An Open meeting of the City Council was held in the Council Committee Room, City Hall, 4949 Canada Way, Burnaby, BC on Monday, 2019 July 08 at 5:30 p.m. followed immediately by a Closed meeting from which the public was excluded. At the conclusion of the Closed meeting, the Open meeting reconvened in the Council Chamber.

Re: Need to Increase Blood Donors

Speakers: Dave Patterson, Director of Donor Relations

Razvan Sichitiu, Territory Manager

 

 

Mr. Dan Patterson, Director of Donor Relations, and Mr. Razvan Sichitiu, Territory Manager, representing Canadian Blood Services, appeared before Council providing an update on the organization’s programs nationally and locally, and seeking partnership with the City of Burnaby to increase awareness and participation in blood donations to meet the hospital’s needs.

 

Arising from discussion, the following motion was introduced:

City Clerk

Re: Certificate of Sufficiency - Resident Initiated

 

 

The City Clerk submitted a report of the Resident Initiated Local Area Service Project petitions. Sufficient petitions were not received for Resident Initiated Local Area Service Projects: 19-508, 19-510 and 19-511. Council is therefore precluded from proceeding with these projects.  

 

The City Clerk recommended:

 

1.            THAT Council receive this report for information.

 

2.            THAT the owners of the properties on the petitions be advised of the outcome.

Mayor's Task Force on Community Housing

Re: Your Voice. Your Home: Meeting the Housing Needs of Burnaby Residents - Community Recommendations Report

 

 

The Mayor's Task Force on Community Housing submitted a report providing Council with a detailed overview of the results and recommendations from the Your Voice. Your Home. Community Recommendations Workshop held on 2019 May 25.

Mr. Robin Prest, Morris J. Wosk Centre for Dialogue, SFU, provided a PowerPoint presentation outlining the Phase 2 process, and presented results from the Public Recommendations Workshops held on 2019 May 25 at Maywood Community School.

*Councillor Dhaliwal left the meeting at 6:39 p.m. and returned at 6:40 p.m.

*Councillor Keithley left the meeting at 6:46 p.m. and returned at 6:47 p.m.

The Mayor's Task Force on Community Housing recommended:

1.            THAT Council receive this report for information.

Planning and Development Committee

Re: Proposed Zoning Bylaw Text Amendments - 2019 June

 

 

The Planning and Development Committee submitted a report seeking Council authorization for a Zoning Bylaw text amendment to include accessible parking requirements, including design standards, which would apply to any new development, addition to existing structures, or uses.

The Planning and Development Committee recommended:

 

1.            THAT Council authorize the preparation of a bylaw amending the Burnaby Zoning Bylaw, as outlined in Section 3.0 of the report, for advancement to a Public Hearing on 2019 July 30.

Planning and Development Committee

Re: Burnaby Hospital Parking               

 

 

The Planning and Development Committee submitted a report seeking Council approval for free street parking adjacent to Burnaby Hospital, and to increase the parking meter rates from $1.50 to $2.00 per hour in the surrounding area.

The Planning and Development Committee recommended

 

1.            THAT Council approve the replacement of select parking meters adjacent to Burnaby Hospital with two hour parking time limits to provide free visitor parking, as outlined in the report.

 

2.            THAT Council approve an increase in parking meter rates for all other parking meters near Burnaby Hospital from $1.50 to $2.00 per hour to make it consistent with other areas of the City and to help offset reduced revenues from the removal of parking meters.

The City Manager submitted a report from the Director Planning and Building seeking Council approval to file a notice in the Land Title Office pursuant to Section 57 of the Community Charter, with respect to a property in contravention of City Bylaws.

The City Manager recommended:

 

1.            THAT Council direct the City Clerk to file a Notice in the Land Title Office stating that:

 

(a)  A resolution relating to the land has been made under Section  57 of the Community Charter, and

 

(b)  Further information respecting the resolution may be inspected at the offices of the City Clerk, City of Burnaby.

The City Manager submitted a report from the Chief Librarian informing Council about an advocacy campaign to restore sustainable Provincial funding for libraries.

The City Manager recommended:

 

1.            THAT Council support the Union of British Columbia Municipalities (UBCM) resolution, as put forward by the Town of Sidney, regarding sustainable Provincial library funding, as outlined in Section 4.0 of the report.

8.

NEW BUSINESS

 

 

            Councillor Jordan – Building BC Community Housing Fund

 

            Councillor Jordan referred to a letter from the Minister of Municipal Affairs and Housing advising there will be no further Provincial funding for housing projects in 2019. The speaker expressed concerns regarding the Cities’ future affordable housing planning process. 

 

Arising from discussion and without objection by any member, Council requested a staff report for the 2019 July 29 meeting.

 

            Councillor McDonell – Affordable Housing

 

            Councillor McDonell expressed concerns with the lack of Provincial funding for two affordable housing projects supported by the City – the Thind Project and the Fairhaven Project. Without appropriate funding, the affordability of rental rates is             negatively impacted.

 

            Councillor McDonell – Edmonds City Fair

 

Councillor McDonell encouraged Council and the public to attend the Edmonds City Fair taking place on Sunday, 2019 July 21. The family-friendly festival includes classic car show, petting zoo, free rides, entertainment and food.

 

 

9.

INQUIRIES

 

 

            Councillor Jordan – Rental Use Zoning Policy and Implementation       Framework

 

            Councillor Jordan referred to a letter from the Urban Development Institute regarding the Rental Use Zoning Policy and Initial Implementation Framework, and inquired regarding staff response.  Councillor Jordan provided a copy of the letter to the City Clerk for processing and distribution.

 

            Councillor Jordan – Rezoning Reference #18-09

 

            Councillor Jordan referred to the 2019 April 30 Public Hearing - Rezoning            Reference #18-09 (6438 Byrnepark Drive), and inquired regarding the status of       the report requested by Council at the same meeting.

 

            Staff responded, stating that they are reviewing the issues raised at the Public     Hearing, and a report will be submitted to Council in the near future.

 

            Councillor Wang – Emergency Preparedness

 

            Councillor Wang referenced a number of recent earthquakes off the coast of BC,           and inquired regarding the City’s emergency preparedness plan.

 

            Staff advised that the City has an emergency response plan for the City’s assets,             infrastructure and utilities, and emergency preparedness information is available            on the City’s website.

 

            Councillor Keithley – Gaglardi Way & Barnet Highway

 

            Councillor Keithley referred to a tragic accident on Gaglardi Way, and inquired if there are options for temporary safety improvements such as separating bike lanes from the traffic lane, on Gaglardi Way and Barnet Highway.
