A meeting of the Planning and Development Committee was held in the Council Committee Room, main floor, City Hall, 4949 Canada Way, Burnaby, B.C. on Tuesday, 2017 June 27 at 5:30 p.m.

Re:  Concerns Regarding Rezoning of 4345 Grange Street Area

Speakers:  Ms. Karen Church and Ms. Merlyn D'Cunha________

 

Ms. Karen Church, #305 4345 Grange Street and Ms. Merlyn D’Cunha, #210 4345 Grange Street appeared before the Committee advising of their concerns regarding the potential rezoning of 4345 Grange Street. Correspondence received from the delegation included the signatures of six strata owners.

 

The delegation addressed the implications of the potential rezoning and expressed concerns regarding developers that have recently approached the tenants with offers of purchase.  The speakers fear that if 80% of the owners agree to sell, the residents wishing to stay in the Metrotown area will not be able to afford to buy back into their neighbourhood.

 

The speakers requested that the City consider the effects of rezoning on long time home owners.

Re:  Affordable Homes in Metrotown

 

 

Correspondence was received from Mr. Rick Erb expressing concern regarding the displacement of a vibrant Metrotown community if the Metrotown Development Plan update is adopted.

 

B)

Correspondence from Marianne Fuller

Re:  Lane Houses and Suites­­­­­________

 

 

Correspondence was received from Ms. Marianne Fuller requesting that the City give further consideration to lane way homes to address the lack of affordable housing in the lower mainland.

 

The Committee requested that staff forward information regarding lane homes to Ms. Fuller.

Memorandum from Deputy City Clerk

Re:  Launch Activities for the

        Environmental Sustainability Strategy

 

 

A memorandum was received from the Deputy City Clerk advising that Council, at its Open meeting held on 2017 June 12, received a report entitled Launch Activities for the Environmental Sustainability Strategy.

 

The purpose of the report was to update Council on the recent launch activities for the Environmental Sustainability Strategy (ESS).

A)

Report from Director Planning and Building

Re:  Burnaby Transportation Plan Update__

 

 

The Director Planning and Building submitted a report initiating a process for the development of a renewed Burnaby Transportation Plan.

 

A staff presentation provided the Committee with a synopsis of the report.  The presentation outlined policy and planning, implementation and liaising as the three main components of Burnaby’s Transportation Program.

 

The updated plan will also address accommodating growth and lifestyle shifts, economic and affordability shifts, planning and policy shifts, and technology shifts.  Included in the report are the scope, phasing, activities and the public consultation framework.

 

The Committee thanked staff for the presentation and requested that the Transportation Plan presentation be repeated at an upcoming meeting of Council.

 

The Director Building and Planning recommended:

 

1.    THAT the Committee recommend that Council approve the scope of the Burnaby Transportation Plan update, as outlined in section 3.0 of this report.

 

2.    THAT the Committee recommend that Council endorse the public consultation framework, as outlined in section 4.0 of this report.

 

3.    THAT the Committee recommend that Council authorize staff to undertake Phase 1 of the public consultation program, as outlined in section 5.0 of this report.

 

4.    THAT the Committee recommend that Council endorse the draft vision, themes, and goals, as a basis for public consultation, as outlined in section 6.0.
