An Open meeting of the City Council was held in the Council Chamber, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Monday, 2016 February 15 at 7:00 p.m.

The Open Council meeting was called to order at 7:05 p.m.

2016 Public Safety Awards

Councillor Calendino, Chair of the Public Safety Committee read the following address in recognition of three Burnaby citizens that came to the aid of a young woman at the scene of an accident, and performed meritorious acts as they attempted to save her life.

 

“On behalf of Mayor and Council, we are privileged this evening to be meeting three commendable citizens – Mr. John (Jack) Wilson, Mr. Tyson Rasmussen and Ms. Rebecca Littke – and to be presenting them with the City of Burnaby’s Public Safety Award.

 

The City created the Community Policing Award in 2008 to recognize people who have carried out an act of bravery or courage related to crime prevention. 

 

In 2015, the City changed the name to the Public Safety Award which incorporates the RCMP, Anti-Graffiti and the Burnaby Fire Department. This comprehensive award recognizes individuals with a connection to Burnaby who have carried out meritorious service or an act of bravery related to fire prevention, crime prevention, community policing or public safety.

 

Meritorious service refers to a deed or activity that has been performed in a highly professional manner, or according to a very high standard.  It is often innovative, sets an example for others to follow, improves the quality of life of the community and brings benefit or honour to Burnaby.

 

We are honoured to present the Public Safety Award to these three well deserving individuals for the meritorious service in providing aid to a citizen in serious peril.

 

On the 17th of February 2015, in the area of Canada Way and Beta Avenue in Burnaby, BC, a serious car collision had taken place involving two vehicles and a pedestrian. As a result of the collision, one of the vehicles struck a pedestrian on the sidewalk, causing her significant injuries.  The 22 year old victim was rushed to Royal Columbia Hospital by BC Ambulance; however, despite the significant efforts of all involved she sadly succumbed to her injuries.”

 

MR. TYSON RASMUSSEN

 

“Mr. Tyson Rasmussen was in the area of Canada Way and Beta Avenue when he witnessed a two car collision.  Mr. Rasmussen on seeing the pedestrian being hit, immediately ran to her aid.  Upon reaching her, he identified she was in critical condition, had no pulse and wasn’t breathing.  As such, he cleared her airway and began Cardio Pulmonary Resuscitation.  He was in the middle of performing CPR when he was approached by a second and third civilian who identified they had further medical training and as such he rightly handed over treatment of the pedestrian to them. 

 

Mr. Rasmussen, regardless of having just witnessing a horrific accident, did not hesitate to come to the aid of an injured young woman.” 

 

Mr. John (Jack) Wilson

 

“Mr. John (Jack) Wilson is officially commended for outstanding actions in coming to the aid of, and in attempting lifesaving first aid, on an injured person after a significant car accident.

 

Mr. Wilson was at work in the area when he was informed of a serious car collision which happened in front of the business. Mr. Wilson, a trained first aid attendant, promptly went to go see if he could be of assistance. Mr. Wilson sized up the chaotic nature of the accident scene and immediately began providing assistance to another citizen who was attempting Cardio Pulmonary Resuscitation on the young woman.  Upon reaching her he identified she was in critical condition, had no pulse and wasn’t breathing. Mr. Wilson assisted in chest compressions on the pedestrian, and at one point coordinated the attempted use of a defibrillator on her, until further medical assistance could arrive.

 

Mr. Wilson did not hesitate to put his medical training into practice and come to the aid of an injured young woman. He is to be commended on his humanity and selflessness. His actions bring credit to himself and the City.”

 

Ms. Rebecca Littke

 

“Ms. Rebecca Littke was at work in the area of Canada Way and Beta Avenue when she was informed of a serious car collision which had happened in front of the business.  Ms. Littke, a trained first aid attendant, quickly went to go see if she could be of assistance.  Ms. Littke, upon arriving on scene, began assisting where she could with several of the other injured parties.  However, she quickly realized the most critically injured person was the pedestrian and went to help her co-worker who was attempting Cardio Pulmonary Resuscitation on the young woman.  Upon reaching the victim, Ms. Littke assisted in chest compressions on the pedestrian until further medical assistance could arrive. 

 

Ms. Littke did not hesitate to put her medical training into practice and came to the aid of the injured woman.

 

Despite the tragic outcome, prompt actions on the part of Mr. Wilson, Mr. Rasmussen and Ms. Littke are to be commended.  Their quick thinking, humanitarian efforts and selflessness at the scene in attempting lifesaving CPR, is a credit to themselves, their families and their communities.

 

On behalf of the Public Safety Committee, Burnaby City Council and Burnaby citizens, I want to tell you how proud we are of you, and thank you for what you have done for all of us.”

Councillor Johnston, on behalf of His Worship Mayor Derek R. Corrigan, proclaimed the week of 2016 February 15 - 20 week "Heritage Week" in the City of Burnaby.

Chamber of Commerce Week (2016 February 15 - 19)

 

 

Councillor Jordan, on behalf of His Worship Mayor Derek R. Corrigan, proclaimed the week of 2016 February 15 - 19 "Chamber of Commerce Week" in the City of Burnaby. Mr. Paul Holden, the CEO of the Burnaby Board of Trade personally accepted the proclamation on behalf of the Burnaby Board of Trade.

Heritage BC Award Announcement – Councillor Jordan

 

Councillor Jordan announced the Burnaby Heritage Website has received a Heritage BC Award at the Recognition level. This award is in the Heritage Education & Awareness category.

 

 

The new site’s sophisticated  ‘one search’ function and mobile friendly design  enables students, teachers, researchers, City staff and members of the public to search the many repositories of information held in the City Archives, the Burnaby Village Museum and the Burnaby Heritage Planning Program.

 

The award will be accepted on behalf of the City by the City’s Archivist at the Heritage BC awards ceremony on February 18th in Vancouver.

Re: Heritage Alteration Permit

Ceperley Mansion "Fairacres" - Deck Restoration

Burnaby Art Gallery, 6344 Deer Lake Avenue

 

 

The Community Heritage Commission submitted a report seeking Council approval for the issuance of a Heritage Alteration Permit for Ceperley Mansion "Fairacres" to repair a large exterior deck.

The Community Heritage Commission recommended:

1.         THAT Council approve issuance of a Heritage Alteration Permit for Ceperley Mansion located at 6344 Deer Lake Avenue, as outlined in this report.

Re: 2016 Environment Week Program

 

 

The Environment Committee submitted a report seeking Council approval for the 2016 Environment Week Program and the Environment Awards and Stars Reception. The 2016 Environment Week Program will take place over two weeks this year to allow citizens to participate in the various events.

 

The Environment Committee recommended:

 

 1.        THAT Council approve the 2016 Environment Week Program.      

 

 2.        THAT Council approve the presentation of Environmental Awards and Stars at the Regular Council meeting on May 16, 2016.

 

 3.     THAT Council approve an expenditure of up to $3,000 from the Boards, Committees and Commissions’ operating budget for promoting and advertising the City sponsored Garage Sale Day Event.

 

  4.     THAT Council approve an expenditure of up to $5,800 from the Boards, Committees and Commissions’ operating budget for promoting and advertising Environment Week.

1.         THAT Council authorize the completion of the project detailed in this report.

 

  2.      THAT Council authorize a bylaw in the amount of $262,500 (inclusive of GST) from Capital Reserves for design through to completion of this project.

The Financial Management Committee submitted a report seeking Council approval for capital expenditure and bylaw funding for computer equipment replacement, betterments and IT infrastructure acquisitions as part of the 2016 IT Infrastructure Program.

 

The Financial Management Committee recommended:             

 

1.         THAT Council approve the capital expenditure of $4,982,800 for computer equipment replacement, betterments and infrastructure acquisitions, as outlined in this report.

 

 2.      THAT Council authorize staff to bring down a Capital Reserves Bylaw in the amount of $5,215,700 (inclusive of taxes) to finance the 2016 IT Infrastructure Program.

The City Manager submitted a report from the Director Finance providing Council with staff comments and suggestions to Minister of State for Emergency Preparedness in response to their document, Prepared and Resilient: A discussion paper of the legislative framework for emergency management in British Columbia.

The City Manager recommended:

1.     THAT Council approve the submission of this report to the Province of British Columbia in response to their invitation to participate in consultation and engagement on the Emergency Program Act.

 

2.         THAT  a copy  of  this  report  be  sent  to  the Province  of British Columbia, Minister of State for Emergency Preparedness at citizenengagement@gov.bc.ca before Friday, February 19, 2016, at 4:00 p.m.

1.                THAT Council approve a contract increase of $468,000.00 including GST in the amount of $22,285.71 for a total revised contract value limit of $1,140,000.00 as outlined in this report

The City Manager submitted a report from the Director Finance seeking Council approval to increase the existing contract with D&S Bulldozing Ltd. for the transport and disposal of surplus excavated materials.

The City Manager recommended:

 

1.                THAT Council approve a contract increase of $308,910 including GST in the amount of $14,710 from the current approved limit of $636,090 including GST in the amount of $30,290 to D&S Bulldozing Ltd. as outlined in this report.

Deputy City Manager, Lambert Chu advised Council the cost would be approximately $150,000.
