Burnaby Arts Council
Re:
Year in Review, New Strategic Plan and Pilot Fundraising Project
Speaker: Ms. Teena Martin, Executive
Director

Ms. Teena Martin, Executive Director of
the Burnaby Arts Council, appeared before the Commission and provided a
presentation highlighting the year’s activities and events. Burnaby Arts
Council will continue to review the programming to identify areas to expand
and improve in 2019. In celebration of its 50th anniversary in
2020, the Burnaby Arts Council would like to explore ways to partner with the
City for an exciting community experience. The Parks, Recreation and Culture
Commission’s support is requested to hold a 50/50 raffle at the 2019 Burnaby
Blues and Roots Festival with proceeds going to Burnaby Arts Council.

Correspondence was received from Mr.
Roger Whitehouse regarding work boots on Bonsor Recreation Complex pool deck.
A note on the correspondence from
staff advised that the concern of how tradesmen can access pool mechanical
spaces for their work purposes has been brought to the attention of facility
and trades supervisors for workable solutions. In the older and renovated
facilities, swimming pool mechanical rooms are only accessible from the pool
decks. Staff will provide an update at a future meeting.

Re: Burnaby Art Gallery
Legacy Reserves

|
A memorandum was received from the
Administrative Officer advising that Council, at the Open Council meeting
held on 2018 October 29, received and adopted the above noted report
recommending creation of Burnaby Art Gallery Legacy Programming and Art
Acquisition Operating Reserves.

The Director Parks, Recreation and
Cultural Services submitted a report outlining the Parks, Recreation and
Culture Commission meeting schedule for 2019. The proposed change to Tuesday
nights starting in February will result in efficiency gains for the Parks,
Recreation and Cultural Services Department.
It
was recommended:
1. THAT approval
be given for the 2019 Commission meeting schedule including the dates and
locations for the Community Commission meetings.

Burnaby Festival of
Learning
|
The Director Parks,
Recreation and Cultural Services submitted a report requesting support for
the 4th annual Burnaby Festival of Learning to be held the first
week of May 2019. The Festival offers an opportunity for Simon Fraser
University and the City of Burnaby as well as a growing number of community
partners to showcase and cross-promote the learning opportunities each
provides. There will be a rich and varied offering of events that encourage
our community to “Learn, Grow, and Thrive.”
It was recommended:
1. THAT
the Parks, Recreation & Culture Commission support, in principle, the
partnership between the City and Simon Fraser University to host the Burnaby
Festival of Learning in 2019, 2020, and 2021 as outlined in this report,
subject to a more detailed identification and review, in each of those years,
of the availability of venues and other in-kind support that would be
required.
2. THAT
staff report back to the Commission seeking final approval once the event
plan is finalized by the Festival Steering Committee each year.

Special Outdoor Events
2019
|
|
|
|
|
The Director Parks,
Recreation and Cultural Services submitted a report requesting approval for
the 2019 Special Outdoor Events. This will include the City’s
annual Symphony in the Park, the Burnaby Blues and Roots Festival and up to
10 ticketed concerts hosted by outside organizers and/or community groups at
the Festival Lawn. Events at Swangard Stadium will include the Burnaby Celebrates
Canada Day and up to 14 other special events.
It
was recommended:
1.
THAT approval be granted for up to 12
outdoor events at Deer Lake Park Festival Lawn between 2019 May 01 and 2019
September 30, and up to 15 special events at Swangard Stadium between 2019
April 01 and 2019 November 01.
2.
THAT the Parks, Recreation and Culture
Commission recommend Council approve up to 12 outdoor events at Deer Lake

Western Community-Centred College
for the Retired Lease Renewal
|
The Director Parks,
Recreation and Cultural Services submitted a report seeking approval for a
lease renewal for Western Community-Centred College for the Retired. The
existing five-year agreement will expire 2018 December 31. The recommended
term would continue from 2019 January 01 to 2023 December 31. The leasable
portion of the lower floor of the building totals approximately 3,000 square
feet. The tenant is currently paying $739.50 a month plus taxes. The
proposed monthly rent is $760.95 per month plus taxes. The landlord is
responsible for all utilities, repairs, maintenance, and janitorial services.
All provisions from the current license agreement regarding the Landlord and
Tenants Covenants are recommended to be continued.
It
was recommended:
1.
THAT approval be granted to renew the
license agreement with the Western Community-Centred College for the Retired,
for an additional five-year term beginning 2019 January 01, and ending on 2023
December 31 under the terms and conditions as outlined in this report.
2.
THAT the Parks,
Recreation and Culture Commission recommended Council authorize the City
Solicitor to approve the renewal of the license agreement with the Western
Community-Centred
College for the Retired as outlined in this report.
3.
THAT the Parks,
Recreation and Culture Commission recommended Council authorize the City Solicitor to execute
a license agreement with the Western Community-Centred College for the
Retired as outlined in this report.

Burnaby Minor Hockey Association Fee
Waiver Request
|
The Director Parks,
Recreation and Cultural Services submitted a report requesting a fee waiver approval
for the Burnaby Minor Hockey Association’s (BMHA) 56th Annual
Burnaby Bantam and Peewee Christmas Tournament. The tournament was rebranded
in 2015 in partnership with Tourism Burnaby and is now called the Pat Quinn
Classic. Teams from Western Canada, the United States, Asia, and Europe will
compete in the tournament. The tournament will consist of approximately 60
games over 4 days. BMHA is anticipated to receive $5,000 in tournament
proceeds plus fundraising from the event which helps offset the overall cost
of the sport for all participants in BMHA, but particularly for minor hockey
members who have financial challenges.
It
was recommended:
1.
THAT the Burnaby
Minor Hockey Association be granted a fee waiver of $11,733 for the use of Bill Copeland
Sports Centre and Kensington Arena from 2018 December 28-31 to hose the Pat
Quinn Classic Hockey Tournament.

this report be forwarded to Mr. Larry Hayes, Executive Administrator, Burnaby
Minor Hockey Association.

Fee Waiver Request for the Use of
Bonsor’s Banquet Room
|
The Director Parks,
Recreation and Cultural Services submitted a report on the request for a fee
waiver by Nicas en Vancouver Foundation to host a fundraiser for Nicaraguan
refugees at the Bonsor Recreation Complex Banquet Hall. The allotment fees
for non-profit groups already reflects a reduced fee and staff were not
provided information that demonstrated the Nicas en Vancouver Foundation is a
registered non-profit organization.
It
was recommended:
1. THAT a request from the
Nicas en Vancouver Canada Foundation, for a fee waiver for the Nicaragua
Fundraiser to be held in the Bonsor Banquet Hall at the Bonsor Recreation
Centre on Saturday, December 1, 2018, be denied.
2. THAT a copy of this
report be sent to Eva Franco, Nicas en Vancouver Canada Foundation.

2018 Parks, Recreation and Cultural
Services
Transfer of Donations/Sponsorship
Funds to Reserves
|
The Director Parks, Recreation and
Cultural Services submitted a report requesting approval of a transfer to
Parks, Recreation and Cultural Services operating reserves for donations
received in excess of current year expenditures under the Presenting Burnaby
Parks Gift Program which provides citizens with an opportunity to show their
generosity and appreciation for the parks and recreation facilities that they
utilize.
It
was recommended:
1. THAT a transfer to Parks,
Recreation and Cultural Services operating reserves of $12,200 in donations
be approved for use in future years.
2. THAT a transfer from
Parks, Recreation and Cultural Services operating reserves of $9,909 be
approved for current year programs.

2018 November – Parks, Recreation,
& Cultural Services Capital Funding
Bylaw
|
The Director Parks, Recreation and
Cultural Services submitted a report requesting a Capital Reserve Fund Bylaw for
work on the Sports Fields Renovation Program, Cariboo Hill School Lacrosse
Court Upgrade, Burnaby Lake Pavilion Piers and Docks, Metrotown Events Centre
Conceptual Plan, Artificial Turf Field Replacement, and Burnaby Mountain
Clubhouse Improvements. These expenditures are included in the 2018 – 2022
Financial Plan.
It
was recommended:
1. THAT the Parks,
Recreation and Culture Commission recommend Council authorize the City
Solicitor to bring forward a Capital Reserve Fund Bylaw in the amount of
$945,000 to finance the projects outlined in this report.

|
Barnet Marine Park – Southeast
Parking Lot Reconstruction
|
The Director Parks,
Recreation and Cultural Services submitted a report requesting a Capital
Reserve Fund Bylaw to finance the reconstruction of the parking lots and
entry road of Barnet Marine Park, a destination park in North Burnaby. The
popularity of the park leads to parking and overcrowding problems that pose
unsafe conditions for the public and staff trying to manage the site use. It
is an opportune time to review the operational needs and rebuild the
southeast parking lot and entry road to current safety codes and improve
accessibility standards.
It
was recommended:
1. THAT the Parks,
Recreation and Culture Commission recommend Council authorize the City
Solicitor to bring forward a Capital Reserve Fund Bylaw in the amount of
$1,950,000 to finance the southeast parking lot reconstruction at Barnet
Marine Park as outlined in this report.

Chair McDonell encouraged
Commissioners to attend the Edmonds Festival of Lights which will be held on
Saturday, November 24 from 2 p.m. to 5:30 p.m. in Edmonds Community Centre.

Chair
McDonell advised that Rowing BC has expressed an interest to rebuild the
Burnaby Lake Pavilion for future rowing competitions. The new pavilion will be
used by the City and Rowing BC. Federal funding for capital structures may be available
for the project. The Chair inquired regarding the maintenance of the rowing
lanes.
Staff advised that a weed
harvester is rented to keep the rowing lanes free of weeds. Staff will
research whether to purchase or rent a weed harvester for future use.

INQUIRIES
Commissioner Alzner –
Weed Harvester
Commissioner Alzner inquired if the
weed harvester used at Burnaby Lake could be used at Deer Lake as well to rid
of the lily pads there to stop them encroaching on the lake.
Staff advised that Deer Lake has
steep drop-off spots too deep for the lily pads to grow while Burnaby Lake is
relatively shallow where weeds can quickly overgrow to render the lake
unusable.
School Trustee Narang –
Swing Set in Deer Lake Park
School Trustee Narang inquired if
the swing set at a playground near the parking lot in Deer Lake Park will be
replaced.
Staff confirmed that it will be
replaced with a swing set up to the Canadian safety standard.
