An Open meeting of the City Council
was held in the Council Committee Room, Burnaby City Hall, 4949 Canada Way,
Burnaby, B.C. on Monday, 2016 June 20 at 6:00 p.m. followed immediately by a
Closed meeting from which the public was excluded. At the conclusion of the
Closed meeting, the Open meeting was reconvened at 7:05 p.m. in the Council
Chamber.

Mr. Kai Liang (owner) and Ms.
Annie Zhang (friend), 7211 4th Street, Burnaby, appeared before Council to speak
to the City’s intent to file a notice in the Land Title Office with respect
their property being in contravention of City Bylaws. Ms. Zhang stated Mr.
Liang is in the process of selling the property and the purchasers of are
aware of the City Bylaws contravention.
Council clarified the role of the
City in the notification process and explained that a Notice on Title
guarantees that all parties are aware that the property is in contravention
of City Bylaws.

submitted a report from the Director Planning and Building seeking a Council
resolution to file a notice in the Land Title Office pursuant to Section 57
of the Community Charter, with respect to a property in contravention of City
Bylaws.
The
City Manager recommended:

THAT Council direct the
City Clerk to file a Notice in the Land Title Office against title to the
subject property stating that:
a) A
resolution relating to the land has been made under Section 57 of the Community
Charter; and,
b) Further
information respecting the resolution may be inspected at the offices of the
City Clerk, City of Burnaby.

dated 2016 June 20 on the following matters:

The City Manager
submitted a report from the Director Engineering presenting Council with the
City's Annual Drinking Water Quality Monitoring Report for 2015.
Council encouraged
residents to take all efforts to conserve water by using the many water
conservation tactics outlined in the report.
The
City Manager recommended:

1. THAT this report be
received for information purposes.
2. THAT a copy of this report
be forwarded to:
a) The Environment Committee; and
b) Mr. Lloyd Struck, Environmental

The City Manager
submitted a report from the Director Engineering seeking Council approval of
the subject maintenance agreement, which has been negotiated with the City of
Coquitlam for North Road.
The
City Manager recommended:

1. THAT
staff be authorized to execute the new North Road maintenance agreement.
2. THAT
staff be authorized to bring forward a bylaw for the execution of a maintenance
agreement for North Road, between Coquitlam and Burnaby, to be effective upon
its adoption by Coquitlam and Burnaby only after the portions of North Road
become municipal road vested in and owned by the City of Burnaby.

Services seeking Council approval for a new five year licence for the
Burnaby Lake Rugby Committee to operate the clubhouse portion of the
fieldhouse at the Burnaby Lake Sports Complex-East.

City Manager recommended:

1. THAT
approval be given for a new five year licence for one dollar ($1) per year plus
one option to renew for a further five years with the Burnaby Lake Rugby
Committee to operate the clubhouse portion of the fieldhouse at Burnaby Lake
Sports Complex-East with terms and conditions as outlined in the attached
report.

seeking Council authorization to bring forward a bylaw to appropriate
$413,460 from Capital Reserves to finance nine projects.
Council requested signage
to prohibit non-golfers from walking along the fairway to restrict the
liability risk to the City.

submitted a report from the Director Finance seeking Council approval to
award a contract for the 2016 South Slope Creek Erosion Mitigation Project.
The work of this assignment includes in-stream improvements including erosion
mitigation and creek bank stabilization of Kaymar Creek, Glen Lyon Creek and
Sussex Creek.

City Manager recommended:

Council approve a contract award to Mission Contractors Ltd. for a total cost
of $600,798.69 including GST in the amount of $28,609.46 as outlined in this
report. Final payment will be based on the actual quantity of goods and
services delivered and unit prices as tendered.

Request for Expressions of
Interest (RFEI) - City Land Program for Non-Market Housing – Councillor Jordan
Councillor Jordan brought to the
attention of Council and the public that the RFEI for the City Land
Program for Non-Market Housing Projects is now on the BC Bid website (www.bcbid.gov.bc.ca). Councillor Jordan
encouraged all not-for-profit organizations interested in developing non-market
housing to respond to the request.

Item (G) of the Council correspondence package received to 2016 June 16 from
Ms. Annie Lui. Councillor Jordan commended Ms. Liu’s understanding of the
current housing market in Burnaby.

Councillor Wang encouraged Council and
the public to attend the Chinese Cultural Heritage Festival to be held on 2016

Investing in Post–Secondary
Education – Councillor Dhaliwal

WHEREAS education is both an economic and social driver,
and therefore of benefit to local communities; and
WHEREAS two major changes in Advanced Education policy in
the past two years (the elimination of tuition-free Adult Basic Education and
English as a Second Language programs and the launch of the Skills for Jobs
Blueprint) have had a dramatic negative effect on student choices and access to
post-secondary programs for BC students;
THEREFORE BE IT RESOLVED THAT Burnaby City Council
endorse the Federation of Post-Secondary Educators’ “Open the Doors” campaign
and pledge support for a fully-funded, public post-secondary system; and
BE IT FURTHER RESOLVED THAT Council request the Mayor to
write a letter to Minister of Education Mike Bernier, Minister of Advanced Education
Andrew Wilkinson, and Premier Christy Clark requesting the Government of
British Columbia to restore full funding to BC’s public post-secondary system,
including free tuition for Adult Basic Education and English language programs;
and
BE IT FINALLY RESOLVED THAT this motion be submitted to
the convention of the Union of BC Municipalities.
