An Open meeting of the Parks, Recreation and Culture Commission was held in the Council Chambers, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Tuesday, 2019 July 23 at 6:00 p.m.

The Chair called the meeting to order at 6:05 p.m.

The Chair recognized the ancestral and unceded homelands of the Sḵwx̱wú7mesh and traditional hən̓q̓əmin̓əm̓ speaking people, and extended appreciation for the opportunity to hold a meeting on this shared territory.

DELEGATIONS

 

 

a)

Kush Woods Bike Trail Society
Speakers: Mr. Chester Jones
and Mr. Luke Fulgham

 

 

Mr. Chester Jones and Mr. Luke Fulgham of Kush Woods BMX Trail Society appeared before Commission to provide information regarding Kush Woods BMX Trails.  The Kush Woods trails have existed for 25 years. They are the second generation to maintain and build the trails with some 2,500 volunteer construction hours a year.  Being the largest BMX trail system in Canada, it has 50 jumps, 30 berms and 10 trails.  Riders of different ages and skill levels and people from all over the world ride the trails. Kush Woods could be an outdoor asset for the city. Their on-line petition has generated 12,000 signatures to save Kush Woods. It was not certain how many of the signatures were those of Burnaby residents. Mr. Jones commented that many illegal bike trails have been legalized and mapped throughout B.C. Mr. Fulgham confirmed that they are not a registered society and do not have liability insurance. Mr. Jones apologized for the development of Kush Woods BMX Trails without obtaining approval from the City and offered help to restore the land.

 

The Commission expressed concerns with the safety and liability to the City and Kush Woods BMX Trails being incompatible with the Conservation Area. Staff were instructed to remediate the impacted lands.

 

 

 

b)

Bladder Cancer Canada Support Group
Speaker: Mr.
Mamoru Aiga

 

 

Mr. Mamoru Aiga, facilitator of the Bladder Cancer Canada Support Group, appeared before Commission to request the ability to book a meeting room one year in advance.  Mr. Aiga advised that they are the only bladder cancer support group in BC and they need a fixed meeting venue to publish and distribute posters and flyers at hospitals etc. to encourage new attendees.  They prefer meeting at the Bonsor 55+ Centre as it is close to public transportation and safe for their seniors from different municipalities.  They meet once a month with 13 to 15 members attending but they can have up to 30 people attend their education sessions.  They need a meeting room with a visual screen that can hold up to 50 people for members and their families. The group can accommodate occasional change of the meeting room at the Centre if necessary.  City sponsored programs that take priority may interrupt their current booking at Bonsor 55+ Centre and on such occasions, the group is notified in advance and offered an alternative meeting room.  Mr. Aiga suggested that their group be allocated a room exclusively for 2 hours on specific weeknights.

Councillor Dhaliwal explained that the allocation policy is in place to provide stability and fairness.

School Trustee Brassington suggested that Mr. Aiga consider contacting the Burnaby School District staff to book a meeting room at Maywood Community School, which is close to the Bonsor Recreation Complex.

Memorandum from Administrative Officer  
Re:
World Rivers Day 2019_____________

 

 

A memorandum was received from the Administrative Officer advising that Council, at the Open Council meeting held on 2019 June 10, received and adopted the above noted report.  The report, put forward by the Environment and Social Planning Committee, was to obtain approval for the program for World Rivers Day 2019 at the Burnaby Village Museum, and the advertising and promotion expenditures.

Correspondence from Anna Solnickova, Burnaby Terry Fox Run Organizing Committee
Re: The 2019 Terry Fox Run                                                                  

 

Correspondence was received from Ms. Anna Solnickova, Burnaby Terry Fox Run Organizing Committee, requesting a waiver of fees for the use of the Central Park Trails and for the use of tents and canopies on 2019 September 15 for the 2019 Terry Fox Run.  Item #1 (i) of the Director’s Report refers to this correspondence.

Correspondence from Lisa Patek, City of Burnaby United Way 2019 Committee

Re: 2019 City of Burnaby Employees Workplace United Way Campaign

 

 

 

Correspondence was received from Ms. Lisa Patek, City of Burnaby United Way 2019 Committee, requesting contribution of admission passes that reflect the wide range of activities and services offered by the Parks, Recreation and Cultural Services Department in support of the City of Burnaby Employees Workplace United Way Campaign. Item #2 (ii) of the Director’s Report refers to this correspondence.

Burnaby Terry Fox Run Fee Waiver Request 2019

 

The Director Parks, Recreation and Cultural Services submitted a report requesting approval for a waiver of the fee for the use of the Central Park Trails and for the use of tents and canopies on 2019 September 15 for the 2019 Terry Fox Run.

It was recommended:

1.    THAT a fee waiver for the use of Central Park trails be approved and use of the tents be an in-kind donation.

2.  THAT a copy of this report be sent to Ms. Anna Solnickova, 2019 Run Organizer for the Burnaby Terry Fox Run Organizing Committee.

2019 Annual United Way Campaign - Request for Support

 

The Director Parks, Recreation and Cultural Services submitted a report requesting approval for a donation of Recreation passes, Cultural Services admissions, rounds of golf and a lunch or dinner gift voucher in support of the 2019 City of Burnaby Employees Workplace United Way Campaign.

It was recommended:

1.  THAT Commission support the City of Burnaby 2019 United Way Workplace Campaign with a donation of recreation passes, cultural services admissions, rounds of golf and a lunch or dinner for two at Burnaby Mountain valued at $50.

 

2.    THAT a copy of this report be forwarded to Lisa Patek - Chair of the City of Burnaby United Way Campaign Committee.

iii)

Fairacres Garage and Stables

 

The Director Parks, Recreation and Cultural Services submitted a report regarding the restoration of the Fairacres Garage and Stables after the fire.  The building is managed by the Facility Maintenance Division of Burnaby Engineering. The Planning Department has advised that the Ceperley Barn would not allow for the previous non-conforming use and the zoning does not provide for an approval of the building for community/commercial storage use.

It was recommended:

 

1.      THAT this report be received for information.

iv)

Public Consultation for Dog Off-Leash Facilities

 

The Director Parks, Recreation and Cultural Services submitted a report regarding Malvern Park dog off-leash facility which was designed to function as both an open area and forested trail for dog walkers and their dogs. Signage will be posted at the Imperial Street entrance gate to inform the public that the off-leash area is not enclosed. Staff will continue to undertake a wider review of all dog off-leash facilities and report back on proposed changes to existing facilities including Malvern Park.

It was recommended:

v)

2019 July - Covered Sports Boxes Feasibility Study

 – Community Benefit Reserves Request_________      

 

The Director Parks, Recreation and Cultural Services submitted a report requesting Community Benefit funding in the amount of $500,000 to enable initial work to go ahead on the installation of a cover structure over the outdoor sports boxes at Confederation Park and Riverway Park to improve current playability and expand the scope of services offered in the boxes.

 

It was recommended:

 

1.      THAT the Parks, Recreation and Culture Commission recommend Council authorize the use of Community Benefit Reserves in the amount of $500,000 to finance the project outlined in this report.

vi)

Burnaby Firefighters Charitable Society

- Request for Tournament Green Fee Waiver

 

The Director Parks, Recreation and Cultural Services submitted a report requesting approval for the Commission to co-sponsor the 2019 Charity Golf Tournament with the Burnaby Firefighters Charitable Society on September 11. All green fees will be waived and proceeds will be contributed to an appropriate Burnaby facility or project determined by the Society and the Commission.

 

It was recommended:

 

1.      THAT approval be given to the Burnaby Firefighters Charitable Society to            co-sponsor the 2019 Charity Golf Tournament with the Burnaby Parks, Recreation and Culture Commission at the Riverway Golf Course on Wednesday, September 11.

 

2.      THAT the Burnaby Firefighters Charitable Society be granted a fee waiver for all green fees.

 

3.      THAT the proceeds of the 2019 charity golf tournament be contributed to a Commission sponsored program to benefit this community.

 

4.      THAT a copy of this report be sent to Miles Ritchie, Secretary Local 323 of the Burnaby Firefighters Charitable Society.

INQUIRIES

 

 

 

Commissioner Larkin - Burnaby Area Scout Group Delegation

 

Commissioner Larkin referred to a delegation made by the Burnaby Area Commissioner, Burnaby Area Scout Groups, requesting storage space at the Ceperley Barn and inquired if they will be notified of the Director’s Report Item #3 re: Fairacres Garage and Stables.

 

Staff advised that notification to the group will be after the report goes to the Community Heritage Commission.

 

Commissioner Alzner - Storage for Burnaby Area Scouts

 

Commissioner Alzner inquired if staff have looked for a storage space for Burnaby Area Scout Groups.

 

Staff advised that the city’s inventory for storage is scarce.  Storage opportunities will be explored and the Burnaby Area Commissioner, Burnaby Area Scout Groups will be notified.

 

Commissioner Alzner – Hours of Miniature Train

 

Commissioner Alzner noted the B.C. Society of Model Engineers will soon celebrate its 90th Birthday. She recently had the pleasure to ride the miniature train at Confederation Park and inquired if the operation hours could be extended as it is very popular.

 

The Chair advised that the miniature train is operated by volunteers.  They may be requested to review their operation hours.
