Monday, 2016 April 11

 

An Open meeting of the City Council was held in the Council Chamber, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Monday, 2016 April 11 at 7:00 p.m. followed immediately by a Closed meeting from which the public was excluded. At the conclusion of the Closed meeting, the Open meeting was reconvened at 7:00 p.m. in the Council Chamber.

Citizen Support Services

Re: Annual Report

Speaker: Anne Waller

 

 

Ms. Anne Waller, Administrator, and Ms. Michelle Wilson, Coordinator, Community Volunteer Resources, Citizen Support Services, appeared before Council to present their 2015 Annual Report. The delegation provided an overview of their programs for seniors and children.

 

Council extended its heartfelt appreciation for the tireless efforts, valued work and dedication of the volunteers and City staff that support citizens within the community.

Request to Post Signs                             

 

A letter was received from the Stoney Creek Environment Committee requesting permission to post lawn signs for the purpose of publicizing their Community Fun Fair.

THAT Council approve the request from the Stoney Creek Environment Committee to post lawn signs on City boulevards to publicize their Community Fun Fair and staff work with the event organizers to determine the appropriate location and number of signs to be place on City boulevards.

Burnaby Potters' Guild

Re: Request to Post Temporary Signs

 

 

A letter was received from the Burnaby Potters' Guild requesting permission to post lawn signs for the purpose of publicizing their summer and fall show and sale.

Social Planning Committee

Re: Local Government Awareness Week 2016

 

 

The Social Planning Committee submitted a report providing Council with the proposed activities for Burnaby's participation in Local Government Awareness Week 2016.

The Social Planning Committee recommended:

 

1.         THAT Council approve the City's involvement in Local Government Awareness Week 2016, as outlined in Section 2.2 of this report.

THAT the recommendation of the Social Planning Committee be adopted.

Councillor Dhaliwal suggested that for future years, consideration be given to preparing a summary of City services in the context of taxes paid and that this information be made available during Local Government Awareness Week initiatives.

City Manager's Report, 2016 April 11

 

 

The Acting City Manager submitted a report dated 2016 April 11 on the following matters:

1.

LOCAL SERVICE TAX BYLAW

 

 

The Acting City Manager submitted a report from the Director Finance seeking Council authorization to impose a 2016 Local Service Tax Bylaw for works completed between 2015 June 01 and 2016 May 31.

The Acting City Manager recommended:

1.         THAT Council authorize staff to prepare a 2016 Local Service Tax Bylaw to impose local service parcel tax for completed local improvement works on the benefiting properties included in Attachment 1, 2016 Schedules 1 to 21 as outlined in this report.

2.

UNSIGHTLY PREMISES AT 6751 SIXTH STREET

 

 

The Acting City Manager submitted a report from the Director Finance seeking Council authority for City staff and/or agents to enter onto the property at 6751 Sixth Street to bring the property into compliance.

The Acting City Manager recommended:

1.         THAT Council authorize City staff and/or agents to enter the property at 6751 Sixth Street to remove and dispose of any overgrowth, debris or derelict vehicles contributing to the unsightliness of the property at the expense of the property owner.

The Acting City Manager submitted a report from the Director Planning and Building providing Council with information on construction activity as reflected by the building permits that have been issued for the subject period.

The Acting City Manager recommended:

1.         THAT this report be received for information purposes.

4.

EILEEN DAILLY POOL –

MECHANICAL RENOVATION AND UPGRADE

 

 

The Acting City Manager submitted a report from the Major Civic Building Project Coordination Committee seeking Council authorization to award a construction contract for the mechanical renovation and upgrades to the Eileen Dailly Pool. The proposed renovations and upgrades include replacement of the mechanical de-humidification units serving the pool chamber which have exceeded their useful life.

The Acting City Manager recommended:

 

1.    THAT Council approve the award of a construction contract to Alfred Horie Construction Co. Ltd., in the amount of $1,198,478.00 (including GST in the amount of $57,071.00) for the mechanical renovations and upgrades to the Eileen Dailly Pool.

NEW BUSINESS

 

 

Cariboo and Gaglardi Interchange Design - Councillor Jordan

 

Councillor Jordan referred to Item J of the Council Correspondence package received 2016 April 07. As the subject roadway is a Provincial responsibility, it was suggested the writer be advised to redirect his comments to the Ministry of Transportation and Highways.

 

Pay-For-Plasma Clinics – Councillor Volkow

 

Councillor Volkow made reference to Item F of the Council Correspondence package received 2016 April 07 regarding Pay-for-Plasma clinics.

 

Councillor Volkow expressed his concern and opposition to proposed pay-for-plasma clinics, and the potential consequences of this approach.

 

Mayor Corrigan noted that while any legal activity cannot be prohibited by the City, it would be better to encourage more people to donate blood, as well as become an organ donor to address the very real need.
