Ms. Danielle Prevost, Canadian Wildlife Service
- Environment Canada, appeared before Council providing information on the
Species at Risk Act (SARA), its impacts on the community, what the
Environment Canada does and how they can support the City of Burnaby.
The speaker noted that the
Government of Canada introduced the Species at Risk Act to protect endangered
and threatened species, and the spaces they need to flourish.
It was noted that the Federal
Government is responsible for Canadian inland and territorial waters, and all
aquatic species and migratory birds. The Federal Government has a role in
assessing whether species are protected by the Provinces and Territories.
The Provinces and Territories are primarily responsible for the majority of
Canadian lands.
Ms. Prevost advised that critical
habitat protection collaboration could include partnerships, such as the
South Coast Conservation Program; Regional Biodiversity Conservation
Strategy; mapping, technical and planning support; co-developed resources,
i.e. stewardship practices, and others.
The speaker reviewed a three-year
plan for Burnaby on species at risk:

Extirpated
– Pacific Gophersnake
·
Threatened
– Common Nighthawk
·
Assessed
as Threatened – Barn Owl
·
Special
Concerns – Ancient Murrelet, Great Blue Heron, Monarch Butterfly, Western
Screech Owl, Band-tailed Pigeon, Northern Red-Legged Frog, Northern Rubber
Boa, Peregrine Falcon, Short-eared Owl, Spotted Bat, Western Toad, and
Vancouver Island Beggarticks
In conclusion, Ms. Prevost noted that
several consultation documents will be send to the City of Burnaby, in the
near future, seeking feedback and possible collaboration.
