An ‘Open’ meeting of the Parks, Recreation and Culture Commission was held in the Bonsor Recreation Complex, 6550 Bonsor , Burnaby, B.C. on Tuesday, 2019 May 14 at 6:00 p.m..

The Chair called the meeting to order at 6:05 p.m.

The Chair acknowledged the unceded, traditional, and ancestral lands of the thən̓q̓əmin̓əm̓ and sḵwx̱wú7mesh speaking people, and extended appreciation for the opportunity to hold a meeting on the shared Coast Salish territory.

Burnaby Area Scout Groups - Scouts Canada
Speaker: Timothy Leung, Burnaby Area Commissioner

 

 

Mr. Timothy Leung, Burnaby Area Commissioner, Burnaby Area Scout Groups, appeared before Commission regarding Scouting in Burnaby and use of the Carriage House in Deer Lake Park to support the scouting groups in Burnaby.  Mr. Leung advised that there are 15 different scouting groups in the Burnaby Area with 787 youth participants and 204 active volunteers.  Scouting brings together a diverse community of various races and religions. Scouts participate in Community Service through Remembrance Day Parades, Community Cleanup and Food Bank Drives. 

The Scouts have utilized the Carriage House for storage of camping equipment for Scouts and Guides in Burnaby.  The facility was run by volunteers for the last 50 years.  The equipment was purchased through fundraising efforts of volunteers in Burnaby.

Burnaby Area Scouts proposal for the Carriage House is that:

·         Scouts use the second floor of the Carriage House.

·         Burnaby Area Scouts would like a 3 year lease for Carriage House with an optional 3 year if needed.

Correspondence from Christopher Chen

Re: Delta's Free Parks Admission for Youth

 

 

Correspondence was received from Mr. Christopher Chen.  Mr. Chen inquired as to the opportunity that Burnaby may offer a free recreation pass for youth. Effective, July 1, Delta Parks, Recreation & Culture is offering a new Youth Admission Pass that will allow Delta youth between the ages of ten and 18 to receive free admission to all Delta Parks, Recreation & Culture facilities and drop-in activities.

Correspondence from Antonia Beck, Executive Director Burnaby Neighbourhood House
Re: Appreciation of Donation to 15th Annual Diamond Ball Gala

 

 

Correspondence was received from Ms. Antonia Beck, Executive Director, Burnaby Neighbourhood House, sending appreciation to Parks, Recreation and Culture Commission for the prize donation for the 15th Annual Diamond Ball Gala fundraiser that took place on March 09th.

The Director Parks, Recreation and Cultural Services submitted his Report No. 05, dated 2019 May 14, covering the following items listed as i-ii:

i)

Commission and C.U.P.E. Co-Sponsorship of a Free Ride on the Carousel

           

The Director Parks, Recreation and Cultural Services submitted a report requesting approval to co-sponsor with C.U.P.E. a free ride day on 2019 September 02 at the Carousel at Burnaby Village Museum (BVM).  For the past 27 years, the Commission and C.U.P.E. Local 23 have co-sponsored a free ride day on the BVM Carousel.  This has proven to be a popular event with a significant increase in ridership on the free ride day. The costs associated for this event include the loss of ride revenue, Carousel operator wages and advertising for a total of $2,400.  If C.U.P.E. 23 and Commission agree to co-sponsor the event, these costs will be split with a payment from C.U.P.E. to the Museum of $1,200 and a departmental allocation of $1,200. There are sufficient funds identified in the 2019 Annual Budget for this purpose.

It was recommended:

1.  THAT funds be allocated to co-sponsor with C.U.P.E. a free ride day on Monday, 2019 September 02 at the Carousel at Burnaby Village Museum.

2.  THAT a copy of this report be sent to C.U.P.E. Local 23

ii)

Stoney Creek Ravine - Proposed Fortis BC Environmental Compensation Planting Site                                                                                                                     

 

The Director Parks, Recreation and Cultural Services submitted a report requesting approval for use of a site within the Stoney Creek Ravine for proposed environmental compensation planting related to the Fortis BC Lower Mainland Intermediate Gas Main Upgrade Project (LMIPSU). The City is in receipt of a request from Fortis BC to use a 150m2 site within city-owned park land along the west bank of Stoney Creek for compensatory offset planting required for Fortis BC's proposed LMIPSU Project aerial crossing works on Stoney Creek at Broadway. The proposed compensation planting is in line with environmental enhancement goals for this area and complements other riparian habitat and in-stream works undertaken along Stoney Creek. 

It was recommended:

1.  THAT approval be given for Fortis BC's use of a 150m2 site within city-owned park land at Stoney Creek Ravine, for offset riparian habitat compensation planting required for the Fortis BC Lower Mainland Intermediate Gas Main Upgrade Project aerial crossing works proposed at Stoney Creek and Broadway, as outlined in this report.

NOTICE OF MOTION

Re: Malvern Park Off-Leash Dog Area

 

At the 2019 April 09 Commission Meeting, Commissioner Preston provided a notice of Motion regarding Malvern Park Off-Leash Area. With appropriate notice provided the following notice was brought before Commission:

THAT staff undertake community consultation on whether or not Malvern Park off-leash dog area should be fully enclosed or if the current fencing on Imperial Street should be removed to ensure people are aware that it is not enclosed.

Arising from discussion, Councillor Dhaliwal requested to postpone the motion and refer to staff for further information on the scope, cost and feasibility of the above.

 

Without objection, the item was referred to staff and postponed until such time as the information requested has been provided.

Chair McDonell – Notice of Motion – Smoking Ban in Parks

 

Chair McDonell provided Commission with the following notice of motion

 

THAT smoking of all substances be banned in City of Burnaby parks.

 

Chair McDonell – Notice of Motion – Traffic Calming on Park Perimeter Roads

 

Chair McDonell provided Commission with the following notice of motion

 

THAT traffic calming measures (speed bumps) be put in place on all park perimeter roads.

9.

PUBLIC COMMENT / QUESTION PERIOD

 

 

a)

Public Comment/ Question Period

 

 

Ms. C.Jie, resident, appeared before Commission and spoke on several matters.  Ms. Jie is a resident of North Burnaby and wanted to express her appreciation for Willingdon Linear Park. Ms. Jie, enjoys the connectivity of neighbourhoods that has been brought about by the park and the walkability that has been introduced to that area. Ms. Jie expressed concerns that some of the trees that were planted appear to be dying and that the grass is patchy in areas.

 

 

Staff advised that there is regular maintenance scheduled for the area and that the dead trees would be replaced by the supplier in the near future.

 

Ms. Jie expressed concern that during the spring and summer months there are not enough yard waste pick up dates. Ms. Jie would like to see additional dates introduced during the gardening season.

 

Staff advised that this falls under the Engineering Departments scope of work and they would refer her request to that department.

 

Ms. Jie, joined by resident Ms. C. Rorosec, expressed concern regarding the lack of Aquafit instructors and the many Aquafit classes that have been cancelled for this reason. Ms. Jie advised that the cost of becoming an Aquafit instructor is prohibitive for many, as instructors who want to work at the City of Burnaby must take a number of additional courses and be certified as a Lifeguard in order to teach Aquafit. Ms. Jie and Ms.Rorosec, would like to see the City look at ways to create incentives for staff to take the Aquafit Instructor course. Suggestions put forward were:

  • Wage premiums
  • Pay for courses
  • Hire Contract Instructors who do not need to have LifeGuard certification

 

Staff thanked Ms. Jie and Ms. Rorosec for bringing the matter to the forefront. Staff advised that while they are governed by the rules of the collective agreement, in regards to Contract Instructors, they are aware of the shortage of staff in recreation all over the province. Staff further advised that the Human Resources Department has put additional resources into recruitment and they have had several Career Fairs focused on Recreation.

 

Staff undertook to look at ways that would make the Aquafit shifts more enticing to staff.

 

Mr. J.McNeil, resident, expressed concern regarding the condition of the tennis courts at Central Park. The courts are in need of resurfacing.

 

Staff advised that as the courts are built on the reservoir they are subject to surface cracks and require additional maintenance. The Central Park Courts are scheduled for maintenance in August of this year.

 

Ms. K. Alkins-Jang, appeared before Commission to provide accolades regarding the Bonsor Yoga program. The instructors demonstrate patience and inclusiveness, offer options for beginners through to advanced and are always willing to answer questions.
