An ‘Open’ meeting of the Public
Safety Committee was held in the Council Chamber, Burnaby City Hall, 4949

THAT
the minutes of the 'Open' meeting of the Public Safety Committee held on 2016
March 10 be adopted.

CARRIED UNANIMOUSLY
Yasmin Rajwani and Joel
Vanden Broek, Burnaby Mountain Secondary School appeared before the Committee to
provide an overview and mandates of the Community Safety Initiative (CSI) Club
at Burnaby Mountain Secondary School.
Ms. Rajwani and Mr. Vanden
Broek advised the Committee that the CSI was initiated in September of 2015 and
currently has 25 members. Their initiatives include:

Safety
Awareness in School;
·
SpeedWatch;
·
Graffiti
Education;
·
Elementary
School Safety Presentations; and
·
Graffiti
Removal.
The CSI students, through
their involvement on the District #2 Community Policing Advisory Committee
(CPAC), have volunteered their time assisting with SpeedWatch. This entailed
recording the number of cars above and below the speed limit and cell watch.
Upon receiving a
presentation from Kathy Wipf and Cst Shelby Murphy regarding graffiti, the CSI Club
brainstormed on how best to pass the information onto elementary schools in
Burnaby. As a result of their collective thinking, Graffiti Busters was
initiated in the form of a comic and video.
Aki Ediriweera and Kavin
Herath, Burnaby North Secondary School also appeared before the Committee to
present the Committee with information regarding the Community Policing Club (CPC)
at Burnaby North.
The CPC was initiated in
January of 2015 and is also involved with the District 2, CPAC. Meetings are
conducted in person and through e-meetings on a Facebook page.
The initiatives of the CPC
include community talks presented by the RCMP on youth issues such as drug use
and gang culture. Community walkabouts are conducted to focus on community
engagement with neighbours around the school and to address any potential
issues.
Senior safety is another
initiative being focused on by the CPC. The CPC would like to ensure that
seniors have a voice and a vehicle for expressing concerns and services that
could be improved upon.
The overall goals for the
CPC are to:

Safer
Burnaby;
·
Engage
youth;
·
Prevent
crime;
·
Promote
leadership skills; and
·
Advocate
for seniors programs.
The Committee thanked all
the presenters for the initiative they are exhibiting in improving the City of
Burnaby through their leadership. The Committee requested that both CPC and
CSI reach out to other high schools in Burnaby to assist them in creating their
own policing clubs.

THAT
the Monthly Reports be received.

Mr. Wong, Chair, District #1 provided
a monthly report advising that break and enters are still being experienced
in the area.
Vigilant residents in the area
submitted cell phone photos of suspicious individuals, one resulting in the
arrest of persons involved in a break and enter.
Hats Off Day is scheduled for
Saturday, June 04.

Ms. Orazietti, Chair, provided a
monthly report of activities that took place in in District #2.
Ms. Orazietti advised that security
at Lougheed Mall has embarked on a ‘Tenant Safety Training’ program for
merchants regarding personal safety. Security have also implemented ‘Safe
Walks’. This is a service provide to accompany staff making evening bank
deposits or to their vehicles in the evening.
Ms. Orazietti appraised the
Committee that due to upcoming elections she will no longer be the District
#2 representative.
The Committee thanked Ms. Orazietti for
her dedication and service to the community.

Ms. McQueen, Chair, provided a monthly
report which summarized activities that took place in District #3.
Ms. McQueen advised that bike
patrols and the Community Response Team have been active in assisting with
sexual assault investigations in the District.
On March17, the Crime Prevention
Unit hosted a ‘Senior Fraud Awareness Forum’ at Bonsor Recreation Centre,
which was very well attended.

Ms.
Gates, Chair, provided a report summarizing activities which took place in
District #4.
Suncrest School Speed Watch noted
growing concern over the number of vehicles exceeding the speed limit through
the park and school zone on Rumble Street, east of Boundary.

**Ms. Li, retired from the meeting at 7:02 p.m.**
Chris Bowcock, Deputy Fire Chief,
Administration submitted a report summarizing fire department service
delivery and programs. Mr. Bowcock advised that long serving Deputy
Fire Chief, Ron Barker, retired on April 29.
Spring training was conducted on the
topics of; Fire Officer 1, Fire Officer 3, Hazmat Technicians, Driver
Training Instructors and First Responder Instructors. The report advised
that 40 members participated in the training sessions.
On April 30, members from the Fire
Prevention Office attended the ‘Community Safety Forum’ at the Ismaili
Centre. They provided instruction around fire safety and the use of fire
extinguishers. The Fire Prevention Office also attended the ‘City of Burnaby
Safety Fair’ on May 4, to provide public education.
The Committee requested information
regarding recently reported Hoover Board fires.
Fire staff undertook to provide the
information to the Committee.

Kathy Wipf and Cst Shelby Murphy
both conveyed kudos to the student presenters from Burnaby Mountain. They
expressed appreciation for the initiative and creativity shown by the Graffiti
Busters Program.
A prolific Graffiti offender was
charged with two graffiti- related offences and in April, the Burnaby RCMP
submitted seven more offences to Crown Counsel related to this individual.
In March and April, volunteers in
the community continued to actively remove graffiti on private property.
Replacement wraps were installed on thirty traffic signal cabinets and four
mural applications will take place this summer.

**Mr. Holden, retired from the meeting at 7:12 p.m.**
C/Supt. Critchley provided the
Committee with an update on the Annual Performance Plan (APP) planning
session. The session was held in April and was comprised of police and
municipal staff and key community stakeholders collaborating to assist in
developing local policing priorities for the upcoming year.
The five operational priorities
arising from the planning session were:

Crime

Mental
Health
·
Youth
·
Road
Safety
·
Violent
Crime
The Crime Prevention Unit hosted a
Senior Financial Awareness Forum, which was very well attended. Safe
Community Series presentations were also held on Personal Safety Awareness at
Burnaby Mountain High School and well as at the Ismaili Centre.
C/Supt. Critchley spoke to the
Committee about the increased incidents of ‘Swatting’. Swatting is the act
of deceiving emergency services into dispatching an emergency response team
based on the false report of an ongoing critical incident.
C/Supt. Critchley provided the
Committee with a discussion Guide regarding the Auxiliary Constable Program.
The Committee was asked to complete the survey online by May 15, 2016.
Overall crime statistics are down,
with increases in auto thefts. District One is experiencing higher break and
enters.
C/Supt. Critchley advised that a
research project regarding Community Policing Offices is currently being
conducted. Surveys will be sent out to residents within a 1.5 kilometer
radius of the four district offices. The information gathered will be used
to increase awareness and address areas of further service.
C/Supt. Critchley apprised the
Committee that Insp. Hartwig, Community Programs Officer is currently on an
extended leave and Staff Sgt. Andy LeClair has been commissioned as an
Inspector to the City of Surrey.
The Committee extended best wishes
to Insp. Hartwig on a complete recovery and to Insp. LeClair on his new
position.
