An Open meeting of the Community Heritage Commission was held in the Council Committee Room, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Thursday, 2018 April 05 at 6:00 p.m.

The Chair welcomed the Parks, Recreation and Culture Commission representative Ms. Alzner to the Heritage Commission. Members’ introduction followed.

a)

Burnaby 125 Vignettes

Presenter: Lisa Codd, Curator

 

 

Ms. Codd, Curator, noted that short films were created to commemorate Burnaby’s 125th anniversary, including a vignette preserving Burnaby Lake. Other vignettes included The Great Depression of the 1930s, the Brunette River Story, Eileen Dailly and the Story of Market Gardens operated by Chinese Canadian Families. The vignettes and other videos can be found on the Heritage Burnaby website.

 

b)

Heritage Conservation Process

Presenter: Helen Lee, Long Range Planner

 

 

Ms. Lee, Long Range Planner, provided a PowerPoint presentation outlining the heritage conservation process in the City. The City’s Heritage Policy increases public awareness through the Heritage Burnaby website, work through the museum, and enable legislation through the Local Government Act for designating a heritage building and the heritage alteration process. Resources to conserve a building includes: stabilization and maintenance, restoration and rehabilitation and relocation (last resort).

 

 

The City’s Heritage Register/Inventory includes 109 buildings, monuments and signs containing 54 current registered/protected buildings.

 

City-owned protected heritage buildings are H.T. Ceperley Mansion “Fairacres” (Burnaby Art Gallery) on Deer Lake Avenue and Lochdale Community Hall on Sperling Avenue. The Central Park Entrance Gate and the Helen “The Swinging Girl” neon sign located on Hastings Street are also City-owned protected heritage resources. Private protected heritage resources are the Andy Johnson House (Japanese restaurant on Kingsway) and the Chapel of Peace (First United Spiritualist Church) on Kincaid Street.

 

Ms. Lee noted that after designation, a Heritage Revitalization Agreement (HRA) offers protection of buildings and structures through incentives by the City. Currently, the City has 11 HRAs covering 10 properties. There are currently three properties in the process for a HRA:

 

·         The Geoffrey and Kathleen Burnett residence on Canada Way; 

·         Lonsdale Guardhouse residence on Canada Way; and,

·         William and Edith Blott residence on Laurel Street.

 

In conclusion, the speaker advised that the City promotes public awareness by installing designation building plaques and heritage interpretive plaques.

Correspondence from Heritage BC

Re: Preserving Canada's Heritage_

 

 

Correspondence was received from Mr. Paul Gravett, Executive Director, Heritage BC, advising that Bill C-323 was defeated and that the House of the Commons Standing Committee on Environment and Sustainable Development released the “Preserving Canada’s Heritage: The Foundation for Tomorrow” report. Mr. Gravett is seeking support on the report.

b)

Correspondence from the Burnaby Village Museum

Re: Rivers to Sea Regional Heritage Fair__________

 

 

Correspondence was received from Ms. Lorenda Calvert, Heritage Fair Coordinator, Burnaby Village Museum, advising that the Rivers to Sea Regional Heritage Fair will be held on 2018 May 11 and 12 at the Burnaby Village Museum, and seeking financial support in the amount of $500 to assist with the Fair.  This money will be used to update the perpetual award each year and to provide students with small keeper plaques. Funds have also been used to purchase prizes including historical books and games that are awarded to students for a job well done.  Ms. Calvert also invited Commissioners to assist with judging the Fair.

 

The Commission advised three events are taking place that weekend including the Burnaby Festival of Learning May 6 - 12, Heritage BC Conference in New Westminster May 10 – 11 and the River to Sea Regional Heritage Fair at the Burnaby Village Museum May 11 – 12.

 

Staff advised the events are held on the same weekend to encourage citizens to get involved with heritage in the City.

Memorandum from the City Archivist

Re: City of Burnaby Archives - Update

 

 

A memorandum was received from Ms. Rebecca Pasch, City Archivist, providing an update on work at the City Archives. Ms. Pasch expressed gratitude towards the Burnaby Village Museum assisting Archives improving the preservation conditions for maps and plans described into Archives’ holdings. Ms. Pasch advised a meeting is scheduled regarding the preservation of digital records currently in Archives’ holdings. An update on the digital records is to be provided at the June 07 meeting.

NEW BUSINESS

 

 

a)

The Heritage Plaques Update - Helen Lee, Long Range Planner

 

 

Ms. Lee, Long Range Planner, provided a PowerPoint presentation with a project update on the Burnaby 125 Heritage Markers with an overview of the plaques and their location. Originally, the City had twelve heritage signs and markers but three additional plaques have been added: Oakalla, Shell Shingle Mill and Chinese Canadian Farms.

 

The twelve heritage signs and markers are:

·         Burnaby’s Response to the Great Depression – located at the Tommy Douglas Library near the entrance that is directly across from the old City Hall;

·         Diversity of Workforce at Barnet Mill – located at Barnet Marine Park where the mill used to be;

·         Kapoor Singh Siddoo – located at Barnet Marine Park and the picture on the plaque is in the same location as where the sawmill used to be;

·         Eileen Dailly – will be located near the entrance of the Eileen Dailly Leisure Pool & Fitness Centre (the Eileen Dailly plaque will be unveiled for the 25th Anniversary on Saturday, May 12 at 3 p.m.);

·         Chinese Farmers of Big Bend – located at Riverway Golf Course (including Chinese Canadian Family Farms);

·         Kingsway in the Post-War Era – will be located in the Metrotown area – location to be determined;

·         Alan Emmott and Post-War Burnaby – located at the Alan Emmott Centre on Southoaks Crescent;

·         Saving Burnaby Lake – will be located at Burnaby Lake – location to be determined;

·         Preserving the Brunette River – location to be determined near the Brunette River;

·         Willingdon Heights – located in the Willingdon Heights Park;

·         Dominion Bridge to Bridge Studios (“A Change of Industry”) – location to be determined; and,

·         New Vista and Ernie Winch – location to be determined.

 

b)

Heritage BC Annual Conference – Councillor Jordan

 

 

Councillor Jordan noted that the Heritage BC Annual Conference will be held in New Westminster, BC on 2018 May 11 and 12.

 

Commission members expressed an interest in attending the Conference.

c)

A History of the BC Labour Movement – Councillor Jordan

 

 

Councillor Jordan advised a book launch for “A History of the BC Labour Movement” by Rod Mickleburgh will be held on Tuesday, May 1st at the Hilton Metrotown Hotel. The Labour Heritage Centre was involved with the collection and coordination of the book that contains hundreds of archival pictures. The book is available in the City libraries.

           

d)

Earl and Jennie Lohn – Councillor Jordan

 

 

Councillor Jordan inquired information on Burnaby residents, Earl and Jennie Lohn, and the donation of the Jubilee Grove Arch.

 

Staff advised Earl and Jennie Lohn provided funding for the garden and landscaping under the Jubilee Grove Arch, located on the corner of Kingsway and Patterson Avenue within Central Park.  

 

Staff undertook to provide a report and/or information regarding the Lohns to the Commission.

 

e)

Pin – Ruby Johnson

 

 

Ms. Johnson brought a pin from the Ironworkers Shop Local Union #712 for Committee members to view.

 

f)

Donation to Burnaby Village Museum – Diane Gillis

 

 

Commissioner Gillis advised she has a collection of pharmacy items from her father that she would like to donate to the Museum.

 

Staff advised to contact Ms. Lisa Codd, the Museum Curator.

 

 

 

g)

Burnaby Village Museum – Deborah Tuyttens

 

 

Ms. Tuyttens, Museum Services Supervisor, advised there were over 7,000 people this year who visited the Burnaby Village Museum over spring break – up from 3,000 people in 2017. It was noted that the Burnaby Village Museum opens for the season on Saturday, May 5th.

INQUIRIES

 

           

School Book Project – Commissioner Pride

 

Commissioner Pride advised he has been receiving inquiries from citizens on the completion of the School Book Project.

 

Staff undertook to follow up on options to finish the project.
