An Open meeting of the City Council was held in the Council Committee Room, City Hall, 4949 Canada Way, Burnaby, B.C. on Monday, 2018 July 09 at 6:30 p.m. followed immediately by a Closed meeting from which the public was excluded. At the conclusion of the Closed meeting, the Open meeting was reconvened at 7:00 p.m. in the Council Chamber.

Global Day of Inclusion (2018 July 21)

 

 

Councillor Dhaliwal, on behalf of His Worship, Mayor Derek R. Corrigan proclaimed 2018 July 21 as "Global Day of Inclusion" in the City of Burnaby.

 

C)

National Drowning Prevention Week (2018 July 15-21)

 

 

Councillor McDonell, on behalf of His Worship, Mayor Derek R. Corrigan proclaimed 2018 July 15-21 as "National Drowning Prevention Week" in the City of Burnaby.

 

Mayor Derek R. Corrigan – Recognition of Georgia Ellenwood

 

His Worship, Mayor Derek R. Corrigan announced that Georgia Ellenwood, the daughter of the Director Parks, Recreation and Cultural Services, Dave Ellenwood, has won two heptathlon titles (the Canadian National Heptathlon Championship and the Pan American Combined Events Cup) at the Canadian Outdoor Track and Field Championships in Ottawa on July 4th. Earlier this year, Georgia was also named the Big Ten Women’s Field Athlete of the Year.  Mayor Corrigan congratulated Mr. Ellenwood, Georgia and family.

The City Clerk submitted a report of the Resident Initiated Local Area Service Project petitions.

The City Clerk recommended:

1.            THAT Council receive the City Clerk's Certificate of Sufficiency covering the following 2018 Resident Initiated Local Area Services for speed humps.

 

2.            THAT on receipt of the successful petition, the City Solicitor prepare a Local Area Service Construction Bylaw for the successful project.

 

3.            THAT on receipt of the petition, the City Solicitor prepare a Local Area Service Fund Expenditure Bylaw for the successful project.

 

4.            THAT the owners of the properties on the petitions be advised of the outcome.

Planning and Development Committee

Re: Proposed Zoning Bylaw Text Amendments - 2018 June

 

 

The Planning and Development Committee submitted a report proposing a number of text amendments to the Burnaby Zoning Bylaw to allow for fitness and health facilities in the C9 Commercial District, and beekeeping on a greater range of lot sizes providing more flexibility in siting beehives.

The Planning and Development Committee recommended:

1.            THAT  Council  be  requested  to  authorize  the  preparation  of  a bylaw amending  the  Burnaby  Zoning  Bylaw,  as  outlined  in  Section  2.0 of the report, for advancement to a Public Hearing on 2018 July 24.

Planning and Development Committee

Re: Zoning Bylaw Amendment - Expanding Opportunities for Child Care Facilities in Commercial Areas                                     

 

 

The Planning and Development Committee submitted a report proposing text amendments to the Burnaby Zoning Bylaw to include child care facilities as a permitted use in select Commercial Districts, and aligning child care parking requirements with Commercial parking requirements.

The Planning and Development Committee recommended:

1.            THAT  Council  be  requested  to  authorize  the  preparation  of  a  bylaw amending the Burnaby Zoning Bylaw, as outlined in Section 3.0 of the report for advancement to a Public Hearing at a future date.

 

2.            THAT a copy of this report be sent to the Fraser Health Authority, Licencing Office, at 4946 Canada Way, Burnaby, BC V5G 4H7 and the Burnaby New Westminster YMCA Child Care Resource and Referral.

 

3.            THAT a copy of the report be sent to the Sustainable City Advisory Committee for their information.

The City Manager submitted a report from the Director Planning and Building seeking Council approval for registration of a statutory right-of-way on City lands in favour of BC Hydro.

The City Manager recommended:

1.            THAT Council approve the registration of the proposed statutory right-of-way in favour of BC Hydro, as outlined in the report.

The City Manager submitted a report from the Director Engineering seeking Council approval for a temporary road closure.

2.            THAT the coordinator of the event, Laureena Silva, Program Coordinator, Bonsor Recreation Complex, 6550 Bonsor Ave., Burnaby, BC V5H 3G4, be sent a copy of the report.

The City Manager submitted a report from the Director Planning and Building providing Council with information on construction activity as reflected by the building permits that have been issued for the subject period.

4.

CONTRACT AWARD

10TH AVENUE PRV REPLACEMENT AND SYSTEM UPGRADES                                                                         

 

 

The City Manager submitted a report from the Director Finance seeking Council approval to award a contract for the pressure reducing valve (PRV) replacement and system upgrades at the 10th Avenue PRV and reservoir and Greenall PRV.

 

The City Manager recommended:

 

1.            THAT Council approve a contract award to Tritech Group Ltd. for an estimated total cost of $971,537.05 including GST in the amount of $46,263.67 as outlined in the report. Final payment will be based on the actual quantity of goods and services delivered and unit prices as tendered.

5.

REZONING REFERENCE #16-58

NEW CHILD CARE AND NON-MARKET RENTAL HOUSING USES                                                                                                  

 

 

The City Manager submitted a report from the Director Planning and Building seeking  Council authorization to forward this application to a Public Hearing on 2018 July 24. The purpose of this rezoning amendment is to permit the redevelopment of a portion of the site to accommodate additional non-market rental housing units and replace the existing child care centre.

 

The City Manager recommended:

 

1.            THAT a  Rezoning  Bylaw  be  prepared  and  advanced  to First Reading on  2018  July  09  and  to  a  Public Hearing on 2018 July 24 at 7:00 p.m.

 

2.            THAT Council authorize staff to complete the necessary ground lease agreement, subdivision-road dedication, and rezoning for the subject City-owned  property  at  3755  Banff  Avenue,  as  outlined  in  the report.

 

3.            THAT Council approve the issuance of a Community Benefit Housing Fund grant to Bumaby Association for Community Inclusion (BACI) in the amount of $1,726,287.00, as outlined in Section 3.3 of the report, subject to the completion of the rezoning.

 

4.            THAT the following be established as prerequisites to the completion of the rezoning: 

 

a.            The submission of a suitable plan of development.    

 

b.            The deposit of sufficient monies, including a 4% Engineering Inspection Fee, to cover the costs of all services necessary to serve the site and the completion of a servicing agreement covering all requisite services. All services are to be designed to City standards and constructed in accordance with the Engineering Design. One of the conditions for the release of occupancy permits will be the completion of all requisite services.

 

c.            The installation of all electrical, telephone and cable servicing, and all other wiring underground throughout the development, and to the point of connection to the existing service where sufficient facilities are available to serve the development.

 

d.            The demolition of the existing child care building from the site prior to Final Adoption but not prior to Third Reading of the Bylaw.

 

e.            The dedication of any rights-of-way deemed requisite.

 

f.             The granting of any necessary statutory rights-of-way, easements and/or covenants, including restricting enclosure of balconies and ensuring compliance with the accepted acoustical study.

 

g.            The review of a detailed Sediment Control System by the Director Engineering.

 

h.            The  submission of  a  suitable  on-site  stormwater  management system to the approval of the Director Engineering, the deposit of sufficient monies for its provision, and the granting of a Section 219 Covenant to guarantee its provision and continuing operation.

 

i.              The registration of a new Lease Agreement, as outlined in Section 3.3 of this report.

 

j.              Compliance with Council-adopted sound criteria.

 

k.            The submission of a suitable Solid Waste and Recycling Plan to the approval of the Director Engineering.

 

l.              The design and provision of units adaptable to persons with disabilities, the provision of customized hardware and cabinet work  being  subject  to  the  lease  of  the  unit  to  a  disabled person.

 

m.           The deposit of the applicable Parkland Acquisition Charge.

 

n.            The deposit of the applicable GVS & DD Sewerage Charge.

NEW BUSINESS

 

 

a)  Councillor McDonell – Edmonds City Fair & Classic Car Show

 

Councillor McDonell encouraged Council and the public to attend the Edmonds City Fair & Classic Car Show taking place on Edmonds Street, between Kingsway and Canada Way, on Sunday, 2018 July 15 at 11:00 a.m.  The Fair will showcase family events, live entertainment, food trucks, a petting zoo, an agility dog show, and other entertainment.

 

b)  Councillor Johnston – VSO Symphony in the Park

 

Councillor Johnston praised the VSO and City staff on hosting another successful and well attended event.  

 

c)  Councillor Calendino – Giro di Burnaby

 

Councillor Calendino reminded staff, residents and Council that the Giro di Burnaby is to take place on Thursday, 2018 July 12 on Hastings Street beginning at 5:30 p.m. The event includes a youth race at 5:30 p.m., women’s pro race at 6:00 p.m., and a men’s pro race at 7:00 p.m.

 

d)  Councillor Volkow – Don Bellamy Passing

 

Councillor Volkow acknowledged the passing of a long time Vancouver City Councillor Don Bellamy at the age of 91. Mr. Bellamy served youth, citizens and naval veterans with selfless dedication for much of his adult life.
