An Open meeting of the City Council was held in the Edmonds Community Centre, Multipurpose Room, 7433 Edmonds Street, Burnaby, BC on Monday, 2019 April 08 at 5:30 p.m. followed immediately by a Closed meeting from which the public was excluded.  At the conclusion of the Closed meeting, the Open meeting reconvened in the Edmonds Community Centre, Active Studio.

“Tonight’s meeting is the first of many we will hold outside of City Hall.  Our aim is to make it easier for Burnaby residents to participate in, and better understand the workings of City Council.

 

One of the best things about local government is the opportunities to interact directly with the people we serve. By bringing our meeting into community locations, I hope that we will have even more chances to meet the people who live, work, learn and play in Burnaby.”

PRESENTATIONS

 

 

A)

Your Voice. Your Home. Public Engagement Update

Presenters: Michelle Bested & Robin Prest, Centre for Dialogue, Simon Fraser University

 

 

Ms. Michelle Bested and Ms. Robin Prest, Centre for Dialogue, Simon Fraser University, appeared before Council and presented on the Your Voice Your Home public engagement activities. Mr. Prest reviewed the activities undertaken in Phase 1 that included a Community Ideas Workshop, Community Ideas Survey, and the work undertaken by Community Student Ambassadors to engage residents that were underrepresented in the other engagement activities.

 

Ms. Bested, spoke to the public release of the What We Heard Report that provides a detailed overview of the Phase 1 results including:

·         reached more than 2300 individuals,

·         survey respondents broadly represented Burnaby’s population, diverse voice and opinion, capturing a full-range of housing experiences of residents,

·         Phase 1 survey results.

 

The speaker reviewed the reported key challenges identified by residents including but not limited to:

·         not enough affordable rental housing,

·         speculative buying and foreign capital are raising prices,

·         disconnect between price and quality of housing,

·         loss of community fabric and quality of life,

·         lack of specific sized and types of housing.

 

The speaker also reviewed the key solutions identified by residents including but not limited to:

·         strengthen government oversight and regulation,

·         demand accountability from developers,

·         allow laneway homes,

·         encourage densification in strategic areas,

·         stop demovictions.  

 

Ms. Bested reviewed the Public Engagement Phase 2 activities and next steps, including:

·         Quick start survey,

·         Discussion Guide,

·         Community Recommendations Workshop,

·         Community Recommendations Report,

·         Task Force Final Report.

The speaker provided an overview of what the Recommendations Workshop, scheduled for 2019 May 25. The workshop will build on the Phase 1 input and ideas.

Citizen Support Services

Re: Citizen Support Services 2018 Annual Report

Irma Bonamin, Client

 

 

 

Ms. Michele Wilson, Administrator, Ms. Ines Tonin, and Ms. Irma Bonamin, appeared before Council and presented the Citizen Support Services 2018 Annual Report.  Ms. Wilson relayed the experiences of Ms. Tonin (volunteer) and Ms. Bonamin (client), highlighting the mutually beneficial relationship between volunteers and clients. The speaker noted that volunteering often comes full circle and spoke to how the collective contributions of volunteers are strengthening the community. Ms. Wilson extended appreciation to all the volunteers and City staff that help to make the community better on a daily basis.

 

Council extended their appreciation to the volunteers and City staff that promote community connection through the volunteerism and engagement.

A)

New Westminster District Labour Council

Re: Day of Mourning

Speaker: Sam Otim

 

 

Mr. Sam Otim, representing the New Westminster and District Labour Council (NWDLC), appeared before Council and presented information regarding the Annual Day of Mourning for workers killed or injured on the job.  The speaker noted that health and safety in the workplace is everyone’s responsibility, and education is the key to prevent injuries and death. The NWDLC works closely with employers, governments, and workers to raise awareness about employee rights, and employer responsibilities to provide a safe and healthy work environment. Mr. Otim invited Council to attend the Day of Morning event on 2019 April 28th at Westminster Pier Park, New Westminster to remember those killed or injured on the job.  

 

His Worship, Mayor Mike Hurley presented the framed proclamation to Mr. Otim.

 

 

 

 

B)

Leslie Zenger

Re: Crawl Spaces Initiative

Speaker: Leslie Zenger

 

 

Ms. Leslie Zenger appeared before Council to discuss the recent approval of Bylaw No. 13983 that allows homeowners to dig out their cellars and use them for suites. Ms. Zenger stated concerns with the lack of public consultation, and the speed at which policy was considered, and the related bylaw adopted.  The speaker believes the bylaw will permit the creation of larger homes without the requirement to create secondary dwellings.

 

The speaker requested Council take the following actions: 1) track how many suites result from this policy change, 2) conduct random inspections of cellars once per year to determine how many homes are using the added space for suites, 3) immediately reduce the allowable building footprint for new construction, 4) consider allowing all covered areas to be finished such as decks and overhangs.

Correspondence was received from Stoney Creek Environment Committee requesting approval to temporarily place signs on street rights-of-way in various locations in order to promote their 2019 May 11 event.

Re: Community Grants Policy    

 

 

The Executive Committee of Council submitted a report seeking Council approve a policy framework for awarding community grants for the ongoing operating expenses of Burnaby-based non-profit organizations, and  recommending an updated Community Grants Policy and Application Form.

The Executive Committee of Council recommended:

 

1.            THAT Council authorize an additional $100,000 to award community grants for ongoing operating expenses to established Burnaby-based non-profit organizations that provide an ongoing program and/or service that benefits the community.

 

2.            THAT Council authorize a limit for an operating grant award to a maximum of 25% of the annual operating budget of a non-profit society; to a maximum request of $10,000.

 

3.            THAT Council authorize a CAP of $25,000 on the total financial assistance to a non-profit organization.

 

4.            THAT the following organizations be exempted from the financial assistance and operating grant CAPS:

 

                              i.        Burnaby Arts Council

 

                            ii.        Burnaby Community Services Society - Annual Programs

 

                           iii.        Burnaby Community Services Society - Recreation Credit

 

5.            THAT Council approve the updated Community Grants Policy and Application Form, as appended to the report.

 

6.            THAT Council increase the maximum contribution for travel expenses for recreational  sports  teams,  as  presented  in  Section  5.0  of  this  report.

The City Manager submitted a report from the Director Planning and Building providing Council with recommendations regarding the subject food primary liquor licence.

The City Manager recommended:

 

1.            THAT Council support the requested amendment to the subject food primary liquor licence, as described in Section 2.0 of the report, subject to the following:

 

·         liquor service hours from 9:00 a.m. to 1:30 a.m. within the interior of the establishment;

 

·         patio operating hours to cease at 12:00 midnight on Sunday through Thursday and at 1:30 a.m. on Friday and Saturday; and,

 

·         the registration of a Section 219 Covenant, within 45 days of Council approval of this application, to ensure compliance with the above conditions.

 

2.            THAT a copy of the report be forwarded to the General Manager, Liquor and Cannabis Regulation Branch, P.O. Box 9292, Stn. Re: Complimentary Pass Program Changes

 

 

The Executive Committee of Council submitted a report requesting Council approve proposed changes to Burnaby’s Complimentary Pass Program to be effective commencing in 2020. The Committee AMENDED the report to increase the maximum annual cost equivalent of complimentary passes from $1,000 to $1,500.

The Executive Committee of Council recommended:

 

1.            THAT Council approve the changes to the City’s Complimentary Pass Program, as outlined in Section 4.0 of the report.

 

2.            THAT the City Solicitor be authorized to bring forward an amendment to Burnaby’s Recreation Fees and Admissions Bylaw to implement the proposed changes.

 

3.            THAT the Parks, Recreation and Culture Commission and all complimentary pass holders be informed of the proposed changes.

a)            Councillor Jordan – Notice of Motion – Full Cellar Tracking

 

Councillor Jordan provided Council with Notice of Motion:

 

1.    THAT staff be requested to track the number and nature of applications as a result of Bylaw 13929, “Full Cellars” and report to Council twice annually the findings.

 

With notice given, the motion will be brought forward for consideration of Council at the next Regular Council meeting.

 

b)           His Worship, Mayor Mike Hurley – Acting Mayor

 

His Worship Mayor Mike Hurley brought to the attention of Council that Councillor Keithley is not available to Act as Mayor in the month of May.
