An Open meeting of the Public Safety Committee was held in the Council Chamber, City Hall, 4949 Canada Way, Burnaby, B.C. on Wednesday, 2020 January 22 at 6:00 p.m.

The Chair called the meeting to order at 6:05 p.m.

 

The Chair, Councillor Dan Johnston, recognized the ancestral and unceded homelands of the hən̓q̓əmin̓əm̓ and Sḵwx̱wú7mesh speaking peoples, and extended appreciation for the opportunity to hold a meeting on this shared territory.

Report from the Director Planning and Building

Re: Update on the Activities of the Burnaby-New Westminster Taskforce on Sexually Exploited and At-Risk Youth                    

 

 

The Director Planning and Building submitted a report providing an overview of recent and planned activities of the Burnaby-New Westminster Taskforce on Sexually Exploited and At-Risk Youth.

 

The Director Planning and Building recommended:

1.    THAT the Committee request Council to authorize the allocation of $2,000 from the 2020 Boards, Committees and Commissions budget and the allocation of $2,000 from the 2021 Boards, Committee and Commissions budget to the Burnaby-New Westminster Taskforce on Sexually Exploited and At-Risk Youth to support its two-year workplan, as detailed in Section 4.0 of this report.

 

2.    THAT a copy of this report be forwarded to the Social Planning Committee for information.

PRESENTATION

 

 

a)

Burnaby RCMP - Criminal Collision Investigation Team (CCIT)

Presenters:  Corporal John Hargreaves, CCIT, RCMP

                      Constable Shawn Emery, CCIT, RCMP

 

Corporal John Hargreaves and Constable Shawn Emery, Burnaby RCMP CCIT, appeared before the Committee and provided an overview of the Detachment’s CCIT.

 

Corporal John Hargreaves advised that the CCIT provides investigative support to General Duty and Traffic Enforcement Teams. The CCIT investigates the following collision types: life altering injuries, all fatalities, and serious collisions involving RCMP and City employees.

 

Constable Shawn Emery stated that the CCIT is comprised of one Sergeant, one Corporal, and five Constables, undergoes specialized training, and follows Major Case Management (MCM) methodology to organize and structure an investigation. For each investigation or case, the principle of a Command Triangle is adhered to - there is a Team Commander or Leader, a Primary Investigator, and a File Coordinator.

 

The delegation provided the following explanation for MCM:

·         investigations often fall into RCMP policy for serious offences requiring mandatory reporting, such as fatal motor vehicle collisions, fatal Hit and Run, Criminal Negligence Causing Death, crashes involving more than one fatality, and incidents causing serious bodily harm where media attention is required;

·         investigations are more complex and require a competent level of expertise and follows the Police/Crown Memorandum of Understanding.

 

Corporal Hargreaves further commented on the complexity of the investigations, noting that files often involve the following: search warrants, video canvassing and processing, obtaining and analyzing statements, GPS tracking, vehicle data extraction, and reconstruction of an incident.

 

The delegation listed a number of the CCIT’s partner agencies, such as: ICBC/Special Investigative Unit, Transit Physical Security, BC Coroners, Fraser Health, Crown Counsel - Charge Approval, BC Paramedics, and the Burnaby Fire Department.

 

In conclusion, the delegation summarized the Unit’s case load files by type for the last two years, as follows:

·         2018 - 33% Injury, 67% Fatal

·         2019 - 44% Injury, 56% Fatal

CORRESPONDENCE

 

 

a)

Memorandum from the Officer In Charge, RCMP Burnaby Detachment

Re: Request for Surveillance Camera at Barnet Road

and Pandora Street                                                                                               

 

A memorandum was received from the Officer in Charge, RCMP Burnaby Detachment in response to correspondence from Ms. Loretta Teng. Under the New Business portion of the Committee meeting held on 2019 November 13, the Committee referred the correspondence to the RCMP for analysis, assessment and recommendations to improve security.

 

The OIC advised that Corporal Hebert provided information to Ms. Teng about the Community Police Advisory Committee (CPAC), and met with her at the District 2 CPAC meeting held in 2019 November. Ms. Teng was given contact information for the Burnaby RCMP Crime Prevention Unit to look into starting Block Watch in her area, and to have the complex’s security and environment assessed for crime prevention measures.

 

The RCMP will continue to monitor the situation.

 

b)

Memorandum from the Officer In Charge, RCMP Burnaby Detachment

Re: Burnaby RCMP Mental Health Car                                                            

 

A memorandum was received from the Officer in Charge, RCMP Burnaby Detachment in response to the Committee’s request for information regarding available resources to support community mental health issues, in particular dedicated mental health vehicle.

 

The OIC advised that, as the Burnaby Mobilization and Resiliency Table is now operational, Burnaby RCMP is exploring the need for a mental health car (including the ability to initiate and sustain such an initiative), reviewing mental health service delivery models, and working to solicit partnerships and commitments. As part of this analysis, the Burnaby RCMP is communicating with other detachments that have a dedicated mental health vehicle, such as Surrey and Richmond RCMP.

 

The Burnaby RCMP currently has one member dedicated to a partnership with one member of the Fraser Health Authority to support the community’s mental health needs.

 

The OIC undertook to provide updates to the Committee.

 

 

 

 

 

c)

Memorandum from the Deputy City Clerk

Re: Fireworks in Burnaby                             

 

 

A memorandum was received from the Deputy City Clerk advising that, at the Open Council meeting held on 2019 November 18, correspondence was received from Ms. Holly McCallum, and Mr. Nikolay and Ms. Elena Pashenkov expressing concerns with the use of fireworks in the Central Park area.

 

Staff advised this matter will be dealt with under item 4a) Reports.

                

d)

Correspondence from Holly McCallum

Re:  Fireworks Ban in Burnaby             

 

 

Correspondence was received from Ms. Holly McCallum expressing concern with fireworks being set off in Central Park at 11:00 p.m. on 2019 December 01, and requesting a ban on the sale and use of fireworks in the City.

 

Staff advised this matter will be dealt with under item 4a) Reports.

Re: Illicit Use of Fireworks                                                                         

 

 

The Director Public Safety and Community Services submitted a report providing information to the Committee regarding the nature and frequency of the illicit use of fireworks.

 

The Director Public Safety and Community Services recommended:

1.    THAT Public Safety Committee receive this report for information purposes.

 

2.    THAT a copy of this report be forwarded to Holly McCallum and Nikolay and Elena Pashenkov.

Report from the Officer in Charge, Burnaby RCMP Detachment

Re: Controlled Substance Property Bylaw                                        

 

 

The Officer in Charge, Burnaby RCMP Detachment, submitted a report seeking Council support for a bylaw to recover costs from property owners resulting from enforcement of illegal controlled substance and cannabis grow operations.

 

The Officer in Charge, Burnaby RCMP Detachment, recommended:

 

1.    THAT Public Safety Committee recommends Council support to create a bylaw for the recovery of costs from property owners for City services including the attendance of police, fire and other associated costs, should their property be used for controlled substance operation, production or illegal cannabis grow.

 

2.    THAT Public Safety Committee recommends Council authorize staff to prepare a new controlled substance property bylaw, as proposed in this report.

MONTHLY REPORTS

 

 

a)

District #1 - November and December 2019

 

 

Ms. Sue From, Chair, provided the following report for 2019 November and December 2019:

·         District #1 has decreased in membership;

·         a female, grade 8 student from Alpha Secondary School committed suicide;

·         house of prostitution in the Brentwood area is a concern;

·         hoarder on Brentlawn Drive has acquired another Cadillac, with approximately seven vehicles now parked in front of his house.

 

 

 

b)

District #2 - January 2020

 

 

Ms. Carolyn Orazietti, Secretary, provided the following report for 2020 January:

·         as a result of businesses reporting crime, RCMP Officers conducted additional surveillance which has helped reduce crime - overall, the RCMP work has had a positive effect on reducing unwanted activity;

·         supporting youth members, including establishing a Graffiti Busters Club in Burnaby North and Burnaby Mountain Secondary Schools.

e)

RCMP - October and November 2019

 

 

Chief Superintendent Deanne Burleigh provided an overview of activities that took place during October and November 2019, and highlighted the following:

·         theft from auto up in Districts 1 & 2, auto theft is up in all districts;

·         business Break & Enters (B&Es) up, residential B&Es down in all districts;

·         Strike Force (robbery unit), in a multi-jurisdictional investigation, was successful in locating a suspect who stole cash registers from businesses;

·         Drug Section arrested three individuals after seizing several ounces of fentanyl, cocaine, $20,000 cash, replica handguns and an assault rifle;

·         Prolific Offender Suppression Team arrested a man suspected of stealing motorbikes;

·         Bike Section patrols enabled quick response to a number of robberies which resulted in suspects arrested on outstanding warrants;

·         Community Response Team led the first Boost and Bust initiative (officers work inside shopping malls to identify and arrest shoplifters) and arrested four people over a four-hour period at Metropolis;

·         Youth Investigative Team were talking with students at schools about how to party safely during Halloween, and safe and legal use of fireworks;

·         Crime Prevention Unit conducted a pedestrian awareness campaign, events around the City aimed at educating the public on road safety;

·         events and initiatives included: Girls Can Fly at Abbotsford Airport, Lower Mainland Christmas Bureau Toy Run, Remembrance Day ceremonies, and Operation Red Nose.

 

The OIC advised of the following recent events of concern:

·         a young woman was assaulted in Burnaby at night on 2020 January 19;

·         social media posting regarding luring people into the sex trade is a hoax;

·         the Burnaby RCMP and the Integrated Homicide Investigation Team are investigating recent gun violence incidents, not linked to one another.  

 

6.

NEW BUSINESS

 

 

Stephen Baron – Cyber Bullying in Schools

 

Mr. Baron, Citizens’ Representative, expressed concern regarding cyber bullying in schools and inquired as to further action to be taken.

 

The OIC advised that the Youth Investigative Team is actively engaged with students in schools, and noted that between 2019 October and December, they gave 19 presentations in schools on this matter. Further, RCMP Officers are very aware of this issue and speak to it also while out in the community, and at events and initiatives such as the Youth Soccer Camp and Youth Academy.

 

Trustee Hayes advised that each secondary school in the School District has a Safe School Specialist and works closely with the RCMP School Liaison Officer to monitor behaviour and keep students safe.

 

Councillor Wang – Business Cyber Bullying

 

Councillor Wang advised that a small business owner at one of the Town Centres recently approached him regarding cyber bullying and, on behalf of the owner, requested support from the RCMP.
