An Open meeting of the City Council was held in the Council Committee Room, City Hall, 4949 Canada Way, Burnaby, B.C. on Monday, 2018 May 14 at 6:30 p.m. followed immediately by a Closed meeting from which the public was excluded. At the conclusion of the Closed meeting, the Open meeting was reconvened at 7:00 p.m. in the Council Chamber.

Forest Hills Residents

Re: Kinder Morgan Protest Camps

Speaker: Darlene Johnston

 

 

Ms. Darlene Johnston appeared before Council on behalf of the Forest Hill residents expressing safety concerns with the Kinder Morgan protest camps.  Ms. Johnston submitted a petition to Council containing 176 signatures from residents of the Forest Hill and the Forest Grove neighbourhoods.

 

The speaker expressed concerns regarding traffic, fire safety, litter, negative impact of the protest activities on adjacent property values, cleanup and barricade costs, and public safety regarding urban trail users and nearby elementary schools.

 

Ms. Johnston inquired as to why City bylaws are not being enforced and requested the enforcement of existing bylaws. The speaker requested the City take immediate action to remove the protest camps in the interest of public safety and for the benefit of the surrounding community residents.

 

B)

Watch House Camp

Re: Kinder Morgan Protest

Speaker: Will George and Roxanne Charles (George)

 

 

Mr. Will George and Ms. Roxanne Charles (George) appeared before Council representing the protestors located at the Watch House protest camp. Mr. George noted that the protesters at the Watch House Camp are under the guidance of their Elders, the camp is tidy, safe, and there is no plan to expand the camp in the future. Watch House Camp protestors have protocols in place to ensure the maintenance of public safety, and provide safety training to volunteers who attend the camp.   

 

C)

Camp Cloud

Re: Kinder Morgan Protest

Ms. Elauna Boutwell and Mr. Harold Bolten/Two Eagles on the Fourth Branch appeared before Council noting that the activities undertaken at the Camp Cloud protest site are required to protect the environment for future generations.

1.

PROPOSED SUPPORTIVE HOUSING PROJECT AT

3986 NORLAND AVENUE                                                

 

 

The City Manager submitted a report from the Director Planning and Building seeking Council authorization to continue to work with BC Housing through public consultation and development approval processes for a supportive housing project at 3986 Norland Avenue.

 

The City Manager recommended:

 

1.            THAT Council authorize staff to continue to work with BC Housing through public consultation and development approval processes, as outlined in Section 3.0 of the report, for the development of a supportive housing project at 3986 Norland Avenue.

 

2.            THAT  a  copy  of  the  report  be sent  to  BC  Housing  and  Burnaby MLAs.

PROPOSED AMENDMENTS TO THE BURNABY ANIMAL CONTROL BYLAW 1991, THE BURNABY BUSINESS LICENCE BYLAW 2017 AND THE BURNABY BYLAW ENFORCEMENT BYLAW 2009                                               

 

 

The City Manager submitted a report from the Director Public Safety and Community Services seeking Council amend the Burnaby Animal Control Bylaw

1991  in  order  to  regulate  Pet  Store  businesses  under  the  Burnaby Business Licence Bylaw 2017, and to prohibit the sale of dogs and cats within pet stores.

 

The City Manager recommended:

 

1.            THAT Council direct the City Solicitor to bring forward bylaws to amend:

 

(a)   Burnaby Animal Control Bylaw 1991;

 

(b)   Burnaby Business Licence Bylaw 2017; and

 

(c)   Burnaby Bylaw Notice Enforcement Bylaw 2009,

 

 in accordance with this report.

 

2.            THAT notice  of  the  above  amendment  bylaws  be  advertised  in  the local newspaper for two consecutive weeks after first readings of the bylaws.

INQUIRIES

 

 

a)     Councillor McDonell - Flood Management

 

Councillor McDonell inquired regarding an update on the Fraser River Flood
Response Plan.

 

Staff provided an update on the water level monitoring, and noted that the River Forecast Centre has issued a high streamflow advisory for the Fraser River due to increased snow melt.  Staff is prepared for possible minor flooding in low-lying areas.  Further staff advised Fraser Foreshore Park users should remain well back from the Fraser River’s edge due to high, fast-moving water, keep dogs on leash, and exercise caution.  More information on the Flood Response Plan will be available on the City’s website.
