Corporal John Hargreaves and Constable Shawn
Emery, Burnaby RCMP CCIT, appeared before the Committee and
provided an overview of the Detachment’s CCIT.
Corporal John Hargreaves advised that the CCIT provides investigative
support to General Duty and Traffic Enforcement Teams. The CCIT investigates
the following collision types: life altering injuries, all fatalities, and serious
collisions involving RCMP and City employees.
Constable Shawn Emery stated that
the CCIT is comprised of one Sergeant, one Corporal, and five Constables,
undergoes specialized training, and follows Major Case Management (MCM) methodology
to organize and structure an investigation. For each investigation or case,
the principle of a Command Triangle is adhered to - there is a Team Commander
or Leader, a Primary Investigator, and a File Coordinator.
The delegation provided the
following explanation for MCM:

investigations
often fall into RCMP policy for serious offences requiring mandatory
reporting, such as fatal motor vehicle collisions, fatal Hit and Run,
Criminal Negligence Causing Death, crashes involving more than one fatality,
and incidents causing serious bodily harm where media attention is required;

investigations
are more complex and require a competent level of expertise and follows the Police/Crown
Memorandum of Understanding.
Corporal Hargreaves further commented
on the complexity of the investigations, noting that files often involve the
following: search warrants, video canvassing and processing, obtaining and
analyzing statements, GPS tracking, vehicle data extraction, and reconstruction
of an incident.
The delegation listed a number of
the CCIT’s partner agencies, such as: ICBC/Special Investigative Unit,
Transit Physical Security, BC Coroners, Fraser Health, Crown Counsel - Charge
Approval, BC Paramedics, and the Burnaby Fire Department.
In conclusion, the delegation
summarized the Unit’s case load files by type for the last two years, as
