An Open meeting of the Public Safety Committee was held in the Council Chamber,  City Hall, 4949 Canada Way, Burnaby, B.C. on Tuesday, 2018 January 23 at 6:00 p.m.

The Chair called the meeting to order at 6:07 p.m.

 

The Chair welcomed Chief Superintendent Deanne Burleigh to the RCMP Burnaby Detachment as the new Officer in Charge.

The Chair referred to three recent accidents, including one fatality, on Cariboo Road. On behalf of City Council and the Public Safety Committee, the Chair extended condolences to the family of the victim, and wished the two injured individuals a full and speedy recovery.

Correspondence from Keri Brummitt

Re: Fatality on Cariboo Road at Cariboo Drive

 

 

Correspondence was received from Ms. Keri Brumitt regarding the Cariboo Road fatality.

 

Arising from consideration of the correspondence, the Committee received additional emails from Ms. Brumitt in which she referred to two subsequent accidents in the area involving a cyclist and a pedestrian.

 

 

 

 

 

b)

Correspondence from Namita Sahni

Re: Fatality on Cariboo Road at Cariboo Drive

 

 

Correspondence was received from Ms. Namita Sahni regarding the Cariboo Road fatality.

 

The Committee advised that a number of safety measures are being implemented at the 7200 block of Cariboo Road, and further noted that RCMP officers are on location ticketing speeding drivers.

 

c)

Correspondence from Frederic W. Dollery

Re: Crosswalk at Parker Street and Madison Avenue

 

 

Correspondence was received from Mr. Frederic Dollery commenting on the new overhead crosswalk lighting at Parker and Madison. Mr. Dollery advised that some vehicles are still not stopping at the crosswalk.

 

d)

Correspondence from Bertrand P. Lau

Re: Safety Concerns - NE Corner of Willingdon Avenue & Canada Way                                                                                               

 

 

Correspondence was received from Mr. Bertrand P. Lau identifying a safety concern with the multi-use pathway at the north-east corner of Willingdon Avenue and Canada Way. Mr. Lau advised that the pathway is interrupted by posts and guy wires along the east side of Willingdon narrowing the useable portion of the pathway. Safety is further compromised with traffic exiting from the Shell petrol station.

 

Staff advised that the intersection and the pathway fall under the responsibility of the Ministry of Transportation and Infrastructure.

 

Staff undertook to follow-up.

 

e)

Correspondence from Michele Cook

Re Traffic Safety on Norland Avenue

 

 

Correspondence was received from Ms. Michele Cook expressing pedestrian safety concerns crossing Norland Avenue mid-block between Canada Way and Kincaid Street.

 

Staff advised that a study of pedestrians crossing mid-block on Norland Avenue was done in May by the Engineering Department, and noted they are investigating the feasibility of providing a traffic signal at Kincaid Street and Norland Avenue.

 

Staff undertook to follow-up.

Memorandum from the City Clerk

Re: Burnaby Fire Department 2016 Annual Report

 

 

A memorandum was received from the City Clerk advising that Council, at its Open meeting held on 2017 December 04, received the Burnaby Fire Department’s 2016 Annual Report.  The report is provided to the Committee for information.

a)

Report from the Director Planning and Building

Re: Update on the Activities of the Burnaby-New Westminster Taskforce on Sexually Exploited and At-Risk Youth underline

 

 

The Director Planning and Building submitted a report providing an overview of recent and planned activities of the Burnaby-New Westminster Taskforce on Sexually Exploited and At-Risk Youth (the Taskforce).

Staff provided an overview of the report which included a summary of the Taskforce activities in 2016 and 2017.

 

The Director Planning and Building recommended:

1. THAT the Committee request Council to authorize the allocation of $3,500 from the 2018 Boards, Committees and Commissions budget and the allocation of $2,000 from the 2019 Boards, Committee and Commissions budget to the Burnaby-New Westminster Taskforce on Sexually Exploited and At-Risk Youth to support its two-year workplan, as detailed in Section 3.0 of this report.

2. THAT a copy of this report be forwarded to the Sustainable City Advisory Committee for information.

Report from the Director Public Safety and Community Services

Re: City of Burnaby 2017 Wildfire Support                                       

 

 

The Director Public Safety and Community Services submitted a report providing a summary of City of Burnaby 2017 Wildfires Emergency Deployment.

The Committee thanked the Fire and RCMP Departments for their service.

The Director Public Safety and Community Services recommended:

1. THAT this report be received and forwarded to Council for information purposes.

Report from the Director Public Safety and Community Services

Re: Community Emergency Preparedness Application Emergency Operations Centres and Training                                  

 

 

The Director Public Safety and Community Services submitted a report requesting approval to submit an UBCM application for the Provincial Community Emergency Preparedness Fund (CEPF) - Emergency Operations Centers and Training funding stream.

The Director Public Safety and Community Services recommended:

1. THAT Committee recommend to Council that staff be authorized to submit an UBCM funding application as outlined in this report.

Report from the Director Public Safety and Community Services, Fire Chief and the OIC, RCMP

Re: Proposed Emergency Radio Amplification Bylaw                   

 

 

The Director Public Safety and Community Services, Fire Chief and the Officer in Charge, RCMP, submitted a report outlining the terms for a new bylaw to enhance public safety and emergency response.

The Director Public Safety and Community Services, Fire Chief and the OIC, RCMP recommended:

1. THAT Committee recommend to Council that staff be authorized to prepare a bylaw on emergency radio amplification as outlined in this report.

2. THAT a copy of this report be sent to the BC Construction Association, the Vancouver Regional Construction Association, the Urban Development Institute of BC, and the BC Broadband Association for information.

a)

District #1 - November/December 2017

 

 

            Mr. Wong, Chair, provided a report of activities that took place in District #1 during November/December 2017, and noted the following from their 2018 January meeting:

·         Patrick Tracy, Crime Prevention Programs Facilitator, RCMP Burnaby Detachment, gave an update on a virtual kidnapping scam in which a foreign student is coerced online to send a photo of themselves and overseas parents are convinced their child is being held for ransom;

·         a District #1 member, who is a FORTIS BC employee, noted that demolition contractors sometimes fail to notify FORTIS BC before demolishing a house.

 

b)

District #2 - November/December 2017

 

 

Ms. Cheng, Chair, provided a report of activities that took place in District #2 during November/December 2017, and noted the following:

·         Burnaby Mountain Secondary School students gave a presentation at the BCCPA conference;

·         the District has noticed an increase in panhandling at the Production Way Skytrain station;

 

Ms. Cheng advised this is her last Public Safety Committee meeting as District #2 Chair, and informed the Committee of her replacement - Mr. Aki Ediriweera.

 

Arising from discussion, the following motion was introduced:

c)

District #3 - November 2017

 

           

Ms. Tazul Ali, Chair, submitted a report of activities in District #3 for November 2017.  Ms. Ali noted that at the last CPAC meeting, the RCMP Burnaby Detachment’s Crime Prevention Unit provided a presentation on their role and outlined the nature of their work.

 

d)

District #4 - No submission

 

 

            No report was submitted at this time.

 

e)

RCMP - October/November 2017

 

 

Chief Superintendent Burleigh submitted a report providing an overview of activities that took place during October/November 2017.

 

Chief Superintendent highlighted the following items:

·         crime statistics are trending downwards, except for Auto Theft and Theft from Auto statistics in District #4 which remain high;

·         traffic collision statistics are down overall;

·         targeted enforcement is in place at the 7200 block on Cariboo Road and will continue until a reduction in traffic speed occurs.

 

The Chief Superintendent further noted the following community engagement activities:

·         a Volunteer Appreciation Dinner which included honoring Donna Dawson and Fred Ellis with long service awards;

·         Victim Service Unit opened a record of 175 new files;

·         a Safety Forum for Seniors;

·         Project Re-Think Road Safety at Burnaby North Secondary school which included Burnaby RCMP and ICBC.

 

The Committee inquired regarding specific areas in Burnaby which may have higher drug activity.

 

Staff noted that there are no such areas in Burnaby.

 

The Committee thanked the Burnaby RCMP for their work and expressed gratitude for the community forums they host.

 

 

 

 

 

 

 

 

f)

Fire Department - November/December 2017

 

 

Fire Chief Robertson submitted a report providing an overview of activities that took place during November/December 2017. 

 

The Fire Chief highlighted the following items:

·         Fire Department assisted Burnaby RCMP with an incident involving a vehicle hanging on freeway overpass;

·         motor vehicle accidents statistics have decreased in December from November, while medical response statistics have increased;

·         overdoses statistics shows calls to the Edmonds and Metrotown areas are slightly higher; Naloxone intervention statistics are up a little from November;

·         Fire Prevention Division’s inspection program of the City’s low rises (850) and high rises (200), which includes an initiative to check roof water pressure;

·         recruitment and 8 week training period started.

NEW BUSINESS

 

 

Dave Reid

 

Mr. Reid expressed concern with vehicles speeding on Government Street near the Government Street and Austin Road intersection, and inquired whether signage may help slow traffic down.

 

Staff undertook to investigate.

 

David Pereira

 

Mr. Pereira advised of dim lighting, some damaged lights, and graffiti in the pedestrian underpass area which is west of Government on Lougheed Highway behind Lougheed Mall.

 

Staff undertook to follow up.

 

7.

INQUIRIES

 

 

Lloyd Paul

 

Mr. Paul inquired regarding a new ambulance service station at Buller Avenue and Berresford Street.

 

Staff noted this matter is under the jurisdiction of the BC Ambulance Service. 

 

 

 

Serena Mawani

 

Ms. Mawani inquired regarding public safety in Central Park following the murder of the young girl last year.

 

Staff advised that enhanced public safety measures have been put in place, including deployment of additional enforcement officers. Further, improved lighting and park opening hours are under review.

 

Tony Wong

 

Mr. Wong inquired regarding 911 system technology and the ability for EComm to send an email message to police and fire responders.

 

Staff advised that they are working on the technology to allow email communication but at this time this is not possible.  In addition, staff recommended raising this question during the upcoming Public Safety Committee tour of EComm.
