An Open meeting of the City Council was held in the Council Committee Room, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Monday, 2017 May 15 at 6:30 p.m. followed immediately by a Closed meeting from which the public was excluded.  At the conclusion of the Closed meeting, the Open meeting was reconvened at 7:00 p.m. in the Council Chamber.

Councillor Johnston, on behalf of His Worship, Mayor Derek R. Corrigan proclaimed the week of 2017 May 21 - 27 as "Cycling 4Diversity Week" in the City of Burnaby.

Local Government Awareness Week (2017 May 19 - 23)

 

 

Councillor Jordan, on behalf of His Worship, Mayor Derek R. Corrigan proclaimed the week of 2017 May 19 - 23 as "Local Government Awareness Week" in the City of Burnaby.

 

C)

National Missing Children’s Month (2017 May) and Missing Children’s Day (2017 May 25)

 

 

Councillor Wang, on behalf of His Worship, Mayor Derek R. Corrigan proclaimed the month of 2017 May as "National Missing Children’s Month" and proclaimed 2017 May 25 as “Missing Children’s Day” in the City of Burnaby.

 

            PROVINCIAL ELECTION 2017

 

Mayor Corrigan congratulated Councillor Anne Kang on being elected as Provincial MLA for Burnaby-Deer Lake. His Worship also congratulated Burnaby-Edmonds’ Raj Chouhan, Burnaby-Lougheed’s Katrina Chen and Burnaby North’s Janet Routledge. Mayor Corrigan acknowledged the hard work and years of service by outgoing MLA Richard Lee.

 

Mayor Corrigan will be writing letters to the outgoing and incoming MLAs thanking them for their service and bringing to their attention the issues and priorities of the City of Burnaby.

His Worship, Mayor Derek R. Corrigan introduced Local Government Awareness Week, May 21 to 27, 2017.  Local Government Awareness Week is an annual Union of BC Municipalities initiative held in May to encourage public participation in local government. Following is the text of the Mayor’s remarks:  

 

“The theme for Burnaby’s Local Government Awareness Week 2017 is ‘Celebrating and Connecting Burnaby’. It promotes local government awareness and opportunities to be engaged in civic life.  As 2017 marks Burnaby’s 125th birthday, the week has been coordinated to highlight birthday celebrations.

 

To help us honour both special events, we hosted a drawing contest and asked grade 5, 6, and 7 students to tell us what they love about their City. We asked them to let their imaginations run wild and to create a masterpiece that showcases Burnaby. 

 

We were amazed with the quality of art that was submitted for this contest. We had almost 100 student submissions from throughout the City!  Our judges had the tough job of choosing only 4 winners. It’s clear that there is a lot of talent and creativity in our schools.

 

The judging team included City of Burnaby staff (a Social Planner, a Community Arts Programmer, a Communications expert, my assistants) and me! We judged everyone’s work on how well it related to the theme, the level of creativity and the overall quality.

 

These four girls in front of me exceeded all of my expectations. Their work really stood out. And best of all, their art put a smile on my face and reminded me of everything that I, too, love about Burnaby.

 

I am very pleased to recognize each of them individually and their work in front of their families, City Council and staff this evening. To further celebrate their hard work and artistic skills, I have some prizes for each of them. Their art will also be mentioned in the summer issue of InfoBurnaby and on the City of Burnaby’s website and social media.”

Mayor Corrigan acknowledged that Mr. Blancard had withdrawn his delegation request due to illness, but had conveyed concerns to Council regarding: parking on Highland Drive including a request for resident only parking restrictions, senior citizen Home Owner Grant, and bi-weekly garbage pickup. The Mayor and staff will respond to Mr. Blancard’s concerns.

Re: Safety Countermeasures - Canada Way at Rayside Street

 

 

The Public Safety Committee submitted a report to Council to review road safety concerns along Canada Way at Rayside Street.

The Public Safety Committee recommended:

1.         THAT Council approve the implementation of several road improvements to mitigate safety concerns along Canada Way at Rayside Street, as detailed in this report.

2.         THAT a copy of this report be sent to Mr. Brad Jones, #803 – 11211 85 Street, Edmonton, AB T5B 4T7.

The City Manager submitted a report from the Director Engineering to seek Council approval for a road closure.

The City Manager submitted a report from the Director Finance to seek Council approval for the appointment of the Treasurer/Financial Officer.

1.         THAT Council authorize the City Solicitor to bring forward a bylaw to appoint Noreen Kassam as Treasurer/Financial Officer for the City and repeal Burnaby Treasurer Appointment Bylaw 2010 (Bylaw No. 12802).

1.         THAT the signing officers for the operating investment transaction account, the operating disbursement and deposit accounts and the U.S. bank account be as follows:

N. Kassam, R. Klimek, R. Grewal, K. Lai, R. Mester, the Mayor, any two of them; and

2.         THAT the signing officers for the payroll bank account be as follows:

The City Manager submitted a report from the Director Finance to obtain Council approval to award a contract for the supply, delivery and installation of tires and related services.

The City Manager recommended:

1.         THAT Council approve a contract award to Son Tirecraft Burnaby Inc. for an estimated total cost of $850,000.00 including GST and PST in the amount of $91,071.43 as outlined in this report. Final payment will be based on actual quantity of goods delivered and services provided.
