Safety Committee was held in the Council Chamber, Burnaby City Hall, 4949

Chair called the Open meeting to order at 6:07 p.m.
The Chair introduced S/Sgt. Shauna
MacDonald, Detachment Operations Advisory, NCO and welcomed her to the
Committee meeting.

Ms. Alison Grauer, Director of Youth and
Residential Services and Ms. Bridgette Ebing,
Coordinator of Odyssey 1, Substance Abuse Services for Youth and Families
appeared before the Committee providing an overview of the Taskforce for
Sexually Exploited and At-Risk Youth, and update on activities and
initiatives undertaken in 2015.
The speakers highlighted the 2015
‘count’ of sexually exploited and at-risk youth noting:

youth were tracked (compared to 217 in 2013 and 146 in 2011)
·
24
youth or 13% were confirmed
·
40
youth or 22% were suspected
·
116
youth or 65% were at risk
Mr. Wong inquired information card
on the Taskforce that can be provided to parents in District #1.
Staff undertook to provide
information to Mr. Wong.

Ms. Pany Aghili, Dixon Transition
Society, appeared before the Committee providing an overview of the services
offered by the Dixon Transition Society to women and children experiencing abuse.
Ms. Aghili noted that in 2015, Dixon
Transition Society served:

volunteers, 1991 hours
The speaker advised that
leaving violence may result in years of massive poverty and economic
insecurity which can take a significant amount of time to recover.

A memorandum was received from the
Administrative Officer in response to an inquiry regarding readability of the
District #3 CPO Office signage. It was noted that a request had been made to
have the awning repainted.

A memorandum was received from the
OIC, RCMP Burnaby Detachment responding to an inquiry regarding drivers
ignoring stop signs and red traffic lights in District #1 area. It was noted
that S/Sgt. Sokolowski from the Traffic Services Section will discuss problem
areas with Mr. Wong in order to identify a solution to the concerns raised.

A memorandum was received from the
OIC, RCMP Burnaby Detachment in response to an inquiry regarding the purchase
of a Speed Reader Board for District #2. It was noted that Speed Watch
Program will liaise with the Traffic Services Section and determine the
feasibility and logistics of deploying Traffic Section resources in this
matter. In addition, the CPAC’s will consult Mr. Tom Webster, Road Safety
Coordinator and ICBC representative on the Traffic Safety Committee.
Ms. Orazietti noted that the Speed
Reader Board costs $10,000 (including trailer and a power source).

Correspondence was received from the
Fire Chief regarding a survey of Prohibition / Ban of fireworks in
neighbouring municipalities.

The Director Planning and Building submitted
a report providing an overview of recent and planned activities of the
Burnaby-New Westminster Taskforce on Sexually Exploited and At-Risk Youth.
The Director Planning and Building
recommended:
1. THAT the Committee request
Council to authorize the allocation of $2,000 from the 2016 Boards,
Committees and Commissions budget and the allocation of $2,000 from the 2017
Boards, Committees and Commissions budget to the Burnaby-New Westminster
Taskforce on Sexually Exploited and At-Risk Youth to support its two-year
workplan, as detailed in Section 3.0 of this report.
2. THAT a copy of this report be
forwarded to the Social Planning Committee for information.

Mr. Wong, Chair, provided a report
of activities that took place in District #1 in January 2016.
The speaker inquired clarification
on the supervision of volunteers (excluding Auxiliaries) while attending
events.
Chief Superintendent Critchley
advised that certain deployments of Auxiliaries need supervision; however,
the supervision for volunteers is different and he supports volunteer
attendance at neighbourhood events.
Mr. Wong advised that merchants on
the Hastings Street are being reminded to leave visible signs that there is
no cash on the premises when closed.
The speaker advised that District #1
CPAC members are ready to volunteer in Pedestrian Accessibility Assessment
when the program comes to the district.
Staff advised that the Pedestrian
Accessibility Assessment project was done in the Edmonds area, Cascade
Heights Elementary School and Stoney Creek, and District #1 will be
considered next.

Ms. Orazietti, Chair, provided a
report of activities that took place in District #2 during December 2015 and
January 2016.
The speaker noted that Burnaby North
Secondary School has ‘Community Policing Club’.
Ms. Orazietti expressed concern with
‘squeegee kids’ who are panhandling at the intersection of North Road and
Lougheed Highway, and inquired support from the City by adopting
anti-panhandling bylaw and possibility to post signs noting that panhandling
is dangerous and illegal.
The Committee recommended Ms.
Orazietti sends a request to Mayor and Council regarding anti-panhandling
bylaw.

Ms. Gates, Chair provided a report
of the activities that took place during January 2016.

Ms. Wipf and Cst. Murphy,
Anti-Graffiti Coordinators noted staff working on Graffiti Busters Program.
No increase in graffiti in the City was reported.

Mr. McDonald, Fire Chief noted that
Fire Department statistics are provided to Council four times a year, and in
the future will be provided to the Public Safety Committee as well.
The Fire Chief advised that in
December 2015, the Fire Department attended 1,200 calls (similar to previous
year); however, they seeing an increase in medical emergencies calls due to
the impact of ambulance response codes.

C/Supt. Critchley submitted a report
providing an overview of activities taking place during December 2015. The
OIC noted a significantly higher number of personal robberies towards the end
of the year; many of these were a gang related. Several suspects were identified,
arrested and charges are pending.
The speaker noted that there were
two fatal pedestrian accidents in two days in Burnaby, and RCMP will be
focusing on pedestrian safety activities and education.
The OIC noted that Auxiliary and
volunteer programs are valuable and became very successful over the years.
Some operational and policy changes were implemented due to safety (i.e.
deployment of Auxiliaries with supervision).
The OIC provided information on
distracted driving offenses and fees charged in BC and across Canada.
The speaker advised that Burnaby
Neighbourhood House was broken into and a number of valuable items were
stolen for their fundraising event. There is an ongoing investigation at
this time.
Ms. McQueen expressed appreciation
and compliments to staff for digital tips by Crime Prevention.
