An Open meeting of the Executive Committee of Council was held in the Council Committee Room, Main Floor, City Hall, 4949 Canada Way, Burnaby, BC on Wednesday, 2019 December 04 at 4:00 p.m.

 

 

1.

CALL TO ORDER

The Chair called the Open meeting to order at 4:02 p.m.

 

 

The Chair, Councillor Dhaliwal, recognized the ancestral and unceded homelands of the hən̓q̓əmin̓əm̓ and Sḵwx̱wú7mesh speaking peoples, and extended appreciation for the opportunity to hold a meeting on this shared territory.

 

Councillor Calendino arrived at 4:04 p.m.

 

Without objection by any member, the Committee added a Notice of Motion regarding a complimentary bActive pass under the New Business portion of the agenda.

DELEGATIONS

 

(a)

Tourism Burnaby

Re: BASHFest Sponsorship

Speaker: Chris Peters, Executive Director

 

Mr. Chris Peters, Executive Director, Tourism Burnaby appeared before the Committee requesting support for BASHFest, an inaugural competitive gaming event to be held at the Delta Hotel in Burnaby in 2020 February 21 to 23.

 

Mr. Peters advised that since 2015 competitive gaming has grown from 885,000 fans to 3,085,000 in 2019.

 

The 2020 Burnaby event will comprise of:

·         an e-sports tournament with approximately 1,000 competitors;

·         a free video game band music concert based on the MAGFest held in Washington, D.C.; and,

·         a roundtable discussion on best practices for organizing e-sports tournaments.  

 

Approximately 4,000 individuals are expected to attend the event.  The estimated event cost is $100,000, primarily funded through ticket sales and registration fees, a Tourism Burnaby grant, and corporate donations.

 

In conclusion, the delegation requested $10,000 from the City to support BASHFest.

 

The Committee inquired if $10,000 funding will be required every year.

 

The delegation advised it is seeking a one-time funding grant to increase the production value and event awareness.

Re: Commemoration Request for the 550th Birth Anniversary of

Guru Nanak Dev Ji

Mike Sandhu

 

Mr. Gurnam Sanghera, Mr. Jasbir Gandham, Mr. Satnam Johal, and Mr. Mike Sandhu appeared before the Committee regarding the commemoration of the 550th birth anniversary of Guru Nanak Dev Ji, founder of Sikhism.

 

Mr. Sangera informed the Committee that there are more than 500,000 Sikhs in Canada, including 300,000 in BC.  The speaker noted that Guru Nanak  Dev Ji believed in a peaceful co-existence; racial, class, gender and ethnic equality; freedom of religion and expression; and respect for the natural environment.

 

In conclusion, the delegation requested that a plaque be posted at a location in the City in honour of Guru Nanak Dev Ji.

CORRESPONDENCE

 

(a)

Correspondence from Federation of Independent School

Associations in BC

Re: Bursary Award Policy and Program                             

 

Correspondence was received from Mr. Shawn Chisholm, Executive Director, Federation of Independent School Associations in British Columbia. Mr. Chisholm commended Council for creating the Bursary Award Policy and Program, and requested that the bursary be also available to students attending independent schools in the City.

 

The Committee advised that the bursary was created to support students attending public schools; however, the Policy will be reviewed in the future.  

 

5.

REPORT

 

(a)

Report from the Director Finance

Re: Community Granting Policy Revisions

 

The Director Finance submitted a report proposing revisions to the Community Granting Policy.

The Director Finance recommended:

1.    THAT the Executive Committee of Council recommend Council authorize an additional $140,660 in the 2020 budget and onward to award community grants to established Burnaby-based non-profit organizations for programs/ events/projects that benefit the community.

 

2.    THAT the Executive Committee of Council recommend Council authorize non-profit organizations that provide programs, administration and support services from more than one location, to apply for an additional operating grant of $10,000 beyond the $25,000 funding cap, as outlined in Section 4.0.

 

3.    THAT the Executive Committee of Council recommend Council approve the updated Community Granting Policy and Application, as appended to the report.

 

4.    THAT staff be authorized to notify recent grant applicants of the updated Community Granting Policy and Application.

Black History Month and Family Day - Celebrating and Sharing

 

 

An application was received from the National Congress of Black Women Foundation for Black History Month and Family Day – Celebrating and Sharing to be held on 2020 February 15 at the Metrotown Resource Centre and Bonsor Recreation Complex.  The festival provides communities with the opportunity to express themselves, share their stories, breakdown stereotypes and misconceptions, and build understanding and respect for cultural and religious differences.

$5,000

Annual Health Fair

 

 

An application was received from S.U.C.C.E.S.S. requesting an in-kind grant to offset the cost of  facility rental in support of their Annual Health Fair to be held on 2020 September 20 at Bonsor Recreation Complex. The one-day event promotes the health and well-being of residents, including those with English language barriers and seniors. The Fair includes seminars, exhibitors and screening booths, which will provide information on health-related resources and government and community organizations. Approximately 1,000 individuals are expected to attend.

Councillor Dhaliwal provided the Committee with the following Notice of Motion:

 

“THAT Council be requested to approve the provision of a complimentary annual bActive Pass to the citizen appointees who sit on Burnaby’s Committees, Commissions and Boards, for their individual use during the time that they serve, beginning in 2020.”

“THAT staff be directed to update the City’s Equity Policy to reflect the full, contemporary diversity of Burnaby, including LGBTQIA2S+ community members.

 

THAT staff be directed to form a cross-departmental working group, including representation from senior management, to prioritize and advance LGBTQIA2S+ inclusion in all facets of City spaces, services, materials, and programs.”

 

Without objection by any member, the Notice of Motion was waived and the motion was before the Committee:
