An ‘Open’ meeting of the Community Heritage Commission was held in the Council Committee Room, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Thursday, 2015 April 02 at 6:00 PM.

The Chair called the ‘Open’ meeting to order at 6:00 p.m.

 

            The Chair thanked staff for organizing a tour of McGregor Estate “Glen-Lyon”       located at 4250 Marine Drive.

 

            Arising from discussion, Commissioner Lowe was granted leave by the     Commission to introduce the following motion:

Correspondence from Burnaby Village Museum

Re: Rivers to Sea Regional Heritage Fair at Burnaby

       Village Museum

 

 

Correspondence was received from Ms. Lorenda Calvert, Heritage Fair Coordinator, Burnaby Village Museum advising that the Rivers to Sea Regional Heritage Fair will be held on 2015 May 08 and 09 at the Burnaby Village Museum, and seeking financial support in the amount of $500 to assist with the Fair.  This money is used to update the perpetual award each year and to provide students with small keeper plaques. Funds have also been used to purchase prizes including historical books and games that are awarded to students for a job well done.

 

Arising from discussion, Commissioner O’Neill was granted leave by the Commission to introduce the following motion:

THAT the Commission approve $500 to fund the City of Burnaby Award for the 2015 Rivers to Sea Regional Heritage Fair.

Correspondence from Burnaby Village Museum

Re: Rivers to Sea Regional Heritage Fair 2015

      Judging Opportunity

 

 

Correspondence was received from Ms. Lorenda Calvert, Assistant Programmer, Burnaby Village Museum seeking judges for the annual Rivers to Sea Regional Heritage Fair to be held on 2015 May 08 and 09.

Commissioner Les Lee Lowe and Commissioner Margaret Bell volunteered to be judges at the Heritage Fair this year.

The Commission requested that this correspondence be also circulated to members of Council.

Report from the City Archivist

Re: Business Case for Expansion of the Archives

 

 

The City Archivist submitted a report providing a preliminary plan for the expansion of the City of Burnaby Archives.

The City Archivist recommended:

1. THAT the Community Heritage Commission requests Council approve a   preliminary plan for the expansion and relocation of the City of Burnaby Archives; and refer this proposal to the City's Capital Planning process.

            The Commission noted that current Archives facility should be retained in the      future by the City as an off-site storage.

Report from the Director Planning and Building

Re: Gustav and Amanda Orre Residence –

       9635 Sullivan Street

 

 

The Director Planning and Building submitted a report advising the Commission of the owner's intent to demolish the subject property.

The Director Planning and Building recommended:

1. THAT the Community Heritage Commission receive this report for information.

THAT the recommendation of the Director Planning and Building be adopted.

            Councillor Volkow suggested a press release explaining the reasons behind the             demolitions.

 

            Staff undertook to investigate this matter and report back.

Re: Neil and Sarah Simpson Residence –

       5088 Willingdon Avenue

 

 

The Director Planning and Building submitted a report advising the Commission of the owner's intent to demolish the subject property.

The Director Planning and Building recommended:

1. THAT the Community Heritage Commission receive this report for information.

Report from the Director Planning and Building

Re: 6088 Dufferin Avenue

 

 

The Director Planning and Building submitted a report providing information regarding the heritage value of the City-owned property at 6088 Dufferin Avenue. It was noted that the existing house does not possess sufficient heritage value to justify its retention or designation as a City-owned heritage resource.  Staff will proceed with the intended demolition of the subject dwelling, as previously approved by Council.  Research material on the dwelling, including a historic photograph of the original house, was collected and will be deposited in the City Archives.

The Director Planning and Building recommended:

1. THAT the Community Heritage Commission receive this report for information purposes.

NEW BUSINESS

 

 

a)

Deborah Tuyttens, Museum Services Supervisor

Re: Burnaby Village Museum Updates

 

 

Ms. Tuyttens submitted a memorandum providing the following update on work at the Burnaby Village Museum:

·         the Book Digitization Project is moving forward with 9 fully searchable Burnaby history books ready to launch as part of Heritage Burnaby upgrades;

·         developing exhibit for Stride Studios and the Village about growing and processing food in Burnaby;

·         creating exhibit “backyard garden”;

·         summer public programs – Carousel Tour, School Days, Car Rides, Village Tour, Tin Demo, Steam Demo, Apprentice, Garden Tour and Tea, Farmer in Residence, Drop in Garden Days, Filed to Fork, Ethnobotany Tour, Weaving Squamish Stories, and Homegrown Harvest Workshop Series.

 

 

Ms. Tuyttens further noted that the Museum had a successful Spring Break with approximately 3,000 people in attendance over two weeks.  The Museum will open for the season on May 02.

Commissioner Lowe commended Ms. Tuyttens for the variety of programs offered at the Museum.

 

b)

Rebecca Pasch, City Archivist

Re: City of Burnaby Archives - Update

 

 

Ms. Pasch submitted a memorandum providing the following update on work at the City Archives:

·         the Website Upgrades and Book Digitization Project are in the final stages and ready to launch on June 01;

·         the number of research requests has doubled and increased by a third in comparison to last year;

·         Oral History Project is underway – all tapes have been digitized and the descriptions have begun for the interviews;

·         a new donation of photographs from the estate of local photographer Jack Surridge (mostly scenes of Deer Lake and landscaping shots).

            Councillor Volkow expressed interest in having a construction video of prominent             buildings and major developments in Burnaby accessible on Heritage Burnaby   website.

 

 

6.

INQUIRIES

 

 

Commissioner O'Neill

Commissioner O'Neill inquired regarding an update on St. Stephens Anglican Church.

Staff advised that discussion continues with the property owner next to the Church site seeking an option to preserve the building and the graveyard as a public space (in exchange for the Heritage Revitalization Agreement and bonus density). 

 

 

            Staff noted that the relocated Mowat House on Beresford Street is close to            completion and pending the City’s inspection.  A tour will be arranged for the            Commission members before the four rental housing units in the house are         occupied.
