Emergency Management BC (Southwest Region)

Re: Contribution and Support of the City during the 2017 Seasonal Hazards Response

Speaker:    Ms. Charmaigne Pflugrath,

                   Emergency Management Program Coordinator

 

 

Ms. Charmaigne Pflugrath, Emergency Management Program Coordinator, attended on behalf of Mr. Ian Cunnings, Senior Regional Manager and Mr. John Hawkes, Regional Manager, Emergency Management BC as they were unexpectedly unable to attend.

 

Ms. Pflugrath expressed gratitude to the City for their contribution and support during the 2017 Seasonal Hazards Response on behalf of Emergency Management BC. The speaker presented two plaques received from Emergency Management BC to Director Public Safety and Community Services, Mr. Dave Critchley, Chief Superintendent Deanne Burleigh, Officer in Charge, RCMP and Fire Chief Joe Robertson.

 

The speaker also presented a Recognition of Service to the Province certificate and a small token of appreciation to City of Burnaby employee, Mr. Troy Vink, who was deployed by the City for 22 days to Prince George to support the North East Region Provincial Regional Emergency Operations Centre.

 

The Chair thanked staff for an excellent job in assisting and putting out the wildfires that were devastating to many families.

Re: Safety Concerns of 7402 17th Avenue

Speaker: Ivan Ivankovic

 

 

Mr. Ivan Ivankovic, appeared before the Committee, to raise awareness regarding the safety of his property with the neighbouring property at 7434 Kingsway. The speaker expressed concerns due to individuals kicking fences, throwing rocks, damaging property and threats.

 

The problems have been occurring since 2014, and the speaker requested immediate help from the Committee. Mr. Ivankovic has notified local politicians, RCMP and the local Community Policing Office with no results.

Re: RCMP Bike Patrols                

 

 

Correspondence was received from Mr. Mike Bird expressing concerns with implementation of bylaw officers replacing RCMP bike patrols in City parks.

 

 

 

b)

Correspondence from Ning Cheng

Re: Pedestrian Safety Concerns at Kingsway and Smith Avenue

 

 

Correspondence was received from Ms. Ning Cheng regarding whether the City would consider installing slow and/or stop signs at the intersection of Kingsway and Smith Avenue. The writer expressed concerns of high-speed travelling vehicles turning right to Smith Avenue from Kingsway, as there are no slow and/or stop signs to warn vehicles of pedestrians.

 

Staff undertook to investigate the feasibility of painting a marked crosswalk and installing signage.

 

c)

Memorandum from the City Clerk

Re: Highgate Greenway Concerns

 

 

A memorandum was received from the City Clerk, advising that Council, at its Open meeting held on 2018 June 11,  received and adopted the above noted report to respond to issues raised by a delegation regarding the safety of residents in the Highgate Greenway area.

 

The Committee inquired a further update.

 

Staff undertook to follow up.

 

d)

Memorandum from the City Clerk

Re: Burnaby Fire Department 2017 Annual Report

 

 

A memorandum was received from the City Clerk, advising that Council, at its Open meeting held on 2018 June 25, received and adopted the above noted report to provide Council with the Burnaby Fire Department’s 2017 Annual Report.

Report from the Director Public Safety and Community Services and Officer in Charge, RCMP

Re: Increasing Burnaby RCMP Police Resources

 

 

The Director Public Safety and Community Services and Officer in Charge, RCMP submitted a report seeking approval to increase the number of police officers at the Burnaby RCMP Detachment.

The Director Public Safety and Community Services and Officer in Charge, RCMP recommended:

 1. THAT the Public Safety Committee recommends Council approval to add eight police officers to the Burnaby RCMP in 2018 as outlined in this report.

2.  THAT the Public Safety Committee recommends Council approval to add six police officers to the Burnaby RCMP in 2019 as outlined in this report.

The Director Public Safety and Community Services submitted a report to obtain Committee and Council approval to submit a revised application for the Community Emergency Preparedness Fund (CEPF) for the Emergency Operations Centres and Training funding stream.

The Director Public Safety and Community Services recommended:

 1. THAT the Public Safety Committee recommends Council authorize staff to submit an amended UBCM funding application as outlined in this report.

District #1

 

 

Mr. Wong, Past Chair, provided a report of activities that took place in District #1 during May/June 2018.

District #2

 

 

Mr. Ediriweera, Chair, provided a report of activities that took place in District #2 during June 2018.

 

There was no meeting held in May 2018 due to a lack of quorum.

 

c)

District #3

 

 

Ms. Ali, Chair, submitted a report of activities that took place in District #3 during

May/June 2018.

District #4 - June 2018

 

 

Ms. Mary Gates, Chair, provided a report of activities that took place in District #4 during June 2018.

 

e)

RCMP

 

 

Chief Superintendent Burleigh submitted a report providing an overview of activities that took place during April/May 2018:

The Chief Superintendent highlighted the following items:

·         the Chief Superintendent presented City RCMP members, staff and civilians with certificates at an awards ceremony in early May;

·         auto theft is still high, but lower than this time in 2017;

·         on March 23 and 26, a male dressed as a woman robbed two banks in Burnaby. The suspect has been identified and was arrested on 2018 May 03, and was charged with 12 counts of robbery for an alleged bank robbery spree in multiple Lower Mainland jurisdictions;

·         in May 2018, the Economic Crime Unit, with help from the Crime Analyst, recognized 180 historical fraud files in the City which victims had wired money through West Union;

·         the Prolific Offender Suppression Team set up a bait vehicle in a recent theft area where a male suspect was captured on video;

·         in April, Community Response team members enforced action on individuals with outstanding arrest warrants and conducted foot patrols in the areas of Metrotown, Lougheed Town Centre, Highgate and Edmonds Parks;

·         an 77 year old female who was missing from the Southwest Burnaby area, has been located safely 24 hours later by an off-duty City RCMP member;

·         Community Police Office volunteers from District #3 and #4 conducted speed watch programs in school zones where over 3000 vehicles were observed. Volunteers also checked for unsecured vehicles, expired decals, missing plates and other suspicious activity in the neighbourhood;

·         one of the Youth Investigate Team members coordinated three lunch hour DJ events at Burnaby Mountain, Burnaby Central and Moscrop Secondary School;

·         Citizens Crime Watch volunteers were recognized by the Integrated Municipal Provincial Auto Crime Team for their contributions to fight against vehicle crime recovering 1,796 stolen vehicles in Burnaby between 2000-2017; and,

·         in June, The Chief Superintendent presented a Certificate of Appreciation to nine year old, Tony Leong, who saved a kindergartener from almost being hit by an oncoming car.

 

f)

Fire Department

 

 

The Fire Chief submitted a report providing an overview of activities that took place during May/June 2018. The Fire Chief highlighted the following items:

·         44 building fires;

·         decrease in medical incidents in June 2018;

·         naloxone interventions dropped in June 2018;

·         the Training Division has a new all-terrain vehicle;

·         had training for Sky Train lift procedures in case of the event the Sky Train has to be lifted;

·         trained 210 firefighters for an event of an wildfire;

·         training with ammonia safety at Avalon Dairy;

·         low-rise routine inspections continue as Burnaby has 860+ low-rise buildings;

·         radio amplification bylaw is in effect and anyone applying for a building permit of a large building (e.g. high-rise buildings that block radio signals) are required to install systems that amplify the radio systems;

·         working on licensing mobile food trucks;

·         the Youth Academy were showcasing the career of firefighting to young women aged sixteen to eighteen;

·         Emergency Support Services (ESS) was called out to two fires on June 2nd and June 28th. The first fire impacted four suites where three of the four families did not have insurance. Seven people were registered with ESS, where they were provided temporary lodging, food, clothing and incidentals. In the second event, there was one residence impacted and the resident did not have insurance; however, the two tenants were registered with ESS and were provided with services from ESS.

NEW BUSINESS

 

 

Dave Critchley – Syringes Found in City Parks

 

Mr. Critchley advised there is a City program in place for Parks, Recreation and Cultural Services staff to respond to calls regarding discharged syringes. Staff and satellite buildings located at parks are equipped with Sharpe containers and equipment to pick up and dispose any syringes located in or near City parks. If an resident observes an discarded syringe, it is recommended not to be handled and can do one of the following actions:

·         call Parks, Recreation and Cultural Services during the hours of 8:00 a.m. – 4:45 p.m. at 604-294-7206 or the City Dispatch Tower at 604-294-7200 after hours;

·         can email the request to parks.ops@burnaby.ca.

 

Mr. Lloyd advised a pharmacy in Penticton, BC is offering five cents for every syringe returned to help decrease discarded needles and whether the City of Burnaby can provide the same services.

 

Staff undertook to investigate.

 

Dave Critchley - Future Fire Halls Planning and Replacement

 

Mr. Critchley noted that a presentation and report will be forthcoming to the Committee in February/March 2019 regarding the planning and replacement of current and future Fire Halls.

 

Mr. Pereira inquired whether the Fire Hall (Station 6) on Brighton Avenue will be upgraded.

 

The Chair advised that will be identified in the upcoming report.

 

Councillor Wang – Chinese Cultural Festival

 

Councillor Wang invited Committee members to attend the Chinese Cultural Festival taking place on Monday, 2018 July 30 at Swangard Stadium from 10:00 a.m. – 6:00 p.m.

 

 

 

 

Councillor Wang – Central Park

 

Councillor Wang advised another attack occurred in Central Park on Sunday, 2018 July 15 and inquired with the Committee how we can protect the community and its citizens.

 

The Chair advised staff is currently working on installing signage, and the first camera will be installed in August as the City is working with various agencies.

 

Stephen Baron – Mobile Radios in High-Rise Buildings

 

Mr. Baron inquired about the status of the mobile radios and their communication in high-rise buildings.

 

Staff advised there are approximately 200 high-rise buildings in Burnaby that will not have the upgraded systems. The Fire Department will be able to bring portable repeaters to repeat the signal at the scene, if needed.

 

Dave Reid – Government Street near Government Street and Austin Road

 

Mr. Reid thanked the City for installing the roadside barriers at the above-noted intersection.
