An Open meeting of the City Council was held in the Council Chamber, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Monday, 2017 November 06 at 7:00 p.m.

Re: Airport Initiatives and Activities

Speakers: Don Ehrenholz, Vice-President Engineering and Environment         

Meg Comiskey, Manager Corporate Governance and Board Secretariat

 

Mr. Don Ehrenholz,   Vice-President    Engineering    and    Environment,   and

Ms. Meg Comiskey, Manager Corporate Governance and Board Secretariat, Vancouver Airport Authority (YVR), appeared before Council and provided an updat on the 2015-2017 Strategic Plan and introduced Flight Plan 2037, a road map for YVR’s future. Flight Plan 2037 and the 2015-2017 Strategic Plan include expansion plans to meet customer growth, technological improvements in customs, and  sustainability  initiatives  including  the installation of LED lighting.

 

Council shared concerns regarding the potential privatization of Canadian airports by the Federal Government, and extended their appreciation to Vancouver Airport Authority for the informative presentation.

 

 

B)

Artisan Farmers' Markets Society

Re: Overview of the 2017 Market Season

Speakers: Tara Immell, General Manager

                   Leah Stoltz, Volunteer

                   Bernie Glemas, Board Member

 

 

Ms. Tara Immell, General Manager, Ms. Leah Stoltz, Volunteer, and Mr. Bernie Glemas, Board Member, Artisan Farmers’ Markets Society, appeared before Council and spoke to the success of the Burnaby Farmers’ Market. It was noted that in 2016, consumers spent $415,000 at the farmers market, and attendance at each market day ranged from 800 to 2000 people. The Farmers’ Market showcases local, organic  and  handmade goods  and promotes  sustainable food practices.

Council extended its appreciation to the Burnaby Farmers’ Market and congratulated the Society on the success of the 2017 season.

Re: Temporary Signs Placement__

 

 

Correspondence was received from Burnaby Power and Sail Squadron requesting approval for temporary sign placement during January/February 2018 and September 2018 in various locations in order to promote safe boating classes.

THAT Council approve the request from the Burnaby Power and Sail Squadron to post lawn signs on City boulevards to promote their safe boating classes in 2018 and staff work with the organizers to determine the appropriate location and number of signs to be placed on City boulevards.

The Planning and Development Committee submitted a report requesting consideration of an application for Community Benefit Bonus Housing Funds to support the New Vista Society Non-Market Housing Project. 

The Planning and Development Committee recommended:

 

1.         THAT Council approve the use of Community Benefit Bonus Housing Funds up to an amount of $7 million to support the New Vista Society Non-Market Housing Project.

Sustainable City Advisory Committee

Re: Development of Electric Vehicle Policy for Burnaby

 

 

The  Sustainable  City  Advisory   Committee  submitted  a   report  outlining an approach for development of policy supporting electric vehicles in Burnaby in support of the approved Environmental Sustainability Strategy (ESS) and Community Energy and Emissions Plan (CEEP).

 

 

 

 

 

The Sustainable City Advisory Committee recommended:

 

1.         THAT Council approve the scope and process for development of an Electric Vehicle (EV) Policy in support of Burnaby’s approved ESS and CEEP, as outlined in this report.

1.

PROPOSED IMPROVEMENTS TO CITY'S WINTER STORM RESPONSE PLAN                                                                           

 

 

The City Manager submitted a report from the Director Engineering and Director Parks, Recreation and Cultural Services seeking approval for the proposed improvements to the City's Winter Storm Response Plan.

The City Manager recommended:

 

1.          THAT Council approve in principle the proposed improvements to the City's Winter Storm Response Plan, as outlined in Section 4.0 of this report.

 

2.          THAT Council authorize the City Solicitor to bring forward amendments to the Street and Traffic Bylaw and Bylaw Notice Enforcement Bylaw, as outlined in Section 5.0 of this report.

 

3.          THAT a copy of this report be forwarded to:

a)         Burnaby School District #41, Attention: Ms. Gina Niccoli-Moen, Superintendent of Schools.

The City Manager submitted a report from the City Clerk seeking approval for appointment of the Deputy Chief Election Officer for the 2018 Local Government Election.

 

The City Manager recommended:

 

1.            THAT Nikolina Vracar be appointed Deputy Chief Election Officer for the 2018 Local Government Election.

CONTRACT EXTENSION

SUPPLY AND DELIVERY OF SAND AND GRAVEL

 

 

The City Manager submitted a report from the Director Finance seeking approval for a one year contract extension for supply and delivery of sand and gravel aggregates.

The City Manager recommended:

 

1.            THAT Council approve a one year contract extension to Mainland Sand & Gravel ULC for $560,000 including GST and PST in the amount of $42,575 for the supply and delivery of sand and gravel aggregates, as outlined in this report. Final payment will be based on actual products purchased and unit pricing.
