PARKS, RECREATION AND CULTURE COMMISSION MINUTES

An ‘Open’ meeting of the Parks, Recreation and Culture Commission was held in the Council Committee Room, City Hall, 4949 Canada Way, Burnaby, B.C. on Wednesday, 2017 September 20 at 6:50 p.m. followed immediately by a ‘Closed’ meeting from which the public was excluded.  At the conclusion of the ‘Closed’ meeting, the ‘Open’ meeting was reconvened at 7:05 p.m. in the Council Chambers.

Central Park Pool Patrons
Re:  Central Park Pool Music

 

 

A group of regular swimmers at Central Park Pool requested that music be reinstated at the pool for lap swim sessions.

Staff advised that the use of music at Central Park Pool is a long standing feature that creates a positive outdoor swimming environment, without compromising patron safety.  Over the summer there were two concerns raised about the music.  In a precautionary move, the music was temporarily suspended while a workplace safety analysis was conducted.  Within a week’s time, concerns were resolved and the music was re-instated.

 

 

 

b)

Burnaby Mountain Senior Men's Golf Club
Re:  Appreciation of Donation

 

 

Mr. Brian Strom, Vice President, Burnaby Mountain Senior Men's Golf Club, expressed appreciation of the door prize donation to their 2017 Spring Luncheon and Silent Auction.

 

 

c)

City Clerk
Re:  Swangard Stadium Sound System

 

 

The City Clerk advised that Council received correspondence re: Swangard Stadium Sound System, regarding the quality of the Swangard Stadium sound system and referred this item to the Parks, Recreation and Culture Commission.

The Administrative Officer advised that Council received a report re:  Environmental Sustainability Strategy and Community Energy and Emissions Plan Implemenation Approach and Phase 1 Priorities, and sent a copy of the report to the Parks, Recreation and Culture Commission for information.

Re:  Dementia-Friendly Community Action Plan

 

 

The Administrative Officer advised that Council received a report re: Dementia-Friendly Community Action Plan and forwarded a copy of the report to the Parks, Recreation and Culture Commission for information.

The Director Parks, Recreation and Cultural Services submitted a report to seek Commission approval for the 2018 Commission meeting schedule including the dates and locations for the Community Commission meetings.

 

It was recommended:

 

1.   THAT approval be given for the 2018 Commission meeting schedule including the dates and locations for the Community Commission meetings.

ii)

Online Interactive Pilot

 

Staff are proposing two quests within Deer Lake Park as an on line interactive pilot project.  One quest will be interactive and explorative and the second quest will be a time challenge.  It was proposed that QuestUpon be retained to implement the pilot.  Quests and time challenges would be free to download from their website or the App Store on mobile devices.  The estimated costs for the pilot will be $53,000.

It was recommended:

1.      THAT Parks, Recreation and Culture Commission approve the online interactive pilot project as outlined in this report.

5.

NEW BUSINESS

 

Commissioner Clark advised that many groups attended the open house of the new arena and asked questions.  There was an overwhelming response for the new arena.

 

 

The Chair advised that there were very positive reviews at the opening of the Fraser Foreshore Park Fitness Circuit last Friday.  The City of Burnaby has been presented a Certificate of Recognition for Outdoor Adult Fitness Park National Demonstration Site by Playcore.

 

 

6.

INQUIRIES

 

 

Commissioner Alzner suggested that different types of music be considered for the public swim sessions.

 

Staff will review the music play list and Commissioner Alzner’s comments will be taken into consideration.

 

 

Commissioner Matricardi complimented staff for the successful summer music events.

 

 

Commissioner Larkin inquired if the music played at Central Park Pool is different from other pools.

 

The Director advised that similar pop music generally motivating to swimmers is played at indoor pools. 

 

Pool staff advised that music at pools is meant to cater to swimmers.

 

Commissioner Clark inquired if there are any safety concerns of music on lifeguarding.

 

Pool staff advised that lifeguards may wear ear plugs to take off the edge of the music volume.

 

Commissioner Alzner commented that loud music sometimes interrupts the social ambience of the pool.
