An Open meeting of the Transportation Committee (Bicycle Advisory Group) was held in the Council Chamber, City Hall, 4949 Canada Way, Burnaby, B.C. on Wednesday, 2015 February 11 at 6:00 p.m.

            Stu Ramsey, Manager, Transportation Planning, appeared before the Committee providing a presentation regarding public realm design standards for streets in Burnaby’s four Town Centres..

 

Design standards for the Town Centres arose from Council’s 2010 adoption of the Supplementary Community Benefit Bonus Density Policy.  The policy outlined a goal of enhancing livability through “additional community amenities to support and service residents and businesses in Town Centres”. 

 

The application of the Town Centre public realm design standards have been developed through the rezoning process within Town Centres.  Input from Council, City staff, developers, architects, engineers, and residents have helped to shape the standards.  The vision is to foster a sense of pride in the community and strengthen a sense of place through:

·        improving safety, access, environment, aesthetics;

·        being environmentally, socially and economically sustainable, by adding to the natural landscape, reducing waste, conserving resources, and working with natural systems;

·        establishing priorities and using design standards;

·        creating enjoyable and safe environments for pedestrians, cyclists, transit users and the general travelling public; and

·        ensuring safety, accessibility and inclusion for people of all ages and abilities.

 

**Councillor Dhaliwal arrived at the Public Hearing at 6:22 p.m.**

 

The principles guiding the streetscape designs include the re-creation of the ‘living room’ where people can gather and socialize; the need to be appealing and interesting; ‘complete streets’ which allow safe travel regardless of a person’s mode of transport, gender or ability; an emphasis on local community; and enhancement of the environment.

 

            Design standards have been developed to enhance the quality of the public realm on streets in Burnaby’s four Town Centres to support vibrant communities, thriving economies and healthy environments.

 

            The Committee thanked Mr. Ramsey for his interesting and informative presentation.

 

4.         BICYCLE ADVISORY GROUP – REPORT

            (a)        Report from Director Planning and Building                                           

                        Re:      Cycling Promotions 2014

 

A report was submitted by the Director Planning and Building to request funding in support of programs to promote cycling in 2015.  The report recommends the expenditure of $10, 145.00 to promote cycling Burnaby in 2015 through the following: Burnaby Bike Map, Bike to Work Week, Bike to School Week and Streetwise Cycling Courses.

 

The Director Planning and Building recommended:

 

1.      THAT Council be requested to authorize the expenditure of $10,145 from the Boards, Committees and Commissions budget for this year’s programs to promote cycling, as outlined in this report.

5.         NEW BUSINESS

           

            Sally Pankratz

 

Ms. Pankratz requested that staff revisit new business items submitted at previous meetings.

 

Items of concern included:

·         patching the curb side pavement on Gilpin Street, west of Mahon Avenue;

·         repair a hole on the west side of the Kensington Urban Trail (KUT) north of Still Creek;

·         investigate creating a shared bike/pedestrian path on Broadway, where the KUT ends;

·         investigate placement of curb ramps on the islands at Kensington Avenue and Broadway; and

·         improve the curb on the narrow stretches of Kensington Avenue.

 

Staff undertook to investigate.

 

            Amber Keane

 

Ms. Keane advised that sections of Rumble Street between Gilley Avenue and Griffiths Street appear unfinished.

Chris Siggers

 

Mr. Siggers informed staff that the urban trail under Kensington, near Winston is very difficult to navigate due to a large amount of mud/silt on the path. 

 

Mr. Siggers also advised staff that the Kennsington Urban Trail directional signage at Joe Sakic Way states that the trail ends.  Mr. Siggers advised that cyclists only need to cross Kensington at Joe Sakic Way to continue on the trail.

 

Staff advised that the Central Valley Greenway flooded recently and left deposits of silt on the urban trail.  Staff undertook investigate both the silt deposits and the signage.

 

 

6.         INQUIRIES

 

            Councillor Jordan

 

            Councillor Jordan requested an update on the New Westminster Transportation Plan.

 

            Staff advised that they are continuing to work with City of New Westminster staff to address issues ie street classifications and congruent cycling networks.

 

Lloyd Paul

 

Mr. Paul queried the bus route and stops of #116 in the Big Bend area.

 

Staff advised that the City is waiting for the removal of hydro poles which will allow for the completion of the route.  Work will be completed in the spring.
