Real Time Intelligence Centre (RTIC-BC)
Speaker:
Insp. Sandro Colasacco
Insp. Colasacco, Officer in Charge (OIC) of
the RTIC appeared before the Committee providing information on the Real Time Intelligence
Centre – BC which officially launched in February 2015 in Metro Vancouver. The
speaker advised that this facility provides the Lower Mainland District police
forces with the ability to provide a coordinated response to serious crimes in
real time. Incidents may include:

Homicides
and attempts
·
Shots
fired
·
Active
shooter
·
Home
invasions
·
Abductions
(AMBER) and kidnappings
·
High
risk missing persons
·
Stranger
sexual assaults
·
Armed
robberies
·
Gang-related
incidents
·
Acts or
threats of terrorism
·
Urgent
and emerging events threatening public safety
The speaker advised that a
formal and structured relationship together with a Memorandum of Understanding
(MOU) exists with all partnered organizations. These contributors and funded
resources include:

Also included are 27 public
service employees in various roles.
Insp. Colasacco advised
that the mission of the RTIC-BC is to enhance public safety, deliver real-time
operational support and de-confliction to frontline police officers and
investigators by providing actionable information and intelligence. The
speaker noted that teams are able to accelerate criminal investigations by
identifying and locating suspects at the earliest opportunity. Valuable
information is now accessible in one location, closing the gap for intelligence
and information sharing among agencies.
The Speaker highlighted the
reporting structure where the RTIC-BC Steering Committee consisting of RCMP
ISOC Criminal Operations Officer, RCMP CORE Criminal Operation Officer, RCMP
LMD District Commander, Chief of the VPD, President of the BCAMCP and ADM
Police Services Branch who meet on a quarterly basis to obtain ideas, share and
provide operational guidance and front line support.
Insp. Colasacco outlined the
role of the Internet Investigations Unit (IIU) that provides subject matter
expertise to investigators requiring assistance and guidance for Internet based
investigations other than child exploitation. In addition, this unit has the
ability to monitor social media and websites during significate criminal and
public events.
**Councillor Kang retired
from the meeting at 6:48 p.m. and took her place at the Committee table.**
The speaker provided an
overview of cases and offences handled on behalf of Burnaby involving real time
support leading to apprehensions and/or arrests between 2014 June 1 and 2015
August 10.

In closing, Insp. Colasacco
outlined the Implementation Strategy as follows:

The Chair thanked Insp.
Colasacco for his informative presentation and for taking time from his busy
schedule to share with the Committee the valuable work being carried out at the
RTIC-BC.

Correspondence was received from Ms.
Susan Anton QC, Attorney General, Minister of Justice, expressing
appreciation for the report of the Blue Ribbon Panel on Crime Reduction
"Getting Serious About Crime Reduction". Ms. Anton advised
that the detailed comments from the City on addiction treatment and mental
health services will be forwarded to the Honourable Terry Lake, Minister of
Health for his consideration.

the Monthly Reports be received.

Mr. Wong, Chair, provided a
verbal overview of activities that took place in District #1 since the June meeting
which includes: Hats Off Day (held on June 6th) and the Giro di
Burnaby (held on July 16).
The speaker noted chronic
problems that continue to be a concern;
(1) B&Es to
residential properties including garages;
(2) theft from auto;
(3) drivers ignoring
posted stop signs.
Mr. Wong noted that traffic
volumes in the area may be impacted due to the expansion of the Brentwood area
and the new Solo development.
Ms. Orazietti, Chair,
advised District #2 did not meet over the summer. The Chair advised that a great
partnership had been established with the District, Heights Merchants
Association and Business Improvement Association (BIA).
Lindy McQueen, Chair, provided
a detailed report outlining activities that took place within the District
since their last meeting 2015 June 24. The speaker also noted that recently a
car parked in a church parking lot had been seen soliciting drugs via cell
phone.
RCMP staff advised that they
were aware of this matter and steps were being taken to build a case to arrest
the individuals involved. Staff also noted the importance of taking down the license
plate number, location, time of day or any other pertinent information that may
be helpful in an investigation.
Councillor Calendino, Chair
emphasized the importance of citizens reporting these occurrences to the RCMP immediately
and noted that 12 – 16 cars are patrolling the City at one time, and to be
tolerant if delays were encountered as other calls in the City may take
priority.
Mary Gates, Chair provided
a verbal report noting there was no meeting in July. The speaker advised that
Dial-a-Dope and theft of auto continue to be the type of concerns currently
being responded to in the area.
Supt. S. Drolet provided an
overview of the Monthly Report noting that overall crime rates were down across
Burnaby. In addition, the speaker advised that although theft of auto was down
slightly, this is a crime of opportunity which peeks in the summer and
Christmas and where education plays a key role.
Supt. Drolet noted that
theft and B&Es from detached garages, abandoned houses and construction
sites had increased, and not unexpected given the warmer weather when people
accidently leave doors open.
The Superintendent provided
statistics for Speed Watch and Cell Watch for May – July 2015 with totals
representing all four Districts collectively. The monthly totals indicated the
number of vehicles checked related to the number of volunteer hours.
Arising from discussion, Councillor
Calendino requested that RCMP staff obtain statistics from the Traffic Division
specifically on cell phone use while driving, and provide details on how these incidents
are being handled.
RCMP staff undertook to
investigate the matter.
The Superintendent advised
that the Business Watch is a collaborative effort between the local business
community and the Burnaby RCMP. The goal is to provide tools and resources to
help reduce business related crime, and the full program would be coming
on-line in the very near future.

that the 65th Anniversary RCMP Dinner will be held on 2015 September
24, at the Hilton Vancouver Metrotown Hotel starting at 6:00 p.m., with dinner
at 7:00 p.m.

Councillor A. Kang inquired
into the current status of the Block Watch Program including participation,
welcome club for new neighbours, Block Watch parties and noted the value this
program brings to our communities.
Insp. K. Hartwig advised
that the RCMP were in the process of obtaining security clearance for the
filled position and more details would be available at the next meeting.
