the Parks, Recreation and Culture Commission was held in the Council Chambers,
City Hall, 4949 Canada Way, Burnaby, B.C., on Wednesday, 2015 January 21 at

submitted his Report No. 1, dated 2015 January 21, covering the following items

Item 1 – Burnaby Minor Lacrosse Club fee waiver request – Jack
Crosby All Star Novice Tournament
Tournament Co-ordinator for the 2015 Jack Crosby
Novice All Star Tournament requested a fee waiver for the use of three City of
Burnaby arenas for the 30th annual tournament from July 02 to July
05. The allotment cost is estimated to be $5,622.23 which represents community
group rates for both prime and non-prime times. Additional staff time is
required to assist with the facilitation of the event. Food Services revenue
will assist in offsetting the impact of waiving the allotment fees. The staff
cost estimate of $1,332 will be covered by the Burnaby Minor Lacrosse Club (BMLC).
The BMLC has provided a valuable service to the sport of lacrosse and have
given a positive experience to the youth of Burnaby since 1963.
It was recommended:
1. THAT Burnaby Minor Lacrosse Club be granted a fee waiver
for the use of Bill Copeland Sports Complex and Burnaby Lake and Kensington
Arena for the 2015 Jack Crosby Novice All Star Tournament.
2. THAT a
copy of this report be sent to Ms. Debbie Heard, Burnaby Minor Lacrosse Club
Secretary (BMLC) and Jack Crosby Tournament Co-ordinator.

Item 2 – 2015 special outdoor events
The report requested preliminary approval for up to 10
outdoor events at Deer Lake Park Festival Lawn between 2015 May 01 and 2015
September 30, and up to 15 special events at Swangard Stadium between 2015
March 28 and 2015 November 07. This will include the City’s Annual Symphony in
the Park, the Burnaby Blues and Roots Festival and up to 8 ticketed concerts
hosted by outside promoters and/or community groups at the Festival Lawn. At
Swangard Stadium, this will include the annual European Festival event, the
City Canada Day Concert, and up to 13 other special events. This is congruent
with past practise and with the provisions of the relevant municipal bylaws
(Burnaby Noise and Sound Abatement Bylaw #1979 Amendment No. 12066; Section 2).
It was recommended:
1. THAT approval be
granted for up to 10 outdoor events at the Deer Lake Park Festival Lawn between
2015 May 01 and 2015 September 30, and up to 15 special events at Swangard
Stadium between 2015 March 28 and 2015 November 07.
2. THAT this
report be advanced to City Council for approval.

Item 3 – 2015 January - Parks, Recreation & Cultural
Services Capital Funding Bylaw
The 2014-2018 Annual Financial Plan for Parks,
Recreation and Cultural Services contains 15 projects to be funded from Capital
Reserves. To enable work to go ahead on these projects, approval is requested
to bring down a bylaw for funding. Sufficient Capital Reserves are available
to complete the above projects in the 2014-2018 Financial Plan.
It was recommended:
1. THAT the expenditure
of $1,880,000 from the 2014-2018 Financial Plan for the projects outlined in
this report be approved.
2. THAT Council be requested to bring
down a bylaw to appropriate
$1,967,850 (inclusive of GST)
from Capital Reserves to finance these projects.

May 06 to 08.”

INQUIRIES
The Chair welcomed School Trustee Chen as
the new Burnaby School Board Liaison to the Parks, Recreation and Culture
Commission.
School Trustee Chen expressed appreciation
of the opportunity to work with the Commission.
Commissioner Matricardi inquired regarding
the program for Family Day on February 09.
Staff advised that there is a wide range of
family activities and events at various facilities and provided a copy of the
Family Day Programs.
