An ‘Open’ meeting of the Parks, Recreation and Culture Commission was held in the Council Chambers, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Wednesday, 2016 November 16 at 7:00 p.m.

BC Society of Model Engineers

Mr. Terry Anderson, President of the BC Society of Model Engineers provided information on the history of the society and the relationship with the Parks, Recreation and Cultural Services Department.  This included information on the miniature railroad site at Confederation Park, member volunteers, operating season, ridership, site accommodation and the licence agreement.

 

Operation and maintenance of the miniature train and railroad are looked after by member volunteers.  The Confederation Park train is the largest miniature railroad in Canada and ranks third in the world in miniature railroads open to the public.  Their community riders are multi-generational.  In the past 5 years their ridership increased by 45%.  The ridership in 2015 was over 73,000. They are seeking a long term licence agreement and site expansion that will meet their operational needs.  They propose to invest $1 million plus in infrastructure upgrades over the next 10 years.

 

Commissioner Loftus expressed appreciation of the City’s partnership with the BC Society of Model Engineers which provides the miniature train rides for generations of the community.

 

 

Commissioner Larkin inquired regarding the number of volunteers of the BC Society of Model Engineers.

 

Mr. Anderson advised that they have about 140 members and 30 to 40 of them are volunteers.  They are embarking on a volunteer drive.

City Clerk

Re:  Final Environmental Sustainability Strategy and Final Community Energy and Emissions Plan

 

The City Clerk advised that at the meeting of 2016 November 07 Council received a report re: Final Environmental Sustainability Strategy and Final Community Energy and Emissions Plan and adopted the recommendations.  A copy of the report was forwarded to the Parks, Recreation and Culture Commission for information.

 

Commissioner Loftus inquired regarding an assessment of impacts and implementation of the Environmental Sustainability Strategy (ESS) and Community Energy and Emissions Plan (CEEP) on the policies, strategies and assets of Parks, Recreation and Cultural Services.

 

The Director advised that it impacts on all departments.  Staff were involved with the development of ESS.  The implementation of ESS will take time.  Staff will provide a report about how to meet the ESS.

Friends of Alta Vista
Re:   Alta Vista Playground Expansion

 

The Friends of Alta Vista, a group of neighbours, expressed support for the re-zoning of the adjacent reservoir land to park land to allow expansion of Alta Vista Playground.

 

Staff are reviewing the opportunity to expand the park and will provide Council and Commission with a report.

The Director Parks, Recreation and Cultural Services submitted his Report No. 10, dated 2016 November 16, covering the following items listed i-ii.

Burnaby Arts Council Operating Grant Request

 

The Director Parks, Recreation and Cultural Services submitted a report to seek Commission approval for an operating grant to the Burnaby Arts Council for the 2017 fiscal year and express appreciation to the Burnaby Arts Council for their work and commitment to the arts in Burnaby.

It was recommended:

1.  THAT an operating grant of $25,000 be awarded to the Burnaby Arts Council for the 2017 fiscal year.

2.   THAT the Burnaby Arts Council be commended for their work and commitment to the arts in Burnaby.

3.   THAT the Burnaby Arts Council be so informed.

ii)

2016 November - Parks, Recreation & Cultural Services Capital Funding Bylaw

 

The Director Parks, Recreation and Cultural Services submitted a report to seek Commission approval for funding the front counter and entry upgrade at Burnaby Village Museum.

It was recommended:

  1. THAT the expenditure of $35,000 from the 2016 Provisional Financial Plan for the project outlined in this report be approved.

 

  1. THAT Council be requested to bring down a bylaw to appropriate $36,640 (inclusive of GST) from Capital Reserves to finance this project.

INQUIRIES

 

Commissioner Loftus requested an update of possible locations for the covered sports box in Burnaby.

 

 

Commissioner Larkin inquired if there is any discussion about a bridge over the stream at Deer Lake Park.

 

 

The Director advised that staff will send a memo in response to the inquiry.
