An ‘Open’ meeting of the Parks, Recreation and Culture Commission was held in the Council Chambers, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Wednesday, 2015 December 16 at 7:02 p.m.

Minutes of the Open Meeting of the Parks, Recreation and Culture Commission held on 2015 November 18.

Joseph McDonald
Re:  Proposed Tai Chi Shelter in Ron McLean Park

 

Correspondence was received from Joseph McDonald requesting a shelter for Tai Chi users at Ron Mclean Park.  Staff advised that the request will be considered through a design review in 2016.

The Director Parks, Recreation and Cultural Services submitted his Report No. 11, dated 2015 December 16, covering the following items listed i - iv.

i)

2015 Burnaby Minor Hockey Association Pat Quinn Classic Christmas Tournament

 

The Director Parks, Recreation and Cultural Services submitted a report to seek Commission approval for a fee waiver for the 2015 Burnaby Minor Hockey Association Pat Quinn Classic Christmas Tournament.

 

At the 2015 November 18 Commission Meeting, correspondence was received from Mr. Larry Hayes, Executive Administrator of BMHA, requesting a fee waiver for the arena rental fees for their 53rd Annual Holiday Classic Tournament, which has been re-branded the Pat Quinn Classic.

 

The Director Parks, Recreation & Cultural Services recommended:

 

1.    THAT  the Burnaby Minor Hockey Association (BMHA) be granted a fee waiver of $11,303 (excluding tax) for the use of Bill Copeland, Burnaby Lake and Kensington arenas from December 27th to December 30th, to host the Pat Quinn Classic Hockey Tournament

 

2.    THAT a copy of this report be forwarded to Mr. Larry Hayes, Executive Administrator, Burnaby Minor Hockey Association.

ii)

Sponsorship of the 2016 Easter Seals Woman2Warrior Fundraising Event

 

The Director Parks, Recreation & Cultural Services submitted a report requesting approval of the sponsorship of the Easter Seals Woman2Warrior fundraiser.

 

This annual event has raised close to $415,000 for B.C.’s children with disabilities in its first three years.  Easter Seals have hosted very successful charitable community events and the City of Burnaby’s contribution of the park site and in-kind services has been a major factor in their continued success.

 

The Director Parks, Recreation & Cultural Services recommended:

 

1.    THAT            approval be granted to sponsor the Easter Seals Woman2Warrior fundraising event at Swangard Stadium on 2016 May 15, under the terms and conditions outlined in this report.

 

2.    THAT a copy of this report be forwarded to Mr. Stephen Miller, President and CEO of Easter Seals.

iii)

Licence Agreement – Burnaby Lake Rowing Club

 

The Director Parks, Recreation & Cultural Services submitted a report requesting that approval be given to enter into a licence agreement with the Burnaby Lake Rowing Club.

 

The Burnaby Lake Rowing Club is a Burnaby based, not-for-profit, small craft paddling organization.  The BLRC has had an operating agreement for the use and allocation of the rowing channel at Burnaby Lake since 2012.  The three year agreement is now expired and the club has recently written to request renewal of the contract.

 

The Director Parks, Recreation & Cultural Services recommended:

 

1.    that approval be granted to renew an operating agreement with the Burnaby Lake Rowing Club (BLRC) for an additional five year term beginning 2016 January 01 and ending on 2020 December 31 under the terms and conditions outlined in this report .

 

2.    THAT Council be requested to concur.

iv)

2016 Complimentary Passes

 

The Director Parks, Recreation and Cultural Services submitted a report outlining the list of people who are scheduled to receive Complimentary Passes in 2016.

 

 

 

 

 

 

 

The Director Parks, Recreation & Cultural Services recommended:

 

1.    THAT the 2016 Complimentary Pass list be approved.

The Chair asked Commission to review and advise staff of any names that needed to be removed from the list. 

 

 

5.

NEW BUSINESS

 

 

On behalf of Council and the Commission, the Chair thanked Commissioner Foley who has served 6 years on the Commission.  Commissioner Foley has served the community well and the Commission is very appreciative of this contribution.

 

The Director expressed his appreciation to Commissioner Foley for his six years of dedicated service.  Commissioner Foley contributed ideas and suggestions that helped to change and edit programs in a positive way.

 

Commissioner Foley expressed his appreciation of being given the opportunity to be a part of the Commission and involved in many of the positive changes over the last six years.   Commissioner Foley enjoyed meeting new residents and making new friendships.  Commissioner Foley is proud to have been involved with his community in this capacity.  

           

            The Chair wished everyone at the meeting a Merry Christmas and a Happy New

            Year.
