Committee of Council was held in the Council Committee Room, Main Floor,
City Hall, 4949 Canada Way, Burnaby, BC on Thursday, 2015 October 15 at 5:00

An application was
received from Volunteer Burnaby requesting an in-kind grant to cover printing
costs of Gift Wrapping Services for the Christmas Season 2015 at Brentwood
Town Centre.

Maura Fitzpatrick, Fundraising Manager,
Children of the Street Society appeared before the Committee providing information
regarding workshops being offered in Burnaby schools that are bringing awareness
to sexual exploitation and trafficking of children and youth. The speaker
advised that prevention and early intervention toolkits are provided as a
means of educating parents to help them recognize the warning signs to safeguard
their children. Ms. Fitzpatrick noted that sexual exploitation is on the rise
with 12 – 14 year old children reporting their first experience of being
exploited through the sex trade.
The speaker advised their
highly successful school-based program TCO2 (Taking Care of
Ourselves, Taking Care of Others) which focused on human
trafficking was delivered 31 times to 800 children in Burnaby. In addition,
TCO2 Workshops were presented to every resident at the Burnaby
Youth Custody Centre and groups considered high-risk, including alternate
education programs, youth-groups, gang diversion programs, residents of youth
custody, ESL and new immigrant youth. The speaker emphasized that these
workshops are equally important for members of the community, parents and caregivers
to help educate against these anonymous predators.
Ms. Fitzpatrick expressed
concern with the advent of new technology as sexual exploitation has
dramatically shifted online. Increased reports of child luring, bullying and
online photos going viral have caused a great deal of pain and suffering. Numerous
requests have been received for presentations to audiences starting as young
as grade 5, with requests now being received from grade 4 teachers.
Ms. Fitzpatrick requested
consideration by the Committee for a grant in support of funding four
workshops in Burnaby at a cost of $500 per workshop.
The Chair recognized the
value of the work being carried out by the Children of the Street Society and
thanked Ms. Fitzpatrick for her informative presentation.

The Chair advised that the
Committee would like to establish structure around the Terms of Reference,
consistency for awarding grants and receive greater background detail to assist
in their evaluation of support. In addition, the Chair requested that
organizations be required to clearly communicate all funding support received
from the City of Burnaby in their annual financial statement.
The Director of Planning advised
that Council in 1992 set guidelines around Resource Centre applications and
subsidies which are adjusted annually for inflation. Also, the lease renewal
grant process stipulates that organizations must recognize the City of Burnaby
and use the City logo in advertising. However, staff noted that the current process
does not confirm if they are using the City logo though steps can be taken to mandate
a more formal process.
The Director of Parks,
Recreation and Cultural Services noted that Festival Grants recipients are
given specific instructions they must adhere to with follow up. After each event,
staff ensures they have met the required criteria.
The Chair requested that
Finance create a spreadsheet that will ultimately publish subsidies and grants
allocated annually by the City of Burnaby.

Championships held on 2015 June 26 – 28 in Kamloops, BC.

exploitation in your community.

Kids Foundation
|
|
Christmas Celebrations for Children
|
|
An application was received from the
Open World for Kids Foundation requesting a grant to assist with the cost of
providing a Christmas celebration for children in an effort to preserve the
cultural, historical and national heritage of nationalities within Canada.
Performances will be held at the Serbian Cultural Centre on 2015 December 26
and December 27 with an expected audience of 2,000.
