A meeting of the Planning and Development Committee was held in the Council Committee Room, main floor, City Hall, 4949 Canada Way, Burnaby, B.C. on Tuesday, 2017 April 25 at 6:00 p.m.

The Chair called the Open meeting to order at 6:00 p.m.

THAT the minutes of the Open meeting of the Planning and Development Committee held on 2017 March 28 be adopted.

A)

Mrs. Adriana and Mr. Stefano Fogale

Re:       Secondary Suite Billing

Speakers: Adriana and Stefano Fogale

 

 

Mrs. Adriana and Mr. Stefano Fogale appeared before the Committee to appeal the secondary suite fee. 

 

Mrs. Fogale informed the Committee that they have never collected rent as only family members have lived in the suite.  The speakers requested that the City assign a category that allows family members to reside in suites without having to pay the secondary suite surcharges.

 

The Committee advised that staff is preparing a report that will address the issues of the delegation along with other concerns that have been brought forward since the implementation of the Secondary Suite Program.

 

B)

Mr. Aran Cheema

Re:      Rezoning #16-09 - 7419 Britton Street

Speakers: Bob Cheema and Aran Cheema

 

 

Mr. Bob Cheema appeared before the Committee requesting that Rezoning #16-09, 7419 Britton Street proceed to Public Hearing.

 

The Committee advised that they would like to see a consolidation of the neighboring properties, 7280, 7288 and 7296 18th Avenue, to support a larger development on the subject property.

 

Mr. Cheema informed the Committee that his efforts to acquire the three adjacent lots on 18th Avenue have been unsuccessful.

Correspondence from City Clerk

Re:      Rezoning Reference #16-09

Multiple-Family Infill Development

7419 Britton Street_____________

 

Correspondence was received for the City Clerk advising that the report regarding Rezoning Reference #16-09, 7419 Britton Street was referred to the Planning and Development Committee by Council at their meeting held on 2017 March 17.

 

The Committee reiterated their desire to see 7419 Britton, 7280, 7288, and  7296 18th Avenue consolidated to enable the construction of a larger multi-unit complex.

 

As the developer, Mr. Cheema, was unable to acquire the three properties on 18th Avenue, the following motion was introduced:

THAT the report entitled Rezoning Reference #16-09 Multiple-Family Infill Development 7419 Britton Street be REFERRED back to staff for resubmission to Council and a future Public Hearing.

Correspondence from Greater Vancouver

Home Builders’ Association

Re:      Housing Approvals Study________

 

Correspondence was received from the Greater Vancouver Home Builder’s Association regarding a Housing Approvals Study.

 

The report highlights permitting processes and best practices for local government and developers/builders, to improve the efficiency and predictability of the permitting process.
