PROPOSED BUILDING BYLAW AMENDMENTS, ZERO CARBON STEP CODE, PART 3 BUILDINGS

Purpose: To recommend amendments to the Building Bylaw for implementing Zero Carbon Step Code for Part 3 buildings.

6.2

PROPOSED ZONING BYLAW AMENDMENTS - OFF-STREET VEHICLE PARKING - EV CHARGING REQUIREMENTS

Purpose: To propose amendments to the parking section of the Burnaby Zoning Bylaw to require electric vehicle (EV) charging requirements for new non-residential development.

CE - CISCO ACI AND NETWORK HARDWARE

Purpose: To obtain Council approval to award a Contract Extension (CE) for Cisco Application Centric Infrastructure (ACI) and Network Hardware equipment.

SOCIAL PLANNING COMMITTEE - RE: SOCIAL PLANNING COMMITTEE WORK PLAN FOR 2024 - 2025

Purpose: To outline the activities of the Social Planning Committee for 2021-2023 and identify work plan initiatives for 2024 and 2025.

SU: REZONING APPLICATION SERIES

Purpose: To submit the current series of new rezoning applications for Council's information.

RESPONSE TO DELEGATION ON SAVING, REPURPOSING AND RELOCATING HOMES

Purpose: To report back on Resolution No. 2023-105, regarding the delegation from Renewal Home Development on March 13, 2023 to investigate the feasibility of implementing municipal solutions for the purpose of saving, repurposing and relocating homes before demolition.

FINANCIAL MANAGEMENT COMMITTEE - RE: 2023 CANADA COMMUNITY-BUILDING FUND UPDATE

Purpose: To provide an update on the Federal Canada Community-Building Fund Program for 2023.

Purpose: to amend the Burnaby Zoning Bylaw to implement new Local Government Act requirements related to small-scale multi-unit housing (SSMUH) in single- and two-family neighbourhoods, and other supplementary amendments

#14662 - Burnaby Zoning Bylaw 1965, Amendment Bylaw No. 9, 2024 - REZ #24-12 (All current R District parcels and portions of parcels that are split-zone R District)

Purpose: to implement new Local Government Act requirements related to small-scale multi-unit housing (SSMUH) through the rezoning of all current R District properties and portions of properties that are split-zoned as R District, which includes permitting the following minimum number of housing units in single- and two-family neighbourhoods: 3 units on residential lots that are up to 280 m² / 4 units on residential lots that are greater than 280 m² / 6 units on residential lots that are at least 281 m² and within 400 m of bus stops with frequent service

Recommendation:

THAT the nominees selected to receive the Burnaby Environmental Awards in 2024 be awarded as follows:

• The von Euw Family in the Community Stewardship category;
• Irene Lau in the Community Stewardship category;
• Laurel Dykstra in the Community Stewardship category; and

THAT the nominees selected to receive the Burnaby Environmental Stars recognition be awarded as follows:

• Nikki Gill in the Community Stewardship category;
• Burnaby For Our Kids in the Community Stewardship category;
• Clay Construction in the Planning and Development category; and

THAT the awarded nominees be announced at the May 27, 2024, Open Council meeting and recognized at the June 24, 2024, Open Council meeting; and

THAT staff be authorized to contact recipients to advise them of the award prior to the announcement, and once accepted by the recipients the members of the Environment Committee be updated.
