An Open meeting of the Sustainable City Advisory Committee was held in the Council Chamber, City Hall, 4949 Canada Way, Burnaby, B.C. on Tuesday, 2018 June 12 at 6:00 p.m.

Community Development and Ecosystem Protection

Speaker: Mark Sloat, Environmental Planner

 

 

Mr. Mark Sloat, Environmental Planner, provided a PowerPoint Presentation outlining the City’s Development and Ecosystem Protection Plan.

 

The speaker advised the storyboards based on the plan were displayed at Environment Week 2018 and Hats Off Day which took place on 2018 June 02. Staff will be presenting at World Rivers Day and other upcoming events throughout the City. One of the displays and presentations at these events includes a large interactive map that highlights Burnaby’s 90 plus waterways, green space and habitat.

 

The presentation included slides showing environmental and ecosystem planning such as Stoney Creek located by Cameron Park in the north east Burnaby area. Photos of the area from 2012 vs 2016 show that in 2016 a streamside conservation area has been maintained and enhanced throughout development. Three other projects with comparison photos were also highlighted.

 

Mr. Sloat noted that an online map has been developed to provide further information and photos on eleven projects. The map will be available as a mobile application and will allow an interactive look at the projects. Staff are hoping to have the interactive map available to the public at World Rivers Day.

 

Staff advised that opportunities to protect and enhance ecosystems are considered when lands are proposed for redevelopment. The City requires developers to include protection and enhancement of ecosystems in their development plans in accordance with the City’s environmental policies and bylaws and community plans.

 

The Chair inquired as to setback and riparian zones for waterways.

 

Staff advised setback can range from 15 – 30 metres and is normally measured from the top of the bank.

Correspondence from The Association for the Protection of Fur-Bearing Animals

Re: Trapping in the City of Burnaby                                             

 

 

Correspondence was received from Ms. Lesley Fox, Executive Director, The Association for the Protection of Fur-Bearing Animals regarding the use of cuff-traps in Burnaby. The Association is requesting that consideration be given to a bylaw setting out additional rules for the use of such traps in the community.

 

The Chair advised that provincial regulations are in place for trapping and that Burnaby does not have a bylaw.

 

Staff advised that provincial regulations oversee where traps should be set and the requirements for monitoring traps. Regulation enforcement is done by the provincial government.

 

The Committee inquired about joining other cities to request better controls for the prevention of trapping and to research what other cities have done.

Report from the Director Planning and Building

Re: World Rivers Day 2018                                       

 

 

The Director Planning and Building submitted a report seeking approval of the proposed program for World Rivers Day 2018 at the Burnaby Village Museum and expenditure authorization for advertising and promoting the program.

The Director Planning and Building recommended:

1. THAT Council approve the proposed program for World Rivers Day 2018 at the Burnaby Village Museum.

2. THAT Council authorize expenditures for World Rivers Day 2018 in the amount of $4,000 for advertising and promotion, as outlined in this report.

 

3. THAT a copy of this report be forwarded to the Burnaby Parks, Recreation and Culture Commission; Mark Angelo, World Rivers Day Chair and Founder and representative of the International River Foundation; and the Outdoor Recreation Council of British Columbia for information purposes.

Report from the Director Engineering

Re: 2017 Annual Drinking Water Quality Monitoring Report

 

 

The Director Engineering submitted a report presenting the City's Annual Drinking Water Quality Monitoring Report for 2017.

The Director Engineering recommended:

        1.      THAT  the Committee recommend to Council to:

a.       Receive this report for information purposes; and

b.     Forward a copy of this report to Mr. Binny Sivia, Environmental Health Officer, Fraser Health Authority, Unit #207 - 2776 Bourquin Crescent West, Abbotsford, BC V2S 6A4.

Staff noted in partnership with Metro Vancouver, the City of Burnaby consistently delivers clean, safe and aesthetically pleasing drinking water to the residents, businesses and visitors in Burnaby. In 2017, the physical, chemical and bacteriological characteristics of the drinking water continued to be of high quality and in compliance with applicable regulations and guidelines.

The Chair suggested that staff arrange for Committee members a tour of the Seymour-Capilano Filtration Plant (SCFP) which opened in 2009.

Staff undertook to make arrangements for a tour of the SCFP in July.

 

Staff advised the Drinking Water Quality 2017 Annual Report also provides information on the bacteriological quality of the water. The bacteriological water quality complied with the BC Drinking Water Projection Regulations.

NEW BUSINESS

 

 

Tessa Vanderkop

 

Ms. Vanderkop advised that “Green Talks” (Burnaby Board of Trade’s annual sustainability forum) will be held on Tuesday, June 26 from 8:00 a.m. to 10:00 a.m. at Shadbolt Centre for the Arts. Additional information on Green Talks is available on the BBOT website.

 

Councillor Calendino

 

Councillor Calendino invited Committee members to attend the Willingdon Linear Park Grand Opening Event on Saturday, July 21 from 10:30 a.m. – 4:30 p.m. The event will feature three zones:

 

·         Zone A – Active Zone (Midlawn Dr. to Charles St.)

·         Zone B – Food Zone (Charles St. to William St.)

·         Zone C – City Showcase Zone (William St. to Parker St.)

 

The official opening ceremonies will take place in Zone A at the Charles Street pocket park.

The Chair advised that Mr. Frank Zhao, Citizen Representative, had submitted a letter of resignation to the Committee.
