Festival of Learning Steering Committee

Re: Burnaby Festival of Learning

Presenters: Deb Thomas, Deputy Chief Librarian & Co-Chair

Alison Chan, SFU & Co-Chair

 

 

Ms. Deb Thomas, Deputy Chief Librarian and Co-Chair, and Ms. Alison Chan, SFU and Co-Chair, appeared before Council and provided an update on the 3rd Annual Festival of Learning 2018. This year’s week-long celebration of learning featured a wide variety of free and fun events throughout Burnaby that informed, engaged and sparked creative conversations between diverse audiences.

 

The 2018 Festival of Learning  consisted of 95 events, 17 venues, and 43 event organizers, with over 17,300 people attending; a 69% increase over the previous year.  The Festival, with broader inclusion of more City and SFU departments, as well as more community groups, fulfilled strategic priorities of both SFU and the City of Burnaby.

 

Council extended appreciation to the Festival of Learning Steering Committee and congratulated all involved on the success of the 2018 Festival of Learning.

Re: Home-based Business Registration

Speaker: Helen Chang

 

 

Ms. Helen Hee Soon Chang appeared before Council and provided suggestions on how to improve small business registration services in Burnaby. The speaker proposed the City can implement regular information sessions on how to register and run business. The City should collect and register the owner’s information, the type of home-based business, as well as register the secondary suite renters’ information. In addition, to prevent a fraud, any business name that is identical or similar to name of existing business should not be permitted to register.

The President expressed thanks and appreciation to Mayor and Council for the ongoing commitment and support which the City provides to their joint partnership.

Community Heritage Commission

Re: Heritage Designation Bylaw / Heritage Revitalization Agreement - Lonsdale Guardhouse Residence

The Community Heritage Commission submitted a report seeking Council authorization to prepare a Heritage Designation Bylaw and a Heritage Revitalization Agreement to provide for the retention and protection of the Lonsdale Guardhouse Residence at 6985 Canada Way.

The Community Heritage Commission recommended:

 

1.            THAT  Council  authorize  the  preparation  of  a  Heritage  Revitalization

Agreement Bylaw to provide for the retention and protection of the Lonsdale Guardhouse Residence.

 

2.            THAT a Heritage Designation Bylaw be prepared to designate the Lonsdale Guardhouse Residence as a protected heritage site.

 

3.            THAT  the  Heritage  Revitalization  Agreement  and Heritage Designation  Bylaw  be  forwarded  to  a  public  hearing  at  a future date.

 

4.            THAT Council approve the listing of the Lonsdale Guardhouse Residence

on  the  Burnaby  Community  Heritage  Register  as  a  protected heritage property.

The Community Heritage Commission submitted a report seeking Council authorization to prepare a Heritage Revitalization Agreement Bylaw to provide for the retention and alteration of the George S. and Jessie Haddon House at 5558 Buckingham Avenue.

The Community Heritage Commission recommended:

 

1.    THAT  Council   authorize   the   preparation   of   a   Heritage   Revitalization

Agreement Bylaw to provide for the addition of a family room for the George S. and Jessie Haddon House located at 5558 Buckingham Avenue.

 

2.    THAT  Council  approve  the  issuance  of  a  Heritage  Alteration  Permit  to

authorize  the  alterations  to  this  protected  heritage  resource,  as  outlined in the report.

The Sustainable City Advisory Committee submitted a report providing an update on the Burnaby Healthier Community Partnership for 2017-2018 and information on areas of focus for the 2018-2019.

The Sustainable City Advisory Committee recommended:

 

1.            THAT Council receive the report for information.

 

2.            THAT a copy of the report be forwarded to Dr. Aamir Bharmal, Medical

Health Officer for Burnaby, Ms. Sheila  Finamore,  Executive  Director, Burnaby Health Services, Ms. Baljinder Narang, Vice-Chair, Burnaby Board of Education, and Ms. Georgia Bekiou, Executive Director, Burnaby Division of Family Practice.

40TH ANNUAL CHRISTMAS TOY RUN

 

 

The City Manager submitted a report seeking Council approval for the road closures and staff support for the 40th Annual Christmas Toy Run to be held on Sunday, 2018 October 07.

The City Manager recommended:

 

1.            THAT Council approve the road closures required for the 40th Annual Toy Run, as discussed in the report.

 

2.            THAT the RCMP and City staff be authorized to provide continuing support for this event, as discussed in the report.

 

3.            THAT a copy of the report be sent to the event coordinator, Chris Bayliss, Executive Director, Lower Mainland Christmas Bureau, 3fl-1870 Pandora St, Vancouver BC V5L 1M5.

2018 RCMP MUSICAL RIDE - DONATIONS OF PROCEEDS

 

 

The City Manager submitted a report seeking approval of donation of proceeds from the RCMP Musical Ride to the Cops for Cancer and Burnaby KidSport.

The City Manager recommended:

 

1.            THAT Council be requested to approve the donation of proceeds in the total amount of $10,000 from the RCMP Musical Ride event to the two charities, as outlined in the report.

CONTRACT EXTENSION

ONSITE CONCRETE AND ASPHALT CRUSHING

 

 

The City Manager submitted a report requesting Council approval for a two year contract extension for the supply and delivery of onsite concrete and asphalt crushing.

The City Manager recommended:

 

1.            THAT Council approve a two year contract extension for $287,495.49 including GST in the amount of $13,690.26 to Regehr Contracting Ltd. as outlined in the report. Final payment will be based on unit prices and actual quantities ordered.

SUPPLY AND DELIVERY OF DE-ICING SALT

 

 

The City Manager submitted a report seeking Council approval to award a one year contract extension for the supply and delivery of de-icing salt.

The City Manager recommended:

 

1.            THAT Council approve a one year contract extension to Lafarge Asphalt

Technologies, Division of Lafarge Canada Inc., for an estimated total cost of $628,614.56 including PST and GST in the amount of $67,351.56 for work to be completed as outlined in the report. Final payment will be based on the actual quantities delivered.

The City Manager submitted a report seeking Council approval to award an extension for the winter maintenance program and supply of de-icing salt brine for the City's major roads network.

The City Manager recommended:

 

1.            THAT Council approve a one year contract extension to Mainroad Howe Sound Contracting Ltd. for an estimated cost of $530,876.12 including GST and PST in the amount of $29,279.82 for work to be completed as outlined in the report. Final payment will be based on the actual quantities delivered.

The City Manager recommended:

 

1.            THAT Council approve a two year contract extension for $1,200,000 including GST in the amount of $57,142.86 to Western Integrated Electrical Ltd., as outlined in the report. Final payment will be based on actual services performed.

Councillor Wang – Burnaby Lake Run

 

Councillor Wang encouraged Council and the public to attend the Burnaby Lake Run to be held on Sunday, September 23 at 9:00 a.m. at Burnaby Lake Regional Park.  The run consists of 1k, 5k and 10k options and supports the Burnaby Hospital Foundation.

 

Councillor Johnston – Sign Bylaw Enforcement

 

Councillor Johnston requested that staff enforce the Burnaby Sign Bylaw with regards to the election signs on a public property.
