An ‘Open’ meeting of the City
Council was held in the Council Chamber, Burnaby City Hall, 4949 Canada Way,

The
Open Council meeting was called to order at 7:02 p.m.
|
His Worship, Mayor Corrigan announced
that the BC Recreation and Parks Association awarded the City of Burnaby Parks,
Recreation and Cultural Services Department with the BCRPA Facility Excellence
Award for the Edmonds Community Centre. The award was presented to Councillor
McDonell at the Association’s annual symposium held last week in Victoria.
Mayor Corrigan noted the extensive
public consultation process prior to construction of the facility resulted in a
“people’s” community centre, a place where the physical design of the centre,
along with its programs and services reflect the needs and preferences of the
community. The features of this landmark facility include a six-lane swimming
pool, a leisure pool with a lazy river, two full size gymnasiums, a 7,000
square foot fitness area, a 3,000 square foot active studio, and multi-purpose
rooms.
The Mayor advised that the role of the
Centre extends beyond a recreational and cultural facility, to be a significant
neighbourhood gathering place. Elements were intentionally incorporated into
the design to make it conducive for informal connections throughout the Centre,
creating a very welcoming atmosphere, and resulting in positive social benefits
in the surrounding area.
In conclusion, the Mayor, on behalf of
Council, extended congratulations to all of the citizens and staff who are
helping to use this new facility to its best advantage.

Good Neighbours Award

– Councillor Paul McDonell

His Worship, Mayor Derek Corrigan
announced that Councillor Paul McDonell has received a Good Neighbour Award
from the Association of Neighbourhood Houses of BC. Following is the text of
the Mayor’s remarks:
“Tonight, I want to recognize an
incredible achievement by one of our City Councillors who was honoured on May
7th by the Association of Neghbourhood Houses of BC for his long-standing
community leadership.
At this year’s 30th Annual Good
Neighbour Awards, Councillor Paul McDonell was awarded the 2015 BC Good
Neighbour Award for his dedication and many years of highly-effective community
service in his neighbourhood of Burnaby-Edmonds and around the province.
The Association of Neighbourhood
Houses of BC hosts these awards each year as a celebration of the spirit of
volunteerism and neighbourliness. The organization opens its doors for over
270,000 individual visits every year, connecting neighbours, reducing
isolation, welcoming newcomers and making a difference in thousands of lives.
On behalf of your colleagues and friends,
I want to pass on our sincere congratulations and appreciation to you
Councillor McDonell on receiving this special award. It is always evident for
those who see Councillor McDonell on a regular basis just how hard-working and
deserving he is to receive this honour. They don’t call him Mr. Burnaby for
nothing!
Councillor McDonell embodies the
spirit of community service and leadership and has made a real difference
especially in his neighbourhood of Burnaby-Edmonds where he has played a key
role in bringing people together and affecting positive change at various
levels of the community.
Councillor McDonell has worked
throughout the years in many volunteer capacities; he was highly involved with
many charitable causes during his time as a firefighter in Vancouver before he
retired as Deputy Chief in 1999. He has held the positions of Chair and
Provincial Director of the Muscular Dystrophy Association of BC, and he is a
past-Chair of the Burnaby and Simon Fraser Health Boards. Councillor McDonell
also worked closely with the United Way for 7 years and acted as Chair for one
year which gave him a unique perspective on the range of issues faced by people
in the community as well as the importance of partnerships in building
community-based solutions and positive change.
As a Burnaby resident, Councillor
McDonell’s commitment and passion for serving his own community has led him to
support the creation of the Burnaby Edmonds Lions Club and he worked tirelessly
to initiate the first Edmonds Santa Claus Parade.
As a Lions member and a member of the
Edmonds Town Centre Business and Community Resident Association, he has also
worked hard to address crime and graffiti by spearheading several mural
projects. In 2005, Councillor McDonell brought supporters together to initiate
the Edmonds City Fair which has become the annual City Fair and Classic Car
Show held each July.
On top of his most recent BC Good
Neighbor Award, Councillor McDonell was awarded the Queen Elizabeth II Diamond
Jubilee medal in 2013 for his significant achievement and service to his fellow
citizens.
Thank you again for all you do in the
community Councillor McDonell and if there is anyone who is deserving of this
award, it is you.”
Mr. Mark Pullen, Retired
Captain, Burnaby Fire Department, accompanied by his rescue dog Hunter, Mr.
Dave Samson, Captain, and Jamie Buis, Captain, appeared before Council to
provide an overview of their earthquake relief efforts in Nepal. The presenters
introduced the following members of the Burnaby Fire Department that also
traveled to Nepal.
The speakers provided
information regarding the history of their light urban search and rescue team
and their deployment to Nepal as part of the Canadian Medical Assistance Team. They
also provided a PowerPoint presentation including photographs of their recovery
efforts and the devastation they encountered in the earthquake zone.
The speakers concluded by
noting Burnaby Firefighters Local 323 established a website at www.fundaid.ca/nepal to raise $35,000 to build
new homes for seven Nepalese families.

His Worship Mayor Derek Corrigan proclaimed 2015 May 17 - 23 as "Cycling4Diversity
Week” in the City of Burnaby.

Worship Mayor Derek Corrigan proclaimed 2015 May 22 as "Day of
Bosnia and Herzegovina” in the City of Burnaby.

Councillor Wang, on behalf of His
Worship Mayor Derek Corrigan proclaimed 2015 May 17 - 23 as "Public
Works Week” in the City of Burnaby.
His Worship, Mayor Corrigan noted
that the grand opening of the City of Burnaby Still Creek Works Yard, 4840
Still Creek Drive, will be held on Saturday, May 23 from 10:30 p.m. to 2:30
p.m.

Update on the Economic Development Activities

Mr. Paul Holden, President
& CEO, Burnaby Board of Trade appeared before Council to present their new centralized
website that houses key economic data and information about operating a
business in Burnaby. The website contains an economic development section with
the following headings:

indicators

livability
Mr. Holden noted the
website will be marketed to site selectors throughout North America that work
with organizations looking to relocate.

Block Watch on Chaffey and Halley Avenues
Speaker:

John Raue, 5668 Chaffey
Avenue, Burnaby appeared before Council to address safety issues for children walking
to and from Chaffey-Burke Elementary School. The speaker expressed concern
regarding pedestrian walkways, paths, road disruptions and speeding traffic.

The Traffic
Safety Committee submitted a report to Council addressing concerns
about pedestrian crossings along Kingsway between Edmonds and 14th Ave. A
pedestrian safety review supported upgrading of the existing pedestrian
signal at Kingsway and 14th Ave. to a full signal to improve safety. The
review also supported the installation of a new pedestrian signal at Kingsway
and 16th Ave. to facilitate pedestrian crossings.
The Traffic Safety Committee
recommended:
1.
THAT Council authorize that the existing pedestrian signal at Kingsway and
14th Avenue be converted from a pedestrian signal to full traffic signal at
an estimated cost of $140,000 funded from the 2015 Capital Budget (Traffic
Signals EMF.0041).
2.
THAT Council authorize that a new pedestrian signal be installed at Kingsway
and 16th Avenue at an estimated cost of $220,000 funded from the 2015 Capital
Budget (Traffic Signals EMF.0041).
3.
THAT a copy of this report be sent to the Eastburn Junior Youth Group C/O Ms.
Mina Rohani, #219 – 7040 Arcola Street, Burnaby, BC V5E 1H6.

the recommendations of the Traffic Safety Committee be adopted.

The Traffic Safety
Committee submitted a report to Council regarding traffic control at the
intersection of Marine Drive and Nelson Avenue. The Committee noted a recent
review of the intersection showed that the installation of a traffic signal
would help to better regulate traffic and reduce congestion, especially
during peak periods when traffic volumes are higher.
The Traffic Safety Committee
recommended:
1.
THAT Council authorize the installation of a traffic signal at the
intersection of Marine Drive and Nelson Avenue at an estimated cost of $240,000
funded from the 2015 Capital Budget (Traffic Signals EMF.0041).

The City Manager
presented a report dated 2015 May 11 on the matters listed

The City Manager
submitted a report from the Director Finance to
obtain Council approval for an advance of
the 2015 BIA funds to the Heights Merchants Association.
The City Manager
recommended:
1. THAT Council approve an advance of $100,000 to the Heights
Merchants Association to assist with the costs associated with the 2015 Hats
Off Day Celebration as outlined in this report.

construction contract for the Local Roads Network Pavement Rehabilitation
Program - Package 1.

1. THAT Council approve a contract award to Winvan Paving Ltd.
for a total cost of $2,388,052.75 including GST in the amount of $113,716.80
for work as outlined in this report. Final payment will be based on actual
quantity of goods and services delivered and unit prices as tendered.
