The Chair welcomed Mr. Lee
Loftus, Mr. Richard Liu and Mr. Roger Whitehouse as new members of
the Commission. The introductions followed.

Chair called the meeting to order at 6:15 p.m.

The City Archivist submitted the
2017 Annual Report of the City of Burnaby Archives.
The City Archivist recommended:
1. THAT the report be received for
information.

the recommendation of the City Archivist be adopted.

The Director Planning and Building
submitted a report seeking authorization to prepare a Heritage Designation
Bylaw and a Heritage Revitalization Agreement to provide for the retention of
the Geoffrey and Kathleen Burnett House.
The Director Planning and Building
recommended:
THAT the Community Heritage
Commission receive this Heritage Designation Bylaw and Heritage
Revitalization Agreement proposal and forward this report to Council with the
following recommendations:
1. THAT
Council authorize the preparation of a Heritage Revitalization Agreement
Bylaw to provide for the retention and protection of the historic Geoffrey
and Kathleen Burnett House at 7037 Canada Way, as outlined in this report.
2. THAT a
Heritage Designation Bylaw be prepared concurrent with the Heritage
Revitalization Agreement for this site.
3. THAT
the Heritage Revitalization Agreement Bylaw and the Heritage Designation
Bylaw be forwarded to a Public Hearing at a future date.
4. THAT
Council approve the listing of the Geoffrey and Kathleen Burnett House on the
Burnaby Community Heritage Register as a Protected Heritage property.
Staff noted an error on page 5 of
the report, and provided corrected version for Commission members.

members expressed interest in the heritage conservation process.
Staff
undertook to provide a presentation at the next meeting.

Burnaby
Village Museum Update
Ms. Tuyttens advised the 2017
Heritage Christmas was sponsored by Concord Pacific, with attendance of
53,000 people; 6,000 people on 2017 December 23 alone.
The Museum will open for Family Day (2018
February 12) and Spring Break (2018 March 19 – 29).
Ceperley Barn Fire
Mr. Wolf advised there was a significant
damage to the back wall and roof of the Ceperley Barn due to a fire. The
cause is still under investigation.
Staff undertook to provide a report
on the cause, damage, costs and insurance to the Commission at a future date.
Aerial Photographs
Commissioner Pride offered free flights and
a photographer for aerial photos of Burnaby.
Staff undertook to follow up with
Commissioner Pride.
Staff advised there is a collection
of historical aerial photographs of Lower Mainland and Victoria on a web. A
link to the website (http://vintageairphotos/tag/burnaby.com) will be provided to the
members for information.
Plaques & Videos
Ms. Codd provided a sample of three plaques:
Oakalla Prison, Chinese-Canadian Farms at Big Bend, and Shull Lumber Mill.
Ms. Codd provided two short video stories
about Big Bend Neighbourhood Farms (Hop on Farms), and Ms. Eileen Dailly
(abandonment of corporal punishment).
Arising from discussion, the
Commission introduced the following motion:

THAT staff report back on the
Heritage BC award nomination for the Burnaby 125 Project.
CARRIED UNANIMOUSLY
Commission members expressed
interest in the various plaque unveilings.
Staff undertook to provide the
information to the members when the unveilings are confirmed.
Commissioner Matricardi requested
the unveilings information be sent to the Parks, Recreation and Culture
Commission.
Staff undertook to provide a
presentation on locations of the plaques’ placement at a future date.
Oral History
Councillor Volkow advocated for oral and
video history, and suggested sporting figures (i.e. Barbara Howard) and
creative arts (i.e. union history) for a future project.

There
were no inquiries brought before the Commission at this time.
