An ‘Open’ meeting of the Environment
Committee was held in the Council Committee Room, main floor, City Hall,
4949 Canada Way, Burnaby, B.C. on Tuesday, 2015 November 10 at 6:00 p.m.

Chair called the Open meeting to order at 6:03 p.m.

of the Environment Committee held on 2015 October 13 be adopted.

the correspondence be received.

Correspondence was received from Mr.
Richard Lee, MLA for Burnaby North, expressing his constituent's
concerns regarding forest fires in BC this past summer, and the number that
had been started with cigarettes tossed out a car window. In addition,
the constituent noted cigarette butts are tossed on the ground in the City,
around bus stops, shopping malls, and parking lots, and wondered if an
education awareness drive might be in order.
Staff advised the City does not have
an active educational program.
Arising from discussion, Councillor
Calendino was granted leave to introduce the following motion:

staff provide a memorandum to the Committee in response to this issue.
CARRIED UNANIMOUSLY
The Committee requested the
following be included in the memorandum: potential cost of the educational pilot
program, areas of problem, resource allocation, and jurisdictional review.

the report be received.

The Director Planning and
Building submitted a report seeking approval for the 2016 Environmental
Awards Program call for nominations and the expenditure for promotion and
advertising.
The
Director Planning and Building recommended:
1.
THAT Council approve the call for nominations for the 2016 Environmental Awards
Program.
2.
THAT Council approve an expenditure of $2,500 from the Boards, Committees and
Commissions' operating budget for promoting and advertising the Environmental
Awards Program call for nominations.

THAT
the recommendations of the Director Planning and Building be adopted.

The Committee suggested
the following:
·
staff
review award categories for 2017;
·
advertise
the Program in InfoBurnaby and explore other advertising options, i.e. malls,
digital ads, bus stops, BIAs, etc.;
·
review circulation
of Burnaby Now newspaper;
·
explore
creating a resource page for teachers and contact individual school
coordinators;
·
create a
hashtag for Twitter, and expand use of social media and possible incentives if
people share the City’s content.

staff
investigate the feasibility of changing the venue for the Environmental Award
Program, and report back to the Committee at the next meeting.

The Committee further suggested
the Environment Award ceremony be held in conjunction with Council meeting.

Dhaliwal
Councillor Dhaliwal requested staff
provide an overview of the streetlight conversion program.
Staff advised the City successfully
completed trial installations to test and demonstrate the benefits of
light-emitting diodes (LEDs) streetlights. The LED streetlights last up to
five times longer, requiring less maintenance, provide a whiter light source
and are ‘dark sky’ compliant. By replacing 1,900 streetlights, the City is
expected to save about 760,000 kilowatt hours each year.
Complete conversion of the City’s
11,000 streetlights is expected to be completed by 2018.
Councillor Kang
Councillor Kang encouraged Committee
members to attend City’s environmental events and other public events,
provide feedback to staff, network with community members and share the City’s
Facebook and Twitter posts.
