Mr. Wong requested the City’s assistance with locating warehouse space, between 5,000 and 20,000 square feet, at below market lease rates or no cost.  In addition, Mr. Wong requested two refrigerated trucks and two delivery trucks.

 

*Councillor Wang arrived at 4:12 p.m.*

 

Staff advised that the non-profit organization is requesting warehouse space to provide a food recovery program combined with culinary and food warehouse training for at risk youth. 

 

Staff noted this initiative is aligned with City’s policies; however, currently all City- owned warehouse inventory is leased.

 

Staff undertook to respond to Mr. Wong.

 

B)

Correspondence from Ms. Sonia Osborne

Re: Increase to Condo Owners Insurance Rates

 

 

Correspondence was received from Ms. Sonia Osborne regarding the potential increases to homeowner insurance rates.

 

Ms. Osborne expressed concern that the increase in insurance rates will affect the affordability of homeownership, future housing development and rental affordability.

 

In conclusion, Ms. Osborne requested that the City begin discussions with all levels of government to formulate a solution.

 

The Committee advised that they share in the concerns of the writer; however, increases to insurance rates do not fall under the legislative authority of local governments.

THAT the Committee, in accordance with Sections 90 and 92 of the Community Charter, do now resolve itself into a Closed meeting at this time, from which the public is excluded to discuss matters concerning the acquisition, disposition or expropriation of land or improvements, if Council considers that disclosure could reasonably be expected to harm the interests of the municipality; and to consider negotiations and related discussions respecting the proposed provision of a municipal service(s) that are at the their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public.
