Purpose: To summarize the findings of the investigation related to previous allegations, and to provide Council with a recommendation to support the subject liquor primary licence.

Purpose: To seek Council approval to access the Off-Street Parking Reserve Fund and initiate rezoning and a feasibility study to support the development of new off-street parking spaces at 4301/4305 and 4171 Pender Street.

Purpose: to propose amendments to the Burnaby Zoning Bylaw to establish five new zoning districts and related changes to implement the Burnaby 2050 OCP land use framework

Purpose: to establish development guidelines for the construction of a 50-storey residential rental tower with an adjoining 6-storey community hub inclusive of an auditorium, retail space, community serving uses (such as a food bank), and office space. The development proposal includes approximately 480 purpose-built rental units, including approximately 96 non-market rental units

Memorandum - General Manager Planning & Development - March 10, 2026

Purpose: to amend previous rezoning of the subject lands pursuant to REZ #22-24 (Bylaw No. 14591), which received Final Adoption on January 28, 2025 and which permitted the construction of a five-storey enclosed self-storage facility with two levels of underground parking. The applicant is now proposing to remove one parking level and all self-storage uses from underground parkade, revise vehicular access, and elevate the building's flood construction level, resulting in a six-storey self-storage building

Memorandum - General Manager Planning & Development - March 10, 2026

Purpose: to amend the previous rezoning of the subject lands pursuant to REZ #17-40 (Bylaw No. 14181), which received Final Adoption of November 8, 2021, and which permitted the construction of a 43-storey residential strata apartment tower and a six-storey non-market rental building with underground parking. The proposed amendment seeks to permit an additional six storeys of market rental housing above the approved non-market rental building, resulting in a 12-storey rental building with a mix of rental rates

THAT the Acting Mayor 2026 Schedule be AMENDED to appoint Councillor Lee as Acting Mayor for the month of March 2026, and Councillor Gu as Acting Mayor for the month of September 2026.

THAT the Planning and Development Committee meeting scheduled to be held on Wednesday, July 8, 2026 at 2 pm in the Council Chamber be RESCHEDULED to Monday, July 6, 2026 at 10 am in the Council Chamber;


THAT the Planning and Development Committee meeting scheduled to be held on Wednesday, September 2, 2026 at 2 pm in the Council Chamber be RESCHEDULED to Monday, August 31, 2026 at 2 pm in the Council Chamber; and


THAT the Planning and Development Committee meeting scheduled to be held on Wednesday, October 7, 2026 at 2 pm in the Council Chamber be RESCHEDULED to Monday, October 5, 2026, at 10 am in the Council Chamber.

THAT staff be directed to apply the criteria, as outlined in Attachment 1 of this report (Option 1: Maintain Original Eligibility Date), to determine tenant eligibility for new rezoning applications, in respect of development sites with an in-stream rezoning application; and


THAT the recommendation and Attachment 1 of the report be released to the Open Council meeting on March 10, 2026.
