An ‘Open’ meeting of the City
Council was held in the Council Chamber, Burnaby City Hall, 4949 Canada Way,
Burnaby, B.C. on Monday, 2015 May 04 at 7:00 PM.

The
Open Council meeting was called to order in the Council Chamber at 7:03
p.m.
|
His Worship, Mayor Derek Corrigan,
introduced Youth Week, an annual event to celebrate and acknowledge the
contributions of young people to the community. Following is the text of the
Mayor’s remarks:
“Twenty-one years ago, youth in the
lower mainland asked why there wasn’t a day to celebrate youth. Then they asked
‘why not a week rather than a day?’ This simple idea is what started it all.
Youth Week is now an international celebration. Here in British Columbia, youth
week takes place during the first week of May and is a fun-filled week of
interaction and celebration that helps to build a strong connection between
young people and their communities and to profile the issues, accomplishments
and diversity of youth.
Wherever Youth Week is celebrated, the
idea behind it is the same: Young people are important and need to be
recognized in a constructive and positive manner. Their contributions need to
be acknowledged and celebrated.
There are a number of Burnaby Board of
Education Trustees here tonight to celebrate the accomplishments of our youth
and to show their support: Trustees:
Baljinder Narang, Larry Hayes, Meiling
Chia, and Katrina Chen.
We have diverse bunch of young people
gathered here tonight, who volunteer in many areas and capacities, and
demonstrate the tremendous contribution that young people can – and do – make
to our community. Some participate in clubs and organizations in their schools,
such as Student Government and Model UN groups. Some focus their energies on
specific causes, such as Youth Leadership training, Equity issues, and Mental
Health issues.
There are those who volunteer directly
with seniors and people with disabilities, and others who work with the
disadvantaged. Some have raised funds for charities, including the BC Cancer
and MS societies, and the Heart and Stroke Foundation.
There are representatives from Youth
Voice Committee, the Leo Club, the Neighbourhood House, Tech Easy, and Spirit
of the Children.
A diverse bunch indeed! But what is
common between all of these nominees is that they care about their city and
community, and they want to be actively involved and make a difference. If this
is what our youth of today are involved with in Burnaby, I am excited to see
what our adults of tomorrow will do next.
The Burnaby Youth Voice Committee has
created citizenship awards to recognize young people in Burnaby who have
volunteered their time and skills, and made a difference in our community. I
would like to take the time to recognize the following youth who have been
nominated for a citizenship award:”
His Worship, Mayor Derek Corrigan,
accompanied by Kristine Lewis, Coordinator – Youth Recreation Services,
presented the following youth with a Certificate of Recognition:

presented Certificates of Recognition and a $100 bursary to the following Citizenship
Award Winners:

Not in attendance, but also receiving
a Certificate of recognition and a $100 bursary is Margaret Anteros.
Mayor Corrigan also advised this
year’s Burnaby Youth Week logo contest winner is Katya Morin. She is a Grade 9
student at Burnaby South Secondary School. At the Youth Week Block Party on
May 2, 2015, she received a sweatshirt with her winning design on it plus a $50
cheque.
Councillor
Calendino, on behalf of His Worship Mayor Derek Corrigan proclaimed
2015 May as "Child Care Month" and
2015 May 21 as "Child Care Provider Appreciation Day" in
the City of Burnaby.

THAT
the delegation be heard.

Ernie Kashima and Simone Brandi,
representing Burnaby Neighbourhood House, appeared before Council to provide an
overview of their community programs and services for children, youth, seniors
and families including computer literacy cafes, community tax clinics for low
income families, community building dinners, pre-school programs, day care
services, youth leadership programs and seniors outreach services.
The speakers noted the following
points:
·
Over
180,000 contacts were made with individuals by staff and volunteers.
·
Over
3,100 children and youth benefitted from the services provided by Burnaby
Neighbourhood House.
·
875
volunteers logged over 43,000 volunteer hours in 2014.
The delegation advised that the
Burnaby Neighbourhood House in north Burnaby will be required to relocate in
the fall of 2015 and any assistance the City could provide in finding a new
location would be appreciated.
The delegation concluded by
congratulating Councillor Paul McDonell for receiving a Good Neighbour Award from
the Association of Neighbourhood Houses of BC.

The Financial Management
Committee submitted a report to Council updating design progress and
seeking approval to complete a civic memorial Dr. Sun Yat-Sen in Central
Park.
The Financial
Management Committee recommended:
1. THAT Council
authorize the continuance of the detailed design through to complete
construction of the Sun Yat-Sen Memorial, as outlined in this report.
2. THAT a copy
of this report be advanced to the Parks, Recreation and Culture Commission
for their information.
3. THAT a copy
of this report be advanced to the International Relations and Friendship
Cities Committee for their information.
4. THAT a copy
of this report be sent to the Dr. Sun Yat-Sen Foundation for Peace and
Education, c/o Mr. Kevin Shaoyi Xin.

The
Financial Management Committee submitted a report to Council requesting
funding approval for various capital improvements (Clydesdale Pump Station,
SCADA System Upgrade, Stormwater Management, Cedar Creek Erosion Management, Stoney
Creek ISMP, Diking Study, and Rumble Street).
The Financial
Management Committee recommended:
1. THAT Council
approve the capital expenditure of $3.045 Million for various capital
improvements, as outlined in this report.
2. THAT Council
authorize staff to bring down a bylaw in the amount of $3.041 Million
(inclusive of GST), and draw from the Sanitary Sewer Capital Fund the amount
of $140,000 to finance the capital programs, as outlined in this report.

Financial Management Committee submitted a report to Council requesting
funding approval for Engineering equipment and new vehicles (Solid Waste
Containers, Water Construction Trailer, Leak Detection Equipment,
Refuse/Recycling Containers, Recycling Glass Containers, Mobile Vehicle Lifts/Hoists,
Snow Plows, Forklift, 2 Ton Flatdeck, Emergency Hose Reel Pump System,
Recycling Trucks, Automated Refuse Trucks, Sewer Combo Truck, and Tandem Axle
Dump Truck).
The Financial
Management Committee recommended:
1. THAT Council
approve the capital expenditure of $2.4666 Million for various capital
improvements, as outlined in this report.
2. THAT Council
authorize staff to bring down a bylaw in the amount of $2.790 Million
(inclusive of GST) to finance the capital equipment, as outlined in this report.

The
Financial Management Committee submitted a report providing comparative
information for 2015 Property Assessments, New Growth and Home Owner Grant
eligibility.
The
Committee noted assessments have recovered from a slight decline in 2014,
while new growth has returned to normal levels following the 2014 jump due to
the BC Assessment desk top review exercise. The Province has not increased
the basic grant amount for Home owner Grants nor the thresholds for the lower
and upper assessment values. As such the number of properties that can claim
the full grant is below the target set by the Province while the number of
properties that will incur a partial loss of grant has also increased.

The
International Relations & Friendship Cities Committee submitted a report seeking
Council approval of financial support for the Nikkei National Museum &
Cultural Center related to celebrations and events planned for the 50th
Anniversary of the Sister City relationship between Burnaby and Kushiro.
The
International Relations & Friendship Cities Committee recommended:
1. THAT Council
approve $8,000 in financial support for the Nikkei National Museum &
Cultural Center to off-set costs related to celebrations and events planned
for the 50th Anniversary of the Sister City relationship between Burnaby and
Kushiro.
2. THAT a copy
of this report be forwarded to Roger Lemire, Executive Director, Nikkei
National Museum & Cultural Center, 6688 Southoaks Crescent, Burnaby BC.

The
Planning and Development Committee submitted a report seeking Council
approval of a proposed Tenant Assistance Policy in instances where existing
multi-family buildings are included in the rezoning development approval
process.

adopt the Tenant Assistance Policy as outlined in Section 5.0 of this report.

The
Planning and Development Committee submitted a report providing a preliminary
review of the BC Housing Non-Profit Asset Transfer Program.
The
Committee noted BC Housing’s Non-Profit Asset Transfer Program has serious
implications for the future of public land assets in Burnaby and
province-wide. As with any public asset, the intent is that they provide long
term benefits for the Province and its citizens. Due to the potential
long-term implications of the program, numerous concerns have been raised. To
ensure publicly owned land assets are protected now and in the future, it is
critical that the Provincial government recommit to its responsibility as a
direct provider of non-market housing.
The Planning and
Development Committee recommended:
1. THAT Council
write to the Premier and the Deputy Premier and Minister Responsible for
Housing, the Honourable Rich Coleman to express concern with the disposal of
public land and building assets under the Non-Profit Transfer Program, as
outlined in this report.
2. THAT Council
request the Premier and Minister to provide for a long term plan to maintain
public ownership of lands and buildings for non-market housing purposes to
meet current and future community needs in the Province.
3. THAT a copy
of this report be sent to Burnaby MLAs, the Metro Vancouver Board, and the
City’s Social Planning Committee.
4. THAT a copy
of this report be sent to UBCM member municipalities for information.

The City Manager presented a report dated 2015 May 04
on the matters listed following as Items 01 to 02 either
providing the information shown or recommending the courses of action
indicated for the reasons given.

The City Manager submitted a report
from the Director Finance to obtain Council approval
to award a contract for the construction of new ductile iron watermain and
pavement rehabilitation on various streets in the City of Burnaby.
The City Manager recommended:
1. THAT
Council approve a contract award to Hyland Excavating Ltd. for a total cost of
$1,825,253.85 including GST in
the amount of $86,916.85 for work as outlined in this report. Final payment
will be based on actual quantity of goods and services delivered and unit
prices as tendered.

gift from the Twilighters Club.
