7.1

EXPANDED BURNABY MOUNTAIN WILDFIRE PREVENTION PROGRAM

Purpose: To seek Council’s endorsement of a proposed expanded wildfire prevention program for Burnaby Mountain and approve the required funding.

7.2

PROPOSED BYLAW AMENDMENTS - ZONING BYLAW REWRITE PROJECT - NEW NON-RESIDENTIAL ZONING DISTRICTS

Purpose: To propose amendments to the Burnaby Zoning Bylaw to establish five new zoning districts and related changes to implement the Burnaby 2050 OCP land use framework.

PLA - METRO VANCOUVER PUMP STATION WITHIN BURNABY FRASER FORESHORE PARK

Purpose: To seek Council approval to enter into a nominal Proposed Licence Agreement (PLA) with the Greater Vancouver Sewerage & Drainage District for portions of Burnaby Fraser Foreshore Park Surrounding 7215 Mountbatten Street.

STATUTORY RIGHT-OF-WAYS FOR BC HYDRO - 3676 KENSINGTON AVENUE AND 386 SPERLING AVENUE - (BURNABY LAKE RECREATION CENTRE)

Purpose: To seek Council approval to grant two Statutory Rights-of-Way in favour of BC Hydro over a portion of 3676 Kensington Avenue and 3860 Sperling Avenue to permit the installation, operations and maintenance of electrical works.

BUDGET EFFICIENCIES:  BARNET MARINE PARK PARKING 

Purpose: To seek Council approval for delivering the Barnet Marine Park parking program with four-hour time limits and with the support of a third-party contract service provider.

7.6

CA - ELECTRICAL MAINTENANCE AND REPAIR SERVICES

Purpose: To obtain Council approval for a Contract Award (CA) for electrical maintenance and repair services of City owned buildings and facilities.

CC - HIRED EQUIPMENT SERVICES - PIT VIPER CONTRACTING LTD.

Purpose: To obtain Council approval to award a Contract Change (CC) to Pit Viper Contracting Ltd. for hired equipment services.

CC - HIRED EQUIPMENT - MCRAES ENVIRONMENTAL SERVICES

Purpose: To obtain Council approval to award a Contract Change (CC) to McRaes Environmental Services for hired equipment services.

CC - RADIO EQUIPMENT SUPPLY, DELIVERY, MAINTENANCE & REPAIR - B.C. COMMUNICATIONS INC.

Purpose: To obtain Council approval for a Contract Change (CC) to B.C. Communications Inc. for the supply, delivery, maintenance, and repair of radio equipment.

ECC - FESTIVALS BURNABY GRANT - JANUARY 2026

Purpose: To seek Council approval for Festivals Burnaby Grant Program, January recommendation.

ECC - SPORT HOSTING GRANT - FALL 2025 INTAKE

Purpose: To seek Council approval for Sport Hosting Grant Program, Fall 2025 intake recommendation.

8.3

ECC - PROCEDURE BYLAW UPDATE - TERMS OF REFERENCE 

Purpose: To seek Council approval to request changes to the Procedure Bylaw in regard to the Terms of Reference for Advisory Bodies.

8.4

PDC - REZ #25-07 - 7305 AND 7317 BULLER AVENUE - PROPOSED EIGHT-STOREY RENTAL APARTMENT DEVELOPMENT

Purpose: To seek Council authorization to forward REZ #25-07 to First and Second Reading at a future Council meeting.

CONSENT AGENDA

9.1

ADMINISTRATIVE POLICY: DISTRIBUTION OF NEWSPAPERS IN PARKS, RECREATION AND CULTURE FACILITIES

Purpose: To provide clear and consistent guidelines governing the distribution of third-party print materials in Parks, Recreation and Culture (PRC) facilities.

9.2

SU: CIVIC INNOVATION LAB INITIATIVES

Purpose: To provide Council with an update on Civic Innovation Lab initiatives.

9.3

SU: SPORTS FIELD AED ANALYSIS

Purpose: To provide Council with a status update (SU) concerning Automated External Defibrillators (AEDs) at Burnaby’s outdoor sports fields.

9.4

PDC - BRENTWOOD PEDESTRIAN AND CYCLIST LINKAGE PROJECT UPDATE

Purpose: To provide Council with an overview of the Brentwood Pedestrian and Cyclist Linkage Project.

PETITION: SUPPORTIVE / COMPLEX CARE HOUSING AT 5389 IMPERIAL STREET

Purpose: To provide Council a petition from the Burnaby Neighbourhood Watch regarding the proposed Supportive/Complex Care Housing at 5389 Imperial Street.

#14789 - Burnaby Housing Agreement (5980 Kathleen Avenue) Bylaw 2026

Purpose: to authorize the execution of a Housing Agreement for the non-market rental housing development at 5980 Kathleen Avenue and repeal Bylaw No. 14726

#14790 - Burnaby Housing Agreement (6616 Telford Avenue) Bylaw 2026

Purpose: to authorize the execution of a Housing Agreement for the non-market rental housing development at 6616 Telford Avenue

11.2.1

#14720 - Burnaby Zoning Bylaw 1965, Amendment Bylaw No. 34, 2024 - REZ #24-07 (Portion of 3789 Royal Oak Avenue)

Purpose: to permit the redevelopment of the Forest Lawn Memorial Park funeral home facilities, to facilitate the proposed redevelopment to rezone a portion of the subject property, discharge Covenant BL418983 (tree preservation) and discharge and replace Covenant BL418981 (no build buffer)

Councillor Lee - Proposed Motion: Declaration of Procedural Deficiency due to Inadequate Public Engagement by BC Housing for the 5389 Imperial Street Supportive Housing and Complex Care Housing Proposal

Purpose: To direct staff to report back on minimum public engagement standards expected of senior government partners for supportive housing and complex care housing projects.

Councillor Lee - Proposed Motion: Governance Inconsistency, Procedural Unfairness, and Suspension of Further Action to the 5389 Imperial Street Site Selection for Supportive Housing and Complex Care Housing

Purpose: To seek Council approval to acknowledge the inconsistency and declare procedural deficiency related to the 5389 Imperial Street Supportive Housing and Complex Care Housing.

Scheduling of the January 28, 2026, Parks, Recreation and Culture Committee

Recommendation:

THAT the Parks, Recreation and Culture Committee be scheduled to be held on Wednesday, January 28, 2026, at 5:00 pm in the Council Chamber.
