A memorandum was received from the
Director Engineering in response to correspondence from the Canadian Cancer
Society requesting Council support to ban smoking including electronic
smoking devices in restaurants and bar patios, outdoor public spaces, parks,
beaches, trails and playgrounds.
Staff has completed a review of the
no-smoking policy in other municipalities in the Lower Mainland and noted
that the restrictions with respect to smoking in public spaces continue to
vary amongst communities. With regards to vapour smoking, five communities
in the Lower Mainland (City of Vancouver, City of Coquitlam, City of North
Vancouver, Corporation of Delta and City of Maple Ridge) have included vapour
smoking into their smoking bylaw.
It is to be noted that the City did
have a Smoking Regulation Bylaw which was enforced by the Fraser Health
Authority; however, given that banning of smoking in public spaces arises as
a Provincial function, the City repealed its Smoking Bylaw in 2013.
