An ‘Open’ meeting of the Parks, Recreation and Culture Commission was held in the Burnaby Mountain Golf Course Clubhouse  on Wednesday, 2016 October 19 at 7:02 p.m.

The Chair provided an explanation of the sequence of the agenda, including an invitation for members of the audience to speak with the Commission on matters of interest during the question and answer period.

            Burnaby Mountain Golf Course was recently recognized as “Facility of the Year”             in the Lower Mainland by the BC Professional Golfer’s Association (BCPGA).

Burnaby Arts Council - Annual Report 2016

 

 

The Burnaby Arts Council presented their Annual Report 2016.  Mr. Bill Thomson, 4660 Westlawn Drive, Burnaby, B.C. advised that Burnaby Arts Council (BAC) is a non-profit, volunteer based organization with 129 individual members and 25 member groups.  The BAC organized, produced and hosted several new exciting cultural events, enjoyed a sustained growth in membership, and experienced a greater volume of volunteer involvement.  Mr. Thomson and Mr. Brian Daniel, #608 – 10 Laguna Court, New Westminster, B.C., showed a presentation that highlighted some of the year’s activities.

Correspondence was received from Mr. Larry Hayes, Executive Administrator, Burnaby Minor Hockey Association, requesting a waiver of the arena rental and extra staffing costs for the “Pat Quinn Classic” tournament.

Burnaby Minor Hockey Association fee waiver request

 

The Director Parks, Recreation and Cultural Services submitted a report to seek Commission approval for a fee waiver for the arena rental for the Pat Quinn Classic Hockey Tournament.

 

It was recommended:

 

1.    THAT the Burnaby Minor Hockey Association (BMHA) be granted a fee waiver of $10,827 (excluding tax) for the use of Bill Copeland Sports Centre and Kensington Arena from 2016 December 27-30 to host the Pat Quinn Classic Hockey Tournament.

 

2.    THAT a copy of this report be forwarded to Mr. Larry Hayes, Executive Administrator, Burnaby Minor Hockey Association.

Outdoor Ice Skating and Tobogganing

 

The Director Parks, Recreation and Cultural Services submitted a report to inform the Commission that since 1979 the Commission has endorsed a policy not to encourage ice skating on Deer Lake, Burnaby Lake, Central Park ponds, Burnaby Mountain Golf Course ponds or tobogganing on Burnaby Mountain. All appropriate signs will be posted until 2017 March 03.

The Director Parks, Recreation and Cultural Services submitted a report to seek Commission and Council approval for a detailed geotechnical investigation of underground conditions in order to establish a cost framework for a covered sports box at Burnaby Lake Sports Complex.

 

It was recommended:

 

1.   THAT approval be given for a detailed geotechnical investigation of underground conditions in order to establish a cost framework for a covered sports box at Burnaby Lake Sports Complex.

 

2.   THAT Council be requested to concur.

Burnaby Christmas Bureau Promotional Support 2016

 

The Director Parks, Recreation and Cultural Services submitted a report to seek Commission and Council approval for a donation of revenue from the Burnaby Village Museum Carousel ride sales from 5 p.m. to 9 p.m. on 2016 December 10 to the Burnaby Christmas Bureau.

 

It was recommended:

 

1.   THAT  approval be granted for a promotional initiative in support of the Burnaby Christmas Bureau at the Burnaby Village Museum at Heritage Christmas 2016 as outlined in this report.

 

2.    THAT approval be granted to donate revenue from the Burnaby Village Museum Carousel ride sales from 5 p.m. to 9 p.m. on Saturday, 2016 December 10 to the Burnaby Christmas Bureau.

 

3.    THAT Council be asked to concur.

 

4.    THAT Mr. Stephen D’Souza, Executive Director of the Burnaby Community Services be so advised.

v)

Perimeter Trail in Central Park

           

The Director Parks, Recreation and Cultural Services submitted a report to seek Commission approval for the expenditure from the 2016 Annual Financial Plan for building the perimeter trail in Central Park and to seek Council approval to bring down a bylaw to finance the project.

 

It was recommended:

 

1.   THAT the expenditure of $1,900,000 from the 2016 Annual Financial Plan for the project outlined in this report be approved.

 

2.    THAT Council be requested to bring down a bylaw to appropriate $1,988,786. (inclusive of GST) from Capital Reserves to finance this project.

Willingdon Linear Parkway - Artwork Inclusion

2016 October - Parks, Recreation & Cultural Services Capital Funding Bylaw

 

The Director Parks, Recreation and Cultural Services submitted a report to seek Commission approval for funding the Kensington Pitch and Putt Redevelopment and the Burnaby Village Museum Gift Shop projects from Capital Reserves and to seek Council approval to bring down a bylaw to finance these projects.

 

It was recommended:

 

1.   THAT the expenditure of $220,000 from the 2016 Provisional Financial Plan for  these projects outlined in this report be approved.

 

2.    THAT Council be requested to bring down a bylaw to appropriate $230,280  (inclusive of GST) from Capital Reserves to finance these project.

PUBLIC COMMENT / QUESTION PERIOD

 

 

Mr. Moreno Zanotta, 3735 Pandora Street, Burnaby, is a member of the City of Burnaby Transportation Committee and also a member of HUB Cycling, Burnaby Division.  He and some members of HUB Cycling viewed the proposed design at the Willingdon Greenway Project open house.  Their main concerns are the safety of pedestrians and cyclists sharing the pathway and the prospect for growth in transportation.  The Greenway has its recreational function with the Parks, Recreation and Culture Commission and is a green space in North Burnaby.  It also has a very important active transportation component.  Facilities are needed to move a lot of people on foot and by bicycle safely between the high density residential developments in the Brentwood Town Centre and the amenities in Burnaby Heights and Confederation Park.  They sought the Commission’s support for their presentation to Council next month for a separated cycle path.  They have over a hundred people supporting their petition.

 

Councillor Kang inquired regarding Mr. Zanotta’s thinking on cyclists’ behaviour and speed on the commuter path through the 13 short blocks, laneways and crossings from Lougheed to Hastings Street.  A straight through bicycle pathway would cause traffic hazards.

 

Mr. Zanotta advised that in the current set up, the priority remains with the pathway.  Pedestrians, dog walkers and cyclists going south and north on a combined pathway will create tension.  The crossings are safety issues.  There are traffic signals on major street crossings.  The street and laneway crossings will need to have safety features for cyclists.

 

Commissioner Matricardi inquired if cyclists would consider commuting on the back streets instead of advocating change of the whole pathway design.  The Greenway is more for leisure and pedestrian use.

 

Mr. Zanotta advised that Willingdon Avenue has already been designated as a cycle road which means the curb lanes would be 4.3 m. wide and would have allowed for cycling in the curb way.  The proposed design of 3.7 m. wide lane will reduce 1.2 m. of cycling width.  They want a dedicated bike lane in the Greenway.  They have local street bike ways where they can keep their speed below 30 km. per hour.  A dedicated path for cyclists is the standard in northern European countries. Vancouver has implemented it quite extensively now and it has 10 times more cyclists than Burnaby.  If pedestrians are not separated from cyclists, it will create a limited facility where increased volume will lead to more collisions and injuries.  Separation is required if the goal is to have more people walking and cycling.

 

 

 

Mr. Peter Story, 4025 Georgia Street, Burnaby, expressed preference for a dedicated cycling path in the Central Park perimeter trail project.  It was asked if the Commission has considered connecting the Central Park perimeter trail to the bike route from Vancouver on 45th Avenue across Boundary Road.

 

Planning staff advised that the proposed pathway for Central Park is along Imperial.  That ties in with the town centre standard.  The limited right-of-way does not have the space necessary to take in access. Between Royal Oak Avenue and Willingdon/Patterson, staff are looking at a 2-way cycle facility on the north side and then a separate pedestrian facility along the urban side where development happens.  A mixed use path is a better option for park entrance.  We do not have the capacity to put a bicycle facility in the south side of Imperial due to the right-of-way constraints outside of the town centre and the many driveway accesses.  Staff are trying to create a network that seamlessly works with the plan for development along Imperial. There is not an option for separate pathways.  The Central Park perimeter trail is intended to connect to the BC Parkway multi-use path.  Within the limited right-of-way and site constraints, staff are trying to create a continuous network.
