An ‘Open’ meeting of the City Council was held in the Council Chamber, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Monday, 2015 January 19 at 6:30 PM followed immediately by a ‘Closed’ meeting from which the public was excluded.  At the conclusion of the ‘Closed’ meeting, the ‘Open’ meeting was reconvened at 7:00 PM in the Council Chamber.

City Clerk

Re: Certificate of Sufficiency - Resident Initiated

 

 

The City Clerk submitted a report to advise Council that a sufficient petition was not returned for Local Area Service Project 15-500, Marine Drive from EPL 8651 Royal Oak Avenue to WPL 5158 Marine Drive.

 

The City Clerk recommended that:

1. THAT Council receive this report for information.

2. THAT the owners of the properties on the petition be advised of the outcome.

Community Policing Committee

Re: Acid-Based Graffiti

 

 

The Community Policing Committee submitted a report providing Council with information on measures to reduce access to acid-based etching products used in graffiti vandalism. To achieve a broad reaching, coordinated response to this region-wide problem the Committee requested that Council authorize staff to prepare a resolution for submission to the LMLGA and UBCM.

 

The Community Policing Committee recommended:

1. THAT Council authorize staff to prepare a resolution for submission to the Lower Mainland Local Government Association and the Union of BC Municipalities requesting the Province to develop regulations requiring retailers to control access to products used in graffiti vandalism.

2. THAT the Mayor, on behalf of Council write a letter directly to the Province requesting regulations be developed to require retailers to control access to products used in graffiti vandalism.

Executive Committee of Council

Re: Grant Application

 

 

The Executive Committee of Council submitted the following grant request for Council's approval:

 

#14-50    Moscrop Panthers Senior Girls Volleyball
               
BC High School Provincial AAAA Volleyball Championships

The Executive Committee of Council recommended:

1. THAT a grant in the amount of $1,000 be awarded to Moscrop Panthers Senior Girls Volleyball to assist with travel costs for 13 players to attend the BC High School Provincial AAAA Volleyball Championships in Cranbrook, BC on 2014 November 27 -29.

The Executive Committee of Council submitted the following Festivals Burnaby Grant Program applications:

                 Bulgarian Day Festival

The Executive Committee of Council recommended:

1. THAT a Festivals Burnaby - Small Scale Event grant in the amount of $3,500 be awarded to the St. Cyril and Methodius Bulgarian Folk Society in support of the Bulgarian Day Festival to be held on 2015 February 21 at Bonsor Recreation Centre.

1. THAT a Festivals Burnaby - Neighbourhood Event grant in the amount of $2,500 be awarded to the Scandinavian Cultural Society for the Leif Erikson Day Festival to the held on 2015 October 3 - 4 at the Scandinavian Community Centre.

International Relations and Friendship Cities Committee

Re: Financial Support for Reciprocal Visit of Artist - Delegation from Guiyang, Guizhou Province, China

 

 

The International Relations and Friendship Cities Committee submitted a report seeking Council approval of financial assistance toward the cost of hosting a group of artists from City of Guiyang, Guizhou Province, China that will be visiting Burnaby in April of this year.

 

The International Relations and Friendship Cities Committee recommended:

1. THAT Council approve $2,040 in financial support to off-set costs of a reciprocal visit of delegates from Guiyang, Guizhou Province, China.

2. THAT a copy of this report be sent to Rozsane Tiernan, 7797 Elford Street, Burnaby, BC V3N 4B6.

The Traffic Safety Committee submitted a report responding to a request by Jaswant Girn of 6169 Canada Way for lighting in the rear lane.

1. THAT Council endorse the installation of two street lights in the lane behind 6169 Canada Way.

Re: 2015 Local Area Service Program for Speed Humps

 

 

The Traffic Safety Committee submitted a report to review applications for the 2015 speed hump program and propose streets for inclusion in the Local Area Service Program (LASP) process.

 

The Traffic Safety Committee recommended:

1. THAT Council advance the requested speed humps, as discussed and recommended in this report, to the 2015 LASP process.

2. THAT a copy of this report be sent to the residents who requested speed humps as part of the 2015 LASP.

MANAGER'S REPORTS

 

 

1.

PROPOSED TRANS MOUNTAIN EXPANSION PROJECT - UPDATE

 

 

The City Manager submitted a report from the Director Planning and Building, Director Engineering and the City Solicitor providing Council with an update of the City's Technical Review with respect to the proposed Trans Mountain Pipeline Expansion Project. This review includes staff and consultant studies of specific aspects of the proposed Trans Mountain expansion Project with a particular focus on reviewing the credibility of Kinder Morgan’s submission related to environmental, socio-economic and community health and safety concerns related to the proposed pipelines, the Burnaby Mountain Terminal and the Westridge Terminal.

 

The City Manager recommended:

1. THAT this report be received for information purposes.

PUBLIC REALM DESIGN STANDARDS FOR TOWN CENTRE STREETS

 

 

The City Manager submitted a report from the Director Planning and Building advising Council of the progress made on public realm design standards to enhance streetscapes in Burnaby's four Town Centres including elements such as walking, cycling and vehicular zones.

 

The City Manager recommended:

1. THAT Council authorize staff to complete the public realm design standards for Town Centres, as outlined in this report.

2. THAT Council forward copies of this report to the Transportation, Traffic Safety and Environment Committees.

2015 FCM MEMBERSHIP DUES

 

 

The City Manager submitted a report from the City Clerk seeking Council approval for payment of Federation of Canadian Municipalities 2015 Membership Dues.

 

The City Manager recommended:

1. THAT Council approve payment of the invoice from the Federation of Canadian Municipalities for the 2015 membership dues in the amount of $35,419.86.

5.

CONTRACT AWARD – CELLULAR VOICE AND DATA SERVICES

 

 

The City Manager submitted a report from the Director Finance seeking Council approval to award a five year contract for wireless telecommunication services and handset devices.

 

The City Manager recommended:

1. THAT Council approve a five year contract award to TELUS Communications Company for an estimated cost of $1,680,000 including taxes in the amount of $180,000. Final payment will be based on actual quantities of goods and services provided.

6.

CONTRACT EXTENSION – FUEL PRODUCTS

 

 

The City Manager submitted a report from the Director Finance seeking Council approval for a one year contract extension for the supply and delivery of gasoline, diesel, bio-diesel and related fuel products.

 

The City Manager recommended:

1. THAT Council approve a one year contract extension for the supply and delivery of fuel products with Chevron Canada Ltd. for a total estimated cost of $3,350,000 including GST in the amount of $167,500. Final payment will be based on actual delivered quantities and quoted unit pricing.

The City Manager recommended:

1. THAT Council approve thirty-three individual two year contract awards for the provision of hired equipment services for a total of $9,000,000 including taxes in the amount of $428,570 as outlined in this report. Final payment will be based on actual services provided.

1. THAT Council approve five individual two year contract awards for flagging and traffic control services for a total cost of $672,000 including taxes in the amount of $32,000 as outlined in this report. Final payment will be based on actual services provided.

Councillor Johnston complimented Engineering and Parks Department staff for their excellent work on the City’s Christmas light displays and noted that he received many positive comments from the public.

His Worship, Mayor Derek Corrigan advised that the City of Burnaby has received the Canadian Award for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada. The award acknowledges local governments that provide comprehensive financial reports demonstrating a spirit of transparency and full disclosure.

Mayor Corrigan presented the plaque received from the Government Finance Officers Association to Denise Jorgenson, Director Finance.
