An Open meeting of the City Council was held in the Council Committee Room, City Hall, 4949 Canada Way, Burnaby, B.C. on Monday, 2019 September 09 at 5:30 p.m. followed immediately by a Closed meeting from which the public was excluded.  At the conclusion of the Closed meeting, the Open meeting reconvened in the Council Chamber.

His Worship, Mayor Mike Hurley recognized the ancestral and unceded homelands of the Sḵwx̱wú7mesh and traditional hən̓q̓əmin̓əm̓ speaking people, and extended appreciation for the opportunity to hold a meeting on this shared territory.

 

ANNOUNCEMENT

 

His Worship, Mayor Mike Hurley announced that the Government Finance Officers Association for the United States and Canada has awarded Burnaby with the Distinguished Budget Award for the current budget. This award is the highest form of recognition in governmental budgeting and represents a significant achievement by the City of Burnaby.

 

On behalf of Council, Mayor Hurley congratulated the Director of Finance and her team on their diligence in upholding the City of Burnaby’s expectation of sound financial management practices and financial reporting.

DELEGATIONS

 

 

A)

Dutch Liberation Canadian Society 2020

Re: Public Events, Tulip Projects and School Activities

Speakers: Adriana Zylmans, President

Erik van der Ven, Vice-President

 

 

Ms. Adriana Zylmans, President, and Mr. Erik van der Ven, Vice President, Dutch Liberation Canadian Society 2020, appeared before Council and provided an overview of the Society’s mission - to thank and honour Canada and its veterans for their contributions to end World War II in Europe. Ms. Zylmans noted a number of events planned for 2020, including but not limited to: candlelight vigils, a youth education program, decorating the town in red tulips in April/May 2020, and encouraged residents to write a story (with a picture) about a fallen Canadian soldier buried in Netherland as part of the ‘Faces to Graves’ program. In addition, the speaker noted that Dutch Heritage Day will be celebrated across Canada annually on May 5th. The delegation encouraged Council and Burnaby residents to participate in the wide variety of events in 2020 to commemorate the 75th anniversary of the Liberation of Europe.

Annalisa Rossi and Michael Watters

Re: Proposed Empire Drive Road Upgrade Project Concerns

Speakers: Annalisa Rossi and Michael Watters

 

 

Ms. Annalisa Rossi and Mr. Michael Watters appeared before Council and expressed concerns regarding the proposed Empire Drive road upgrades. Ms. Rossi noted that the proposal eliminates parking in front of homes for residents, emergency vehicles, delivery trucks, and visitors. In the absence of street parking, the speaker is concerned that emergency vehicles will have no choice but to block the street. The speaker also shared concerns regarding: decreased property values, accessibility challenges, and safety concerns regarding the removal of two 4-way stop signs anticipated to increase unsafe driving practices.  

 

The speaker, submitted a resident petition for the consideration of Council containing 104 signatures that read as follows:

 

 “We, the undersigned, request that standard sized sidewalks be placed on one or both sides of Empire Drive, adjacent to the paved shoulders of the road. We wish to retain all our parking spots and current approved driveways. We do not wish boulevards between the sidewalks and the shoulders of the road, or bulges on the street and at the intersections. We do not wish a blacktop urban trail to be installed on Empire Drive.”

Environment and Social Planning Committee

Re: Climate Change                                               

 

 

The Environment and Social Planning Committee submitted a report seeking Council declare climate emergency and propose community carbon pollution reduction targets.

The Environment and Social Planning Committee recommended:

 

1.            THAT Council declare Climate Emergency to demonstrate understanding of and commitment towards the climate crisis and the necessity of an energy transition.

 

2.            THAT Council update the City’s community carbon pollution reduction targets, including interim targets that demonstrate the commitment to accelerate climate action, as outlined in Section 6.3 of the report.

 

 

 

 

3.            THAT Council direct staff to bring forward a separate report on Climate Action Framework, which would outline ‘Big Moves and Fast Track Actions’, to ensure that climate action continues to progress within the City across all sectors at a pace commensurate with the City’s updated community carbon pollution reduction targets.

The Traffic Safety Committee submitted a report seeking Council authorization for a resident permit parking program for single family neighbourhoods.

The Traffic Safety Committee recommended:

 

1.            THAT Council adopt policies and guidelines outlined in this report for the formal introduction of resident permit parking programs in single family neighbourhoods, and instruct staff to undertake the necessary steps to further develop and implement the program.

 

2.            THAT Council authorize staff to initiate the introduction of a resident permit parking program in the Brentwood North Neighbourhood following the adopted policies and guidelines.

The City Manager submitted a report from the Director Engineering seeking Council approval of the Boundary Road Maintenance Agreement with the City of Vancouver.

The City Manager recommended:

 

1.            THAT the City Solicitor be authorized to bring forward a bylaw to authorize execution of a replacement maintenance agreement for Boundary Road, between the City of Vancouver and the City of Burnaby, effective for a five-year term commencing 2019 October 28, substantially in the form attached to the report.

2.            THAT Council authorized the City Solicitor to bring forward the necessary bylaw amendments to implement the proposed adjustments in the Engineering Fees Bylaw, as set out in Appendix A, of the report and the introduction of a new fee, as set out in Appendix B.

2.            THAT Council authorize the City Solicitor to bring forward the necessary bylaw amendments to implement the proposed adjustments in the Planning and Building Fees Bylaw, as set out in Attachment 1 and Appendix A of this report.

2.            THAT Council support the installation of a Neighbourhood Library Box within Capitol Hill Reservoir Park, as outlined in the report.

NOTICE OF MOTION

Councillor Colleen Jordan

Re: Building BC Fund        

 

 

At the 2019 July 29 Open Council Meeting, Councillor Jordan provided a notice of motion regarding Provincial funding for housing projects in 2019. The speaker expressed concerns regarding the Cities’ future affordable housing planning process.

 

The following motion was brought forward for Council’s consideration:

WHEREAS the Province of British Columbia’s “Building BC Fund” has allocated $7 billion towards building new homes for BC citizens in need, and has 20,000 units constructed or in progress; and

 

WHEREAS the government has announced there will not be another opportunity to apply for these funds until 2020; and

 

WHEREAS even when funds are allocated, planning and construction can take

several years to accomplish; and

 

WHEREAS previous governments have in the past purchased existing affordable rental properties, and converted them over time into social housing complexes; and

 

WHEREAS Hillside Gardens in the Edmonds area (NDP government) and Chelsea Heights at Confederation Park (Liberal government) are two Burnaby examples of properties purchased and converted to needed social housing; and

 

WHEREAS these properties could assist with the urgent need for affordable rental housing, and themselves could eventually be redeveloped when new housing comes on stream;

 

THEREFORE BE IT RESOLVED THAT Burnaby City Council, call upon the Province of British Columbia to consider developing a program for the purchase of purpose built rental buildings to be converted into low-rent social housing, for the benefit of those currently waiting for appropriate affordable housing.

INQUIRIES

 

 

Councillor Jordan – Hurricane Relief

 

Councillor Jordan requested an update regarding the City of Burnaby firefighters that are assisting the Bahama hurricane relief efforts.  

 

Mayor Hurley advised that a volunteer team of 13 people including Burnaby firefighters, staff, and representatives from another municipality, have gone to the site of the hurricane and are working alongside the National Emergency Management Agency (NIMA) assisting search, rescue, and recovery efforts.
