An Open meeting of the City Council was held in the Council Committee Room, Burnaby City Hall, 4949 Canada Way, Burnaby, B.C. on Monday, 2016 May 09 at 6:30 p.m. followed immediately by a Closed meeting from which the public was excluded.  At the conclusion of the Closed meeting, the Open meeting was reconvened at 7:00 p.m. in the Council Chamber.

Re: Neighbourhood House Week

Speakers: Ernie Kashima, Board Chair,

                  Cheryl Reesor, Strategic Directions Committee Chair

 

Mr. Earnie Kashima, Board Chair and Ms. Cheryl Reesor, Strategic Directions Committee Chair, Burnaby Neighbourhood House appeared before Council to share information on the community programs and services the Burnaby Neighbourhood House provides to Burnaby residents.

 

Burnaby Neighbourhood House services are accessed by children, youth, immigrants and seniors, representing a variety of cultures and backgrounds. Current key program areas include: family resources, school age childcare, youth leadership, seniors’ outreach and social activities, community support and engagement and overall community outreach.

 

Ms. Reesor and Mr. Kashima spoke to the population increase in North Burnaby and outlined potential service gaps they are hoping to address. Partnerships with other organizations are being explored to identify less expensive centre location options, as operating and rental costs continue to increase.

 

Council expressed their heartfelt thanks for all that Burnaby Neighbourhood House do in support of Burnaby’s community members.

Lower Mainland Christmas Bureau

Re: Lower Mainland Christmas Bureau Update

Speaker: Chris Bayliss, Executive Director        

 

 

Mr. Chris Bayliss, Executive Director, Lower Mainland Christmas Bureau appeared before Council to thank the City of Burnaby for all the support and leadership in support of the Toy Run and Christmas Bureau throughout the holiday season.

 

Council thanked the Christmas Bureau for their contributions and dedication to making the holidays a special time for Burnaby residents.

 

 

 

C)

BC Nurses' Union

Re: George Derby Centre

Speaker: Christine Sorensen, Vice President

 

 

Ms. Gayle Duteil, President and Ms. Christine Sorensen, Vice President, BC Nurses' Union appeared before Council to bring to light the layoffs that are taking place at the George Derby Centre. Funding provided by Fraser Health and Veteran Affairs is inadequate to maintain existing care givers. Today, the first day of National Nursing Week, 54 nurses were issued layoff notices.

 

Council shared its disappointment with recent changes in Federal and Provincial health care policy and the resulting negative impact on healthcare provision.

Re: Community Resource Centres –

2017 Lease Rates and Grants            

 

 

The Executive Committee of Council submitted a report proposing 2017 lease rates and anticipated lease grants for non-profit tenants at all City-owned Community Resource Centres.

The Executive Committee of Council recommended:

1.         THAT Council approve the proposed 2017 lease rates for Resource Centre tenants, as presented in Section 3.0 of this report.

2.         THAT information on the approved 2017 lease rates and the anticipated lease grants be distributed to Resource Centre tenants.

3.         THAT Resource Centre tenants, which meet the grant eligibility criteria established by Council, be invited to make an application for 2017 lease grants.

Re: 2015 Infrastructure Projects –

Request for Additional Funding     

 

 

The Financial Management Committee submitted a report seeking Council approval for additional funding for change orders and higher than anticipated contract values to 2015 infrastructure projects.

The Financial Management Committee recommended:

1.         THAT Council approve the capital expenditure of $1,385,000 for Capital Infrastructure projects outlined in this report.

2.         THAT Council authorize staff to bring down a Capital Reserve Bylaw in the amount of $1,449,720 (inclusive of GST) to finance the capital programs, as outlined in this report.

The Financial Management Committee submitted a report seeking Council approval for additional funding for change orders to 2015 Infrastructure Upgrade Programs - Gilmore North & Boundary Pump Station.

The Financial Management Committee recommended:

1.         THAT Council approve the capital expenditure of $739,100 for 2015 Capital Infrastructure projects outlined in this report.

 

2.         THAT Council authorize staff to fund from the Sanitary Sewer Capital Fund the amount of $773,600 (inclusive of GST) to finance capital programs, as outlined in this report.

1.         THAT Council approve the capital expenditure of $910,000 for the Willingdon Linear Park Project, as outlined in this report

2.         THAT Council authorize staff to bring down a Capital Reserves bylaw in the amount of $340,000 (inclusive of GST) to finance the Willingdon Linear Park, as outlined in this report.

Re: Insurance Contract Renewals - Nine Programs

 

 

The Financial Management Committee submitted a report seeking Council approval to award insurance contracts for the annual Property and Liability insurance programs maintained by the City.

The Financial Management Committee recommended:

 

1.         THAT Council approve the award of nine (9) contracts of insurance as specified in this report. The total amount, payable to Willis Canada to fund the insurance premiums is $850,000. Actual payment will be based on the final insurance agreements.
