BURNABY MOUNTAIN BIKE SKILLS COURSE

Purpose: To obtain Council approval to proceed with redevelopment of the Burnaby Mountain Bike Skills Course.

BARNET MARINE PARK PARKING RESERVATION PROGRAM

Purpose: To seek Council approval for the proposed two-year plan to implement a free parking reservation program at Barnet Marine Park.

6.3

TAX SALE MANDATED PROCEDURAL CHANGES 2024

Purpose: To provide information pertaining to the Tax Sale changes proposed through Bill 3 and 42, and request Council to write a letter to the Ministry of Municipal Affairs to raise concerns about the changes being implemented which will not help homeowners facing tax sale.

6.4

DEVELOPMENT FUNDING PROGRAM (DFP) - DEVELOPMENT COST CHARGES (DCC) BYLAW AND AMENITY COST CHARGES (ACC) BYLAW AND RELATED BYLAWS AND BYLAW AMENDMENTS

Purpose: To request Council approval of a new Development Cost Charges Bylaw, Amenity Cost Charges Bylaw, and related consequential bylaws and bylaw amendments.

REZ #23-22 - 4567 CANADA WAY - BCAA SKYSIGNS

Purpose: To seek Council approval to facilitate the installation of two new BCAA skysigns on the north and south elevations of an existing building on site.

TUP #23-04 - 5609 IMPERIAL STREET - RETAIL GROCERY STORE

Purpose: To seek Council approval for Temporary Use Permit (TUP) #23-04 to permit the use of a retail grocery store that is approximately 596 m² on the subject site for a maximum of three (3) years.

NOISE VARIANCE - AUTHORIZATION FOR SPECIAL OUTDOOR EVENTS 2024

Purpose: To seek the authorization required under the Burnaby Noise and Sound Abatement Bylaw for outdoor events at specific locations.

2024 HERITAGE BC CONFERENCE

Purpose: To seek approval for members of the Community Heritage Commission to attend the 2024 Annual Heritage Conference in Nelson, BC.

7.1

EXECUTIVE COMMITTEE OF COUNCIL - RE: BURNABY NEIGHBOURHOOD HOUSE CONTRIBUTION AGREEMENT

Purpose: To seek Council approval for a new contribution agreement with the Burnaby Neighbourhood House Society.

7.2

PLANNING AND DEVELOPMENT COMMITTEE - RE: LIQUOR AND CANNABIS POLICY REVIEW - RECOMMENDED ACTIONS

Purpose: To seek Council approval on the recommended liquor and cannabis policy directives.

7.3

TRANSPORTATION COMMITTEE - RE: NOM: IMPROVING TRAFFIC SAFETY

Purpose: To seek Council support of the Notice of Motion (NOM) for staff to be directed to explore the feasibility assessment to review the implementation of pedestrian safety measures at signalized intersections.

CONSENT AGENDA

8.1

CONSERVATION OF LANDS WITHIN CARIBOO HEIGHTS COMMUNITY PLAN AREA

Purpose: To provide an update on the environmental assessment report and feasibility of setting aside Study Areas B and C in the Cariboo Heights Community Plan for conservation, as directed by Council.

8.2

PLANNING AND DEVELOPMENT COMMITTEE - RE: OCP RESEARCH - COMMUNITY AND SOCIAL INFRASTRUCTURE NEEDS ASSESSMENT - PROJECT INITIATION

Purpose: To formally initiate the Community and Social Infrastructure Needs Assessment project.

PLANNING AND DEVELOPMENT COMMITTEE - RE: BURNABY 2050 PROJECT UPDATE Q1 2024

Purpose: To provide an update on the progress of Burnaby 2050, present the timeline for the remainder of the project, and request feedback on the draft Vision Statement, Values, and Guiding Principles to be included in the Official Community Plan (OCP).

THAT Len Soet be approved as Burnaby’s 2023 Outstanding Citizen of the Year, and that the Kushiro Cup presentation take place at the 2024 City Appreciation Dinner on May 3, 2024;

THAT the report titled “2023 Citizen of the Year – Kushiro Cup Award”, dated March 11, 2024, be released at the March 25, 2024, Open Council meeting; and

THAT staff be authorized to contact the recipient and nominators prior to Council’s Open meeting.
