An ‘Open’ meeting of the Parks, Recreation and Culture Commission was held in the Council Chambers, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Wednesday, 2015 November 18 at 7:04 p.m.

Ms. Ellen van Eijnsbergen advised that the Geographical Information System (GIS) is a computer system capable of capturing, storing, analyzing and displaying geographically referenced information. The GIS mapping project launched on 2015 November 18, the GIS Day.  The GIS includes Burnaby Map Staff, Burnaby Map Public, Metrotown in 3D, Environmental Projects Heritage Burnaby and COB Public Art.  The City of Burnaby Public Art Story Map was showcased. Ms. Pam London demonstrated how to access the information.

Burnaby Arts Council
Subject:  Year in Review and Funding

 

Mr. Bill Thomson advised that Burnaby Arts Council (BAC) is a non-profit, volunteer based organization with 109 individual members and 23 member groups. Last year they held the Summer Art Festival and the Burnaby Summer Theatre. On November 3rd this year, they held the New Burnaby Art Gallery Public Forum.  The 44th Deer Lake Festival of Arts will begin on November 20th. Mr. Brian Daniel made a video presentation to give an overview of the projects, events and activities that Burnaby Arts Council was connected with.

 

Mr. David Handelman noted that Councillor Volkow, Councillor Kang, Commissioner Peppard and School Trustee Larry Hayes attended the New Burnaby Art Gallery Forum which was well attended.  The forum shows public support for a new art gallery.

 

 

**School Trustee Chen arrived at the Commission meeting at 7:20 p.m. and took her seat at the table.**

Nancy Small, Tourism Burnaby

Larry Hayes, Burnaby Minor Hockey Association
Subject:  Burnaby Minor Hockey Association Christmas Tournament

 

Mr. Larry Hayes provided a brief history of the Burnaby Minor Hockey Association (BMHA) Christmas Tournament which has been in operation for 52 years.  BMHA has been a big part of the sports community in Burnaby. In recent years, they experienced volunteer fatigue and dwindling number of teams participating in the tournament.  This year they have teamed up with Tourism Burnaby to organize a world tournament of minor hockey.  BMHA requests that the arena rental costs be again waived for the tournament.

 

Ms. Nancy Small advised that Tourism Burnaby sees itself in the community as a connector to help groups connect.  In 2015 The BMHA Christmas Tournament is expanded and rebranded as the Pat Quinn Classic.  The tournament will be played at Bill Copeland Arena, Burnaby Lake Arena, Kensington Arena, Burnaby Winter Club and North Shore Winter Club.  BMHA will receive a grant of $5,000 and all proceeds will go to the Pat Quinn Legacy Fund.  The tournament will bring hundreds of visitors to spend in Burnaby.

 

Ms. Small will provide a budget of the proposed tournament for information.

A memorandum was received from Administrative Officer forwarding a report re: Update on the Burnaby Invasive Plant Management in Parks approved by Council on 2015 October 26.

Burnaby Minor Hockey Association
Re:  Request to Waive Arena Rental Costs for Christmas Hockey Tournament

 

Correspondence was received from Burnaby Minor Hockey Association requesting a rental fee waiver for Christmas Hockey Tournament.  A report will be submitted to the Commission at a future meeting.

 

c)

Sean and Nelly Gaster and Family
Subject: Appreciation of Upgrades to Harwood Park

 

Correspondence was received from Sean and Nelly Gaster and Family expressing appreciation of upgrades to Harwood Park.

DIRECTOR'S REPORT

The Director Parks, Recreation and Cultural Services submitted his Report No. 10, dated 2015 November 18, covering the following items listed i - ii.

Burnaby Arts Council Operating Grant Request

 

The Director Parks, Recreation & Cultural Services submitted a report informing the Commission of Burnaby Arts Council’s mandate, operation and grant request for 2016.

 

The Director Parks, Recreation & Cultural Services recommended:

 

1.    THAT  an operating grant of $25,000 be awarded to the Burnaby Arts Council for the 2016 fiscal year.

 

2.    THAT the Burnaby Arts Council be commended for their work and commitment to the arts in Burnaby.

 

3.    THAT the Burnaby Arts Council be so informed.

ii)

2015 November - Parks, Recreation & Cultural Services Capital Funding Bylaw

 

The Director Parks, Recreation & Cultural Services submitted a report requesting that Council bring down a bylaw to appropriate $230,280 from Capital Reserves to finance three projects.

 

The Director Parks, Recreation & Cultural Services recommended:

 

1.    THAT  the expenditure of $220,000 from the 2015 Annual Financial Plan for the projects outlined in this report be approved.

 

2.    THAT Council be requested to bring down a bylaw to appropriate $230,280 (inclusive of GST) from Capital Reserves to finance these projects.

Councillor Kang advised that a resident expressed appreciation of the recent repair to a broken bench in Graham Tot Park on Graham Avenue and 7th Street.

 

Commissioner Peppard advised that golfers are pleased with the drainage upgrades to the golf courses.
