An Open meeting of the City Council
was held in the Council Committee Room, Burnaby City Hall, 4949 Canada Way,
Burnaby, B.C. on Monday, 2016 June 13 at 6:00 p.m. followed immediately by a
Closed meeting from which the public was excluded. At the conclusion of the
Closed meeting, the Open meeting was reconvened at 7:00 p.m. in the Council
Chamber.

Ms. Sheila Pierce, Chairperson, Burnaby
Public Library Board appeared before Council to present the Library's 2015
Annual Report.
Ms. Pierce noted that library
attendance in 2015 totaled 4.7 million visits, with borrowings of 3.1 million
items.
The renovations and upgrades to the
Bob Prittie and McGill library branches have significantly improved the
entrances to these two libraries.
Council was provided with an
overview of the 2015-2018 Library Service Strategy Plan referred to as “Be
Curious”, and the various activities associated with the implementation of
the Plan, including the community outreach vehicle (pop up library), social
media and library space refresh.
This year marks the 60th
anniversary of the Burnaby Public Library, and Ms. Pierce reviewed the many
activities and events associated with this celebration that will take place
during the course of the year.
The Mayor and members of Council
thanked Ms. Pierce and the Library Board for their hard work and dedication,
and stressed the importance of good libraries to the strength and well-being
of the community.
It was also noted that Ms. Edel
Toner-Rogala, Chief Librarian will be retiring later this year, and Council
thanked her for her dedicated service and considerable contribution to the
success of the Burnaby Library system.

My Health My Community Survey
Speakers: Dr. Lisa Mu, Medical
Health Officer
Christine Wall, Community Health Specialist

Dr. Lisa Mu, Medical Health Officer
and Ms. Christine Wall, Community Health Specialist appeared
before Council to provide the results of the My Health My Community survey as
they relate to Burnaby.
The survey was conducted between
June 2013 and July 2014, with 2193 Burnaby residents participating in the
survey, representing nearly 1% of the city’s population.
The information gathered through the
survey provides valuable information regarding the health and wellness of the
community, as well as other information related to modes of commuting,
community resiliency and social connectedness. The neighbourhood level data
will be very useful in terms of determining future service requirements and
delivery mechanisms.
Dr. Mu advised that the survey
results have been shared with Healthier Community Partnership members that
include representatives of the City, Fraser Health and the Burnaby School
District.
Mayor Corrigan, along with other
members of Council, responded to the presentation noting the challenge
associated with public education, provision of affordable housing, move
towards more preventative health initiatives, and encouraging more healthy
lifestyles. As the City continues to densify, there is a need to create a
balance between density and socialization. This is part of the Council’s
consideration in developing plans for the provision of future community
amenities in these areas.

and print a walking tour brochure for the Still Creek conservation Area for
the City's World Rivers Day on 2016 September 25.

expenditure of up to $2,000.00 for the production of a new walking tour guide
for the Still Creek Conservation Area, as outlined in this report.

report to the Environment Committee for their information.

signal at the intersection of Marine Drive and Nelson Avenue based on a
recent review of traffic volumes and safety conditions.

installation of a traffic signal at the intersection of Marine Drive and Nelson
Avenue at an estimated cost of $300,000 funded from the 2016-2020 Annual
Financial Plan (Traffic Signals EMF.0041 and EMF.0050).

The City Manager
submitted a report from the Director Planning and Building, and the Fire
Chief, seeking Council approval of the proposed amendments to the Fire
Services Bylaw to prohibit fireworks sales in Burnaby.
The
City Manager recommended:

1. THAT Council authorize the
City Solicitor to prepare the necessary bylaw amendments to the Fire Services
Bylaw to prohibit fireworks sales, as outlined in Section 4.0 of this report,
for advancement to Council at a future date.
2. THAT a copy of this report
be sent to previously licensed fireworks retailers, as listed in Appendix A of
this report, and that they be advised that Council will consider public comment
on the proposed bylaw amendment following First Reading and prior to Second
Reading.

The City Manager submitted a report
from the Director Planning and Building seeking Council authority to
introduce a Burnaby Highway Closure Bylaw for the Closure and consolidation
of a portion of the subject road allowance with 6755 Canada Way. The subject closure
would contribute the necessary lot area to achieve three two-family lots.
The
City Manager recommended:

1. THAT Council authorize
staff to introduce a Burnaby Highway Closure Bylaw for the closure and
consolidation of an approximately 2.7 m wide (89.9 m2) portion of the Formby
Street road allowance with 6755 Canada Way (see attached Sketch #1), subject to
the conditions outlined in this report.
2. THAT a copy of this report
be sent to Bob Cheema, Unit 1 - 5730 Carnarvon Street, Vancouver, BC V6N 4E7.

the additional expenditure under Contract #2015-12 and Engineering Agreement
E30/2014.

Council approve the revised amount of $4,747,176 inclusive of GST for Contract
#2015-12 to Targa for the Gilmore North construction works (an increase of
$500,000).
2. THAT
Council approve the revised amount of $389,787 inclusive of GST for Engineering
Agreement E30/2014 to ISL Engineering (an increase of $126,000).

The City Manager
submitted a report from the Director Finance seeking Council approval to
award a contract for the 2016 Gilpin Street Upgrade. The work of this
contract includes road upgrades to urban standards including street lighting
upgrades, sidewalk and bus stop improvements, local road asphalt pavement,
watermain renewal, sanitary and storm services, trail upgrades and IT
communication conduit installations.

City Manager recommended:

Council approve a contract award to Eurovia British Columbia Inc. for an
estimated total cost of $3,999,832.43 including GST in the amount of
$190,468.21 as outlined in this report. Final payment will be based on the
actual quantity of goods and services delivered and unit prices as tendered.

award a contract for the 2016 Watermain Replacement and Road Rehabilitation
Program - Stanley. The work of this contract includes the construction of new
ductile iron watermain and pavement rehabilitation in the Stanley area.

Council approve a contract award to Pedre Contractors Ltd. for an estimated
total cost of $3,538,500 including GST in the amount of $168,500 as outlined in
this report. Final payment will be based on the actual quantity of goods and
services delivered and unit prices as tendered.

contract awards to LED Roadway Lighting Ltd. and EECOL Electric Corporation for
the supply of LED Streetlight Luminaires Phase 2 for a total estimated cost of
$1,734,306 including taxes in the amount of $185,818 as outlined in this
report. Final pricing will be based on actual quantities purchased.

Asbestos and Hazardous

WHEREAS:
·
Asbestos
exposure is the leading cause of work related deaths in BC, and;
·
WorkSafe BC
found 43 percent of all hazardous material surveys done by contractors
renovating or demolishing homes were inadequate, and;
·
WorkSafeBC lacks
the tools for enforcement and monitoring of existing hazardous material
regulations, and;
·
there is
currently no provincial certification or licensing in BC of asbestos
abatement professionals to ensure standards and allow for the suspension of
non-compliant contractors; and
·
mandatory
provincial certification and licensing of demolition and environmental
remediation contractors
would allow local
governments in BC require these licenses from contractors as a condition for
issuing demolition and renovation permits.
THEREFORE
BE IT RESOLVED THAT the Provincial Government require mandatory licensing,
certification and enforceable compliance in safely handling asbestos and
other hazardous material for all demolition, renovation and environmental
remediation contractors;
AND THAT Burnaby City Council write
to the Premier, the Minister of Forests, Lands and Natural Resource
Operations, Minister of Jobs, Tourism and Skills Training and Minister
Responsible for Labour requesting that the BC Government require mandatory
licensing, certification, and enforceable compliance in safely handing
asbestos and other hazardous material for all demolition, renovation and
environmental remediation contractors;
AND BE IT FURTHER RESOLVED THAT a
resolution be submitted to the Union BC Municipalities (UBCM) for
consideration at the 2016 annual conference.
