An ‘Open’ meeting of the Traffic Safety Committee was held in the Council Chamber, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Tuesday, 2015 October 06 at 6:00 PM.

Minutes of the Open Meeting of the Traffic Safety Committee held on 2015 May 05

Correspondence from Dennis N. Hansen

Re:  Appointment of Mr. M (Ken) Robb as the HUB Representative to the Traffic Safety Committee

 

 

Correspondence was received from Mr. Dennis Hansen appointing Mr. M. (Ken) Robb as the HUB representative to the Traffic Safety Committee.

 

The Chair welcomed Mr. Robb to the Committee.

 

b)

Correspondence from Daniel McDonald

Re:  Request For Pedestrian Crosswalk on Patterson Avenue Near Central Park Tennis Courts

 

                       

Correspondence was received from Mr. Daniel McDonald requesting a pedestrian crosswalk on Patterson Avenue at Mayberry Street.

 

Staff advised that a standard marked crosswalk will be implemented at this site.  Upon completion of the urban trail, curb bulges will be installed.

 

Arising from discussion, the Committee introduced the following motion:

THAT this item of correspondence be REFERRED to staff for implementation of the marked crosswalk and response to Mr. Daniel McDonald.

c)

Memorandum from Deputy City Clerk

Re:  Pedestrian and Automobile Safety in Laneway Behind Albert Street

 

                  

A memorandum was received from the Deputy City Clerk regarding pedestrian and automobile safety in the laneway behind the 4200 block of Albert Street.

 

 

At a Public Hearing held on 2015 July 21 regarding a rezoning application for property located at 4221 and 4227 Hastings Street, residents from 4238 Albert Street requested a traffic impact assessment on the back alley way to minimize/mitigate pedestrian and vehicle safety hazards.

 

Staff advised that they have investigated the area and there are no immediate safety concerns that require action at this time.  Through the development review process regarding this rezoning application staff will be recommending the developers provide corner clearances on the driveway to facilitate visibility.

 

d)

Memorandum from Administrative Officer

Re:  Social Sustainability Strategy – Phase 1 Report on Actions

 

 

A memorandum was received from the Administrative Officer, forwarding the Social Sustainability Strategy – Phase 1 Report on Actions report approved by Council on 2015 October 05.

 

The report provided a progress update on the Phase 1 implementation of the Burnaby Social Sustainability Strategy.

 

4.

NEW BUSINESS

 

 

Eric Laity

 

Mr. Laity advised that the rail crossing in the vicinity of Douglas Road and Still Creek, southbound lane, is in need of repair.

 

Staff advised that Burlington Northern Railway is aware of the hazard.  Staff will contact them to determine when repairs will be completed and if an interim sign should be posted to warn motorists.

 

Councillor McDonell

 

Councillor McDonell requested staff follow-up with Coast Mountain Bus Company to determine if a representative will be attending future meetings.

 

Staff undertook to investigate and report back.

 

5.

INQUIRIES

 

 

John Artuso

 

Mr. Artuso queried the feasibility of licensing motorized scooters and electric bikes.

 

The Chair advised that provincial legislation is required regarding this matter.

 

Corey Redekop

 

Mr. Redekop apprised the Committee of positive feedback the Burnaby Board of Trade has received regarding the City’s implementation of the Public Realm Design Standards in front of their office at McKay Avenue and Kingsway.

 

Tom Webster

 

Mr. Webster informed the Committee that commencing on 2015 October 21, a four week Pedestrian Safety Campaign will be launched to raise awareness for both motorists and pedestrians.  ICBC will be distributing reflectors at transit locations during the campaign period.
